1.2 AoI Background

The CAA, located on Fort Belvoir, VA, is a Field Operating Agency (FOA) aligned to Headquarters Department of the Army Resource Management (G8). CAA conducts operational and strategic analysis to inform Senior Army Leaders on strategic-level issues such as current and future Army force structure, posture, and capabilities. The agency’s onsite workforce is approximately 150 civilian and military Government workers and support contractors. CAA operates in a dedicated secure open storage facility containing a Sensitive Compartmented Information Facility (SCIF). Additionally, CAA maintains an on premises closed secure Information Technology (IT) network in the facility. Meeting all regulatory requirements, CAA’s safety program is responsible for preparing and training CAA personnel to prevent unsafe situations and human loss or injury while being prepared to respond to emergency situations. CAA’s security program is responsible for meeting all regulatory requirements while controlling access to the facility and to the SCIF. The security program also prevents unauthorized physical access, theft, sabotage, or damage to the facility. The program also safeguards sensitive data from unauthorized disclosure; verifying personnel are authorized access to classified information.

The Army Simulation and Modeling Office (AMSO) is an organization aligned with the CAA under the HQDA G8. It operates in a separate building on Fort Belvoir up to the secret classification level.

CAA needs contractor staff to assist in meeting the regulatory and agency level daily operations, administrative requirements, and processes in support of the agency’s safety program as well as the personnel, information, and physical security programs up to the TS/SCI classification level. Contractor staff should be well versed in Army safety and security procedures to make recommendations to improve administration of CAA and AMSO programs.
