Question 16.The fire alarm contract requires to provide maintenance to proprietary systems (closed systems). We can do so, but, if there is a need to enter into the programming section of the fire alarm panel, then we would need to subcontract the brand representative to perform such duty. There might be only one or several companies that can provide the service. Consequently we would choose the best option based on availability and performance record.

The question is whether we need to provide the sub-contractor information with the bid documents or if this is something that is supplied when the need arises?

Answer 16. Yes, proposal needs to include employees certifications (company-owned or subcontract) and all required to perform the contract. Refer to Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items, paragraph 2h. Proposal Format and Contents. Also Addendum to FAR 52.212-2, Evaluation – Commercial Items, paragraph 3, Proposals.

Question 17. We are not certified to work with the Monaco System. We understand that this is a very old and obsolete system. As a matter of fact, we recently made a presentation to your Fire Department Personnel of a new much simpler and cost effective system. We are on schedule to perform an onsite free trial period to explore the possibility to replace Monaco. The question is if we are automatically disqualified to participate on the bid due to the fact that we cannot support Monaco?

Answer 17. No. If you want to place a proposal for this requirement, you will need to cover all work required including Monaco. If a contractor is not certified with a system you may have to certify a technician or subcontract a technician with the certification. This contract requirements is according to the already installed. Any new system may be discussed, analyzed, approved and implemented in the future but is not part of the contract at this time..

Per Performance Work Statement (PWS) paragraph 5.1.1.2.1, Evidence of all required licenses, as well as documentation of the qualifications of personnel shall be provided to the Contracting Officer prior to award of the contract. Monaco certification is required for at least one person in the contract. Refer to Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items, paragraph 2h. Proposal Format and Contents.

Also Addendum to FAR 52.212-2, Evaluation – Commercial Items, paragraph 3, Proposals.

Question 18. Can you define what is the reference 0001, 1001, 2001, 3001, 4001? Does these references are for the first and the following years price options?

Answer 18. CLIN 0001 is for the Base Period. All others are for the Options to follow.

Question 19. Item 007AA has a quantity of five (5). Are this unit referring to five buildings?

Answer 19. Correct.

Question 20. Page 137 – Training. Is this training for new Fire Alarm Control Panels to be installed if any of the existing ones has been replaced?

Answer 20. No. This is a brief training of the systems on how they operate and the maintenance that will need to be provided by the Contractor. When installing a new control panel a final inspection and acceptance test is required as per NFPA 72.

Question 21. Are the existing FACS are in operational condition at this moment?

Answer 21. Most of them. PWS requires Contractor to perform an initial inspection, identify deficiencies and provide a report with corrective repairs and quote for the ones in non-operational condition. Refer to PWS paragraph 5.1.1.1, Initial Inspection.

Question 22. Are there any active current troubles, supervisory alarms, or fire alarm on the fire alarm systems now?

If so, how will those be handled? We will be bill line item X009 Service Calls for investigating the active trouble or supervisory conditions?

Answer 22. No. Service calls are not for active issues. Active issues shall be identified in the initial inspection and a corrective action report and quote shall be provided in order to fix those active conditions. Government will pay for those active issues. When the system is fixed, service calls may be issued by the Government, if any unusual issue appears.

Question 23. If during the initial inspections defective, damaged or outdated equipment is found would this be excluded from the contractor included $500 or less repair items? This would be a pre-existing condition and be difficult to price in the PM pricing. For instance all the batteries could be beyond their recommended service life and need replacing. There could be panel have bad power supplies that are in trouble and need to be replaced? There could be tamper switches that are damaged and need to be replaced.

Answer 23. Correct, defective, damaged or outdated equipment found during initial inspections are pre-existing conditions and are not be included in the PM cost.
