QUESTIONS AND ANSWERS

Solicitation #: W912C3-18-R-0006 Water Piping Replacement Phase III

QUESTIONS AND ANSWERS:

1. As it relates to asphalt paving Question #13 on Amendment 002, please clarify the following:

a. Please indicate specific assumptions for asphalt paving thickness to be cut and removed-disposed. The answer provided by the government indicated that the contractor shall know how to do the work based on past performance. However, we request to be provided with a parameter (average paving thickness) for quantifying how much asphalt shall be expected to be demolished and removed.

Answer: The government estimate an average of 8 inches thickness. However, this answer does not define unforeseen condition as amounts in excess or less could be encountered. Specific requests for an REA would need to be requested and evaluated.

b. Government answer = 2” thick for asphalt paving repairs.

Answer: Contractor shall consider to provide new asphalt layer of 2 inches thick.

c. Please indicate specific assumptions for hidden concrete paving thickness under asphalt to be cut and removed-disposed. The answer provided by the government indicated that the contractor shall know how to do the work based on past performance. However, we request to be provided with a parameter (average concrete paving thickness under asphalt) for quantifying how much concrete shall be expected to be demolished and removed. Or, clarify if such conditions will be considered as an unforeseen condition since there is no way of determining how much and which profiles will be encountered.

Answer: Answer: The government estimate an average of 8 inches thickness. However, this answer does not define unforeseen condition as amounts in excess or less could be encountered.

Specific requests for an REA would need to be requested and evaluated.

2. As it relates to asphalt paving Question #15 on Amendment 002, please clarify the following:

a. Is the by-pass requirement applicable to the meter assembly or to the backflow preventer and pressure regulator assembly?

Answer: The by-pass requirement is part of the solution desired for water flow meters connections, however, contractor shall consider a configuration including the mechanical components necessary such as valves, pressure regulators and backflow preventers to perform a typical water flow meter connection in accordance with federal and state standards, codes and regulations.

W912C318R0006

b. Can a sketch-detail of the intent be provided?

Answer: No sketch available. Contractor is responsible to provide design and a cost-effective and feasible solution to make the configuration of the water flow assembly taking into consideration local, state and federals standards and regulations.
