About this file

This document summarizes the results of a lead-based paint equipment survey and related federal contract solicitation to repair sluice gates and butterfly valves at Oologah Lake, Oklahoma. The equipment survey identified numerous structures at the lake containing lead-based paint, including spiral staircases, float wells, valves, and gates. The related solicitation seeks bids to develop crane and diving plans, inspect and repair butterfly valves, repack knife valves, blast and paint gates and piping, inspect and repair a dogging device, and rehabilitate service gates. Bids are also solicited for optional work rehabilitating additional service gates. The contractor will be responsible for furnishing all labor, equipment, and materials to complete the work in accordance with the contract drawings and specifications.

CESWT-SO 13 August 2021

MEMORANDUM FOR LAKE MANAGER, OOLOGHAH LAKE

SUBJECT: Gate Tower Lead-Based Paint Equipment Sampling Results

1. A limited lead-based paint equipment survey was conducted at Oologah Lake on 11 August 2021 by Greg Snider from the Safety and Occupational Health Office.

2. Equipment was field analyzed for lead (Pb) paint using an Olympus Model DCC- 4000 (SN: 571425) portable XRF calibrated on 11 August 2021 using a 316 stainless steel coupon and NIST 2573 reference standard. The XRF maximum range is 5.00 mg/cm2.

3. Lead Results. Numerous painted steel structures on the equipment contain lead-based paint as described below. Controls must be implemented prior to any intrusive work activities on lead painted surfaces such as cutting, grinding, welding, heating, pneumatic tools, or sanding to prevent the release of airborne lead particles/fumes and to prevent worker exposure and facility contamination. In accordance with EM 385-1-1 label and maintain an inventory of all lead sources within the facility. If labelling of each lead source is infeasible, maintain a facility site map locating the sources. Notify all employees and contractors of the equipment that contains lead-based paint included within this report. Not all of the equipment within the facility was included in this survey.
