1.0 GENERAL INFORMATION

1.1. GENERAL DESCRIPTION OF WORK

The Tulsa District Corps of Engineers has a requirement to perform all work required to rewind two approximately 50 MVA hydroelectric generating units at Keystone Powerhouse, Sand Springs, OK. The contractor shall furnish all labor, material, and equipment to perform this work in strict accordance with the detailed requirements of the specifications and associated drawings. The work described within these specifications shall include, but not necessarily be limited to, the following:

1. Design, manufacture, and perform Voltage Endurance test on prototype Roebel bars.

2. Perform Thermal Cycle test on prototype Roebel bars.

3. Design, manufacture, shop test, prepare and load for shipment, deliver f.o.b. destination, and unload two complete sets of stator Roebel bars and specified accessories.

4. Pre-disassembly mechanical and electrical testing, and alignment checks of two hydroelectric generating units.

5. Disassemble two generator units, including the exciter equipment, air housing, and rotor.

6. Remove old stator coils, install and test new stator windings and accessories.

7. Clean, inspect, and test stator iron; perform necessary repairs to stator iron.

8. Furnish and Install new surge rings, circuit rings, main leads, and neutral leads.

9. Refurbish (machine) the collector rings.

10. Clean and inspect rotor, clean and test the rotor field poles winding.

11. Furnish spare parts.

12. Perform generator special field tests.

13. Furnish manufacturer’s representative on-site services to supervise installation of the generator stator Roebel bars, reassembly, and to perform start-up, commissioning, and testing of two generators.

14. Perform all work required for painting, miscellaneous welding, machinist, electrician, and other skilled craftsman hire.

1.2. GOVERNMENT SECURITY REQUIREMENTS

The Offeror(s) must ensure that ALL mail sent to the Tulsa District, U.S. Army Corps of Engineers, either pre-contract or post-contract award, has a return mailing address on the outside of the envelope, package, box, etc.

ANY MAIL addressed to the U.S. Army Corps of Engineers, including but not limited to bids, modifications to bids, proposals, revised proposals, bonds, correspondence, etc., WILL BE REJECTED by the US Army Corps of Engineers mail room facility located at 2488 E 81st Street, Tulsa, OK 74137-9998, if it does not contain a return mailing address. There will be no exceptions.

1.6. PROPOSAL EXPENSES AND PRE-CONTRACT COSTS

This Request for Proposal (RFP) does not commit the Government to pay, as a direct charge, any costs incurred in the preparation and submission of a proposal.

1.7. ACCURACY IN PROPOSALS

Proposals must set forth full, accurate, and complete information as required by this RFP, (including attachments).

The penalty for making false statements is prescribed in 18 U.S.C. 1001.

1.8. PROPOSAL SUBMITTALS

1.8.2 Proposals will be received until the time and date shown on Standard Form SF 1442 or as amended on SF30.

1.9. PROPOSAL FORMAT

See Section 00 22 11 for proposal requirements.

1.10. JOINT VENTURE PROPOSAL REQUIREMENTS

When proposing as a joint venture, all members of the joint venture shall sign the SF 1442 and the bid bond unless a written agreement by the joint venture is furnished with the proposal designating one firm with the authority to bind the other member(s) of the joint venture. In addition, a copy of the joint venture agreement shall be submitted with the proposal. Failure to comply with the foregoing requirements may eliminate the proposal from further consideration. If this is an 8(a) or HubZone joint venture, the Offeror shall ensure that it complies with the applicable requirements of 13 CFR Part 124 and 13 CFR Part 126, respectively.

1.11. DEVIATIONS AND EXCEPTIONS

Deviations and exceptions to the terms and conditions of the solicitation in either the technical or price proposal are neither encouraged nor desired. Should the offer include any standard company terms and conditions that conflict with the terms and conditions of the solicitation, the offer may be determined “unacceptable” and, thus, ineligible for award. Should the Offeror have any questions related to specific terms and conditions, these must be resolved prior to submission of the offer. Notwithstanding the above, if deviations and exceptions are included with the offer, the Offeror shall list and describe in detail the deviations and/or exceptions under Tab A. All deviations and exceptions shall be fully supported with the Offeror’s rationale and shall fully explain the impact, if any, on the performance and/or specific requirement of the RFP. Deviations from the minimum standard of quality required by the RFP shall not be accepted unless identified by the offeror’s proposal and specifically approved by the Contracting Officer in writing. If unapproved, the Contractor must provide the RFP requirements without additional cost to the Government. If approved, the accepted deviation will take precedence as a provision of the solicitation.

The Offeror shall also clearly describe on the Tab B submitted with the Price Proposal any exception to the contractual and/or technical terms and include the monetary impact on the solicitation with the price proposal. This information will not be evaluated separately but may impact the evaluation of other factors.

1. 3 PAYMENT

Payment for all work specified, shown or incidental to complete the work will be made as follows:

1.3 .1 Basic Unit Price for Generator Units 1-2

Item No. 0001A and 0001B Mobilization and Demobilization

Mobililization and demobilization will be paid for as a job under Price

Item No. 0001A and 0001B. Mobilization will be considered complete when the Contractor has the equipment and manpower onsite and ready to begin unit disassembly for rewind of the unit. Demobilization will be considered complete when the Contractor has removed all construction equipment, cleaned the area and restored the work area to "as found" pre-mobilization conditions, unless otherwise approved.

Item No. 0002 Design, Manufacture, and Perform Voltage Endurance Testing on 8 Prototype Bars

Payment will be made as a complete job under Bid Item No. 0002.

Payment shall include furnishing prototype stator bars, having them shipped to an independent testing laboratory, tested for voltage endurance by an independent testing laboratory, and providing test report. SECTION 48 13 16.00 26.

Item No. 0003 Manufacture and Perform Thermal Cycling Test of 5 Prototype

Bars

Payment will be made as a complete job under Bid Item No. 0003.

Payment shall include furnishing prototype stator "bars" having them shipped to an independent testing laboratory, tested for thermal endurance by an independent testing laboratory, and providing test report. SECTION 48 13 16.00 26.

Item No. 0004 Furnish Complete Set Of Stator Bars Including Supplies and

Accessories For A Complete New Winding, Including Factory Testing

Payment will be made as a complete job for each unit under Bid Item No.

0004. Payment shall include the furnishing of a complete set of stator bars, including all supplies, connections, and accessories to make-up a complete new winding, including factory testing. Payment shall also include the furnishing and installation of the generator neutral current transformers (CTs) and a complete set of the Partial Discharge

Analyzer (PDA) sytem. SECTION 48 13 16.00 26
