1.0 GENERAL INFORMATION
1.1. GENERAL DESCRIPTION OF WORK
The Tulsa District Corps of Engineers has a requirement to perform all work required to rewind two approximately 50 MVA hydroelectric generating units at Keystone Powerhouse, Sand Springs, OK. The contractor shall furnish all labor, material, and equipment to perform this work in strict accordance with the detailed requirements of the specifications and associated drawings. The work described within these specifications shall include, but not necessarily be limited to, the following:
1. Design, manufacture, and perform Voltage Endurance test on prototype coils (or Roebel bars).
2. Perform Thermal Cycle test on prototype coils (or Roebel bars).
3. Design, manufacture, shop test, prepare and load for shipment, deliver f.o.b. destination, and unload two complete sets of stator coils (or Roebel bars) and specified accessories.
4. Pre-disassembly mechanical and electrical testing, and alignment checks of two hydroelectric generating units.
5. Disassemble two generator units, including the exciter equipment, air housing, and rotor.
6. Remove old stator coils, install and test new stator windings and accessories.
7. Clean, inspect, and test stator iron; perform necessary repairs to stator iron.
8. Furnish and Install new surge rings, circuit rings, main leads, and neutral leads.
9. Refurbish (machine) the collector rings.
10. Clean and inspect rotor, clean and test the rotor field poles winding.
11. Furnish spare parts.
12. Perform generator special field tests.
13. Furnish manufacturer’s representative on-site services to supervise installation of the generator stator coils (or Roebel bars), reassembly, and to perform start-up, commissioning, and testing of two generators.
1.2. GOVERNMENT SECURITY REQUIREMENTS
The Offeror(s) must ensure that ALL mail sent to the Tulsa District, U.S. Army Corps of Engineers, either pre-contract or post-contract award, has a return mailing address on the outside of the envelope, package, box, etc.
ANY MAIL addressed to the U.S. Army Corps of Engineers, including but not limited to bids, modifications to bids, proposals, revised proposals, bonds, correspondence, etc., WILL BE REJECTED by the US Army Corps of Engineers mail room facility located at 2488 E 81st Street, Tulsa, OK 74137-9998, if it does not contain a return mailing address. There will be no exceptions.

1.6. PROPOSAL EXPENSES AND PRE-CONTRACT COSTS
This Request for Proposal (RFP) does not commit the Government to pay, as a direct charge, any costs incurred in the preparation and submission of a proposal.
1.7. ACCURACY IN PROPOSALS
Proposals must set forth full, accurate, and complete information as required by this RFP, (including attachments).
The penalty for making false statements is prescribed in 18 U.S.C. 1001.

1.9. PROPOSAL FORMAT
See Section 00 22 11 for proposal requirements.
1.10. JOINT VENTURE PROPOSAL REQUIREMENTS
When proposing as a joint venture, all members of the joint venture shall sign the SF 1442 and the bid bond unless a written agreement by the joint venture is furnished with the proposal designating one firm with the authority to bind the other member(s) of the joint venture. In addition, a copy of the joint venture agreement shall be submitted with the proposal. Failure to comply with the foregoing requirements may eliminate the proposal from further consideration. If this is an 8(a) or HubZone joint venture, the Offeror shall ensure that it complies with the applicable requirements of 13 CFR Part 124 and 13 CFR Part 126, respectively.
1.11. DEVIATIONS AND EXCEPTIONS
Deviations and exceptions to the terms and conditions of the solicitation in either the technical or price proposal are neither encouraged nor desired. Should the offer include any standard company terms and conditions that conflict with the terms and conditions of the solicitation, the offer may be determined “unacceptable” and, thus, ineligible for award. Should the Offeror have any questions related to specific terms and conditions, these must be resolved prior to submission of the offer. Notwithstanding the above, if deviations and exceptions are included with the offer, the Offeror shall list and describe in detail the deviations and/or exceptions under Tab A. All deviations and exceptions shall be fully supported with the Offeror’s rationale and shall fully explain the impact, if any, on the performance and/or specific requirement of the RFP. Deviations from the minimum standard of quality required by the RFP shall not be accepted unless identified by the offeror’s proposal and specifically approved by the Contracting Officer in writing. If unapproved, the Contractor must provide the RFP requirements without additional cost to the Government. If approved, the accepted deviation will take precedence as a provision of the solicitation.
The Offeror shall also clearly describe on the Tab B submitted with the Price Proposal any exception to the contractual and/or technical terms and include the monetary impact on the solicitation with the price proposal. This information will not be evaluated separately but may impact the evaluation of other factors.
SECTION 00 72 00 - CONTRACT CLAUSES
The following have been modified:
52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995) – ALTERNATE I (FEB 1995)
(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
(b) An organized site visit has been scheduled for-- 19 November 2020 will start at 0800
(c) Participants will meet at--

All in-person visitors will be required to follow CDC guidelines for manufacturing and all visitors will be screened for COVID-19 symptoms. Visitors will be required to certify in the English language they do not have symptoms including cough, shortness of breath or difficulty breathing, fever, chills, repeated shaking with chills, muscle pain, headache, sore throat, and new loss of taste or smell in the past 24 hours. Visitors body temperature may be checked prior to entry into the plant to identify anyone with a temperature of 100.4°F or greater (or reported feelings of feverishness). Visitors will be denied entry if exhibiting any of these symptoms. Visitors will be checked for appropriate PPE including hard hat, safety boots, and face covering. Once admitted into the plant, visitors must maintain a social distance of six (6) feet from one another and their assigned escort. The Government intends to have the Unit 1 rotor removed for access to the generator. Cameras and cell phones will be permitted in most areas, but visitors must not photograph security features of the plant. Visitors must remain with their assigned escort at all times. All questions shall be addressed in writing on the Projnet website as described in paragraph 1.5 above on Section 00 21 00, Instruction to Offerors.
Requirements to Attend the Site Visit In-Person Site Walk: Only registered persons will be permitted to attend the site visit in-person site walk. Only two persons from each business entity will be permitted to attend, and the site walk will be conducted with a maximum of 6 participants at a time.
U.S. Citizens:
To register, U.S. citizens interested in attending the site visit in-person site walk must submit a "SWT US Citizen Pre-Proposal Site Visit Request Form" to Shawn Brady shawn.brady@usace.army.mil no later than two (2) full business days prior to the site visit. If submitting the form in less than two days, the person may not receive approval for participation. Notification of approval or denial will be provided prior to the date of the site visit. The form is a pdf attachment on this amendment and is titled “SWT US Citizen Pre-Proposal Site Visit Request Form”.
Foreign Nationals (FNs):
FNs wishing to attend the in-person site walk shall request a “SWT Foreign Nationals Pre-Proposal Site Visit Request Form” from Shawn Brady by email to shawn.brady@usace.army.mil. Once the form is received and filled in, the form must be returned along with legible color copies of two of the following documents: Passport (unexpired or expired), Certificate of U.S. Citizenship (INS Form N-560 04 N-561), Certificate of Naturalization (INS Form N 550 or N-570), unexpired foreign Passport with I-551 stamp or attached INS Form I-94 indicating unexpired employment authorization, an Alien Registration Receipt Card with photo (INS Form I-151 or I-551), unexpired Temporary Resident Card (INS Form I-688), unexpired Employment Authorization Card (INS Form I- 688A), unexpired Reentry Permit (INS Form I-327), unexpired Refugee Travel Document (INS- Form I571), or unexpired Employment Authorization Documentation issued by the INS which contains a photograph (INS Form I- 688B) to Shawn Brady, by encrypted email to shawn.brady@usace.army.mil. These documents must be submitted and approved prior to visitation. Because of the current U.S. COVID-19 travel situation, additional processes require a waiver from the Department of Homeland Security for FNs who are not already in the U.S. For a waiver, the FN would already need to have an approved VISA in their passport. USACE is not responsible for coordinating travel or travel waivers.
