PRICING SCHEDULE NOTES:

1. Offerors must insert a price on all numbered items of the Pricing Schedule. Failure to comply with the pricing schedule will result in the Offeror being determined nonresponsive.

2. The Government will evaluate offers for award purposes by adding the total price for TOTAL OPTIONAL ITEMS to the total price for the TOTAL BASE PROPOSAL (TOTAL BASE PROPOSAL AND TOTAL OPTIONAL ITEMS). Evaluation of option will not obligate the Government to exercise the option.

1.0 GENERAL INFORMATION

1.1. GENERAL DESCRIPTION OF WORK

The Tulsa District Corps of Engineers has a requirement to perform all work required to rewind two approximately 50 MVA hydroelectric generating units at Keystone Powerhouse, Sand Springs, OK. The contractor shall furnish all labor, material, and equipment to perform this work in strict accordance with the detailed requirements of the specifications and associated drawings. The work described within these specifications shall include, but not necessarily be limited to, the following:

1. Design, manufacture, and perform Voltage Endurance test on prototype coils (or Roebel bars).

2. Perform Thermal Cycle test on prototype coils (or Roebel bars).

3. Design, manufacture, shop test, prepare and load for shipment, deliver f.o.b. destination, and unload two complete sets of stator coils (or Roebel bars) and specified accessories.

4. Pre-disassembly mechanical and electrical testing, and alignment checks of two hydroelectric generating units.

5. Disassemble two generator units, including the exciter equipment, air housing, and rotor.

6. Remove old stator coils, install and test new stator windings and accessories.

7. Clean, inspect, and test stator iron; perform necessary repairs to stator iron.

8. Furnish and Install new surge rings, circuit rings, main leads, and neutral leads.

9. Refurbish (machine) the collector rings.

10. Clean and inspect rotor, clean and test the rotor field poles winding.

11. Furnish spare parts.

12. Perform generator special field tests.

13. Furnish manufacturer’s representative on-site services to supervise installation of the generator stator coils (or Roebel bars), reassembly, and to perform start-up, commissioning, and testing of two generators.

1.2. GOVERNMENT SECURITY REQUIREMENTS

The Offeror(s) must ensure that ALL mail sent to the Tulsa District, U.S. Army Corps of Engineers, either pre-contract or post-contract award, has a return mailing address on the outside of the envelope, package, box, etc.

ANY MAIL addressed to the U.S. Army Corps of Engineers, including but not limited to bids, modifications to bids, proposals, revised proposals, bonds, correspondence, etc., WILL BE REJECTED by the US Army Corps of Engineers mail room facility located at 2488 E 81st Street, Tulsa, OK 74137-9998, if it does not contain a return mailing address. This Request for Proposal (RFP) does not commit the Government to pay, as a direct charge, any costs incurred in the preparation and submission of a proposal.

1.7. ACCURACY IN PROPOSALS

Proposals must set forth full, accurate, and complete information as required by this RFP, (including attachments).

The penalty for making false statements is prescribed in 18 U.S.C. 1001.

1.9. PROPOSAL FORMAT

See Section 00 22 11 for proposal requirements.

1.10. JOINT VENTURE PROPOSAL REQUIREMENTS

When proposing as a joint venture, all members of the joint venture shall sign the SF 1442 and the bid bond unless a written agreement by the joint venture is furnished with the proposal designating one firm with the authority to bind the other member(s) of the joint venture. In addition, a copy of the joint venture agreement shall be submitted with the proposal. Failure to comply with the foregoing requirements may eliminate the proposal from further consideration. If this is an 8(a) or HubZone joint venture, the Offeror shall ensure that it complies with the applicable requirements of 13 CFR Part 124 and 13 CFR Part 126, respectively.

1.11. DEVIATIONS AND EXCEPTIONS

Deviations and exceptions to the terms and conditions of the solicitation in either the technical or price proposal are neither encouraged nor desired. Should the offer include any standard company terms and conditions that conflict with the terms and conditions of the solicitation, the offer may be determined “unacceptable” and, thus, ineligible for award. Should the Offeror have any questions related to specific terms and conditions, these must be resolved prior to submission of the offer. Notwithstanding the above, if deviations and exceptions are included with the offer, the Offeror shall list and describe in detail the deviations and/or exceptions under Tab A. All deviations and exceptions shall be fully supported with the Offeror’s rationale and shall fully explain the impact, if any, on the performance and/or specific requirement of the RFP. Deviations from the minimum standard of quality required by the RFP shall not be accepted unless identified by the offeror’s proposal and specifically approved by the Contracting Officer in writing. If unapproved, the Contractor must provide the RFP requirements without additional cost to the Government. If approved, the accepted deviation will take precedence as a provision of the solicitation.

The Offeror shall also clearly describe on the Tab B submitted with the Price Proposal any exception to the contractual and/or technical terms and include the monetary impact on the solicitation with the price proposal. This information will not be evaluated separately but may impact the evaluation of other factors.

PROPOSAL REQUIREMENTS AND EVALUATION FACTORS FOR AWARD

PART I - PROPOSAL REQUIREMENTS

1.0 PREPARATION OF PROPOSALS

1.1 Introduction.

Proposals shall be submitted in three (3) volumes as listed below:

Volume I: Technical Volume II: Past Performance Volume III: Price

To aid Offerors in the preparation of their proposal and to help lend to a uniform evaluation by the Government, the proposal format and content has been partially standardized for this solicitation. In response to this RFP, Offerors shall submit electronically one copy of each proposal containing the data and information described hereinafter.

1.2 Form and Contents. Proposals shall contain, as a minimum, the information specified below in accordance with the following guidelines:

1.2.1 The volumes shall have a cover labeled with the Offeror’s name, the solicitation number, the title of the solicitation, and the volume number. Pages containing text shall be consecutively numbered, doubled-spaced, typewritten or typeset, single sided, on 8 ½ x 11 paper with adequate margins of at least one inch. All requirements pertaining to Volume 3 of this solicitation shall be contained in the Cost Proposal binder.

1.2.2 It is the Offeror’s responsibility to ensure that his/her proposal is complete prior to submittal. The evaluation panel for the Government may evaluate solely on the information provided by the proposal and will not assume that an Offeror possesses any capability unless specified in the proposal. Proposals which are unrealistic in terms of technical or schedule commitments, or which are unrealistically low in costs, shall be considered indicative of a lack of understanding of the complexity, magnitude, and risk of the contract specification.

1.2.3 All information presented must be complete within itself and be supportive of a prompt and thorough evaluation. No material shall be incorporated into the binders by reference. In order for the Offeror’s proposal to receive an in-depth evaluation and considered responsive, it is necessary that the proposal be submitted and contain the information required and as specified. Any exceptions or disclaimers to the technical requirements of the solicitation shall be grounds for rejection of the Offeror’s proposal.

1.3 Offeror's Responsibility. It is the Offeror’s responsibility to ensure that his/her proposal is complete prior to submittal. Excepting arithmetic errors in the schedule (Section B), corrections will not be made by the Government. The evaluation panel for the Government may evaluate solely on the information provided by the proposal and will not assume that an Offeror possesses any capability unless specified in the proposal. Proposals which are unrealistic in terms of technical or schedule commitments, or which are unrealistically low in costs, shall be considered indicative of a lack of understanding of the complexity, magnitude, and risk of the contract specification. Errors in the proposal will be considered, among other factors, as a reflection of the Offeror's technical and management capability.

1.4 Policy on Requests by Prospective Offerors for Assistance in the Preparation of Proposals. It is the policy of the Corps of Engineers to not provide any assistance to prospective Offerors in the preparation of their proposals.

However, this is not meant to preclude Offeror's requests for information or clarification. Information will be provided if it is available and releasable, while clarification will be provided in all cases.

2.0 TECHNICAL PROPOSAL

2.1 VOLUME I – TECHNICAL

FACTOR 1 – GENERATOR STATOR REWIND

Subfactor 1a: Company Experience

The Offerors shall provide documentation supporting that they are regularly engaged in the design, manufacture, installation, and testing of stator bars for hydroelectric generators of 35,000 kVA or larger for a period of time of ten years or greater or identify partnering or subcontracting agreements with firms other than the Offeror providing this experience. The Offeror shall provide a list of five stator winding replacement contracts held within the last ten years. The projects selected should represent work similar to that proposed, whereby they have designed, manufactured, installed and tested a complete winding for a large hydroelectric generator. Project examples should be completed (or are substantially complete at the time of this offer), have the same or similar insulation system as the proposed to be supplied under this solicitation, be of separate design and/or location (i.e. not three contracts in one powerhouse). Project examples shall identify the firms providing this experience and their relationship to the Offeror during said project, e.g. prime contractor (same as Offeror), subcontractor, material supplier, not associated with the Offeror, etc. Fill in attached experience information sheets.

Subfactor 1b: Stator Winding Design

The Offeror shall provide a complete description of the stator winding design process. The stator winding design process shall include winding rating and maximum winding temperature rise at rated load.

Subfactor 1c: Stator Winding Losses

The Offerors shall present guaranteed combined DC I2R (R corrected to 75 °C) loss and stray load loss for their proposed winding in kW at 42,368 kVA, 0.90 power factor.

Subfactor 1d: Stator Winding Manufacturing and Installation Process

The Offeror shall provide a complete description of the stator winding manufacturing and installation process. The stator winding manufacturing process shall include details such as bar insulation system including groundwall insulation material and thickness; cross sectional dimensions; and the ground wall insulation application method, The manufacturing process shall also include factory tests and test methods. The Offeror shall identify the location and name(s) of the owning interest in the winding manufacturing facility. The stator winding installation process shall include details of side packing system, wedging system including type, dimensions, and materials of wedges, total number of wedges per slot, number of check wedges per slot and end wedge securing method, spring deflection measurement method, brazing method and quality assurance procedures. The stator winding installation process shall also include field tests and test methods.

FACTOR 2 – SCHEDULE

The Offeror shall provide a schedule showing how they will complete the contract within the timeframe designated in the specification.

The Offeror’s proposed schedule will be evaluated according to evaluation criteria.

2.2 VOLUME II – PAST PERFORMANCE

2.2.1 Offeror’s past performance shall demonstrate previous unit rewinds. At a minimum, the Offeror shall provide questionnaires for the past performance of three projects within the past ten years of hydroelectric generator rewinds of 35,000 kVA or above, using Roebel bar windings.

2.2.2 Offerors are reminded that both independent data and data provided by offerors in their proposals may be used by the Government to evaluate offeror past performance. Since the Government may not necessarily interview all the sources provided by the offerors, it is incumbent upon the offeror to explain the relevance of the data provided. The Government does not assume the duty to search for data to cure problems it finds in the proposal.

The burden of providing thorough and complete Past Performance information remains with the offerors. Proposals that do not contain the information requested risk rejection or less than acceptable performance rating by the Government.

2.2.3 Past Performance Questionnaire. For all contracts identified, a Past Performance Questionnaire (attached) must be completed and submitted. The offeror shall complete Part 1 of the Past Performance Questionnaire and email/mail the questionnaire to at least two (2) points of contact (POC’s) per contract including the Contracting Activity and the Technical Representative responsible for the past/current contract. All POC’s shall be instructed to electronically complete Part II of the questionnaire and email to Shawn.G.Brady@usace.army.mil. The offerors shall also email a reference list of all the POC’s who were sent a questionnaire. The Government shall receive this list no later than close of business on the date established for receipt of proposals. The POC list shall be submitted in Word for Windows Table Format to include the following fields: Solicitation Number, Offeror Company Name, Contract Number, Customer that received your services, POC last name, first name, and POC Title. The responsibility to send out and track the completion of the Questionnaire rests solely with the Offeror and shall not be delegated to any subcontractors, team contractors, or joint venture partners.

2.2.4 Offerors shall include in their proposal the written consent of the proposed subcontractors to allow the Government to discuss the subcontractors’ past performance evaluation with the offeror during any discussions. The Government will verify/ validate information on both prime and subcontractors that an offeror provides in its proposal. It is the offeror’s responsibility to contact each reference to: 1) obtain authorization to release the information identified in the past performance submission, and 2) provide authorization to the references to release performance information to the Government.

2.2.5 New Corporate Entities. New corporate entities may submit data on prior relevant and recent contracts (within the last 3 calendar years) involving its officers and employees. However, in addition to the other requirements in this section, the offeror shall discuss in detail the role performed by such persons in the prior contracts cited. Past performance information on work for state and local governments, private sector clients, and subcontractors that are similar to the Government requirement will be evaluated equally with similar federal contracts. Offeror may submit information on key personnel, major subcontractors, work performed as part of a team or joint venture and other previous reincarnation of its current organization.

2.2.6 Submit completed questionnaires by electronic mail.

2.2.7 If an offeror has no relevant past performance history, the offeror must affirmatively state that it possesses no relevant directly related or similar past performance.

2.2.8 The Government wants to ensure timely contract award. To that end, offerors are encouraged to submit Past Performance information before the solicitation closing date to enable the Government to begin contacting references.

2.3 VOLUME III – PRICE

The price proposal (Volume 3) shall include the following and be submitted in the following format:

Volume 3 Tab 1 – Proposal Cover Sheet Volume 3 Tab 2 – SF 1442 and Acknowledgment of Amendments Volume 3 Tab 3 – Section 00 11 00, Pricing Schedule Volume 3 Tab 4 – Representations and Certifications Volume 3 Tab 5 – JV Agreement (if applicable)

Price proposals will be evaluated for reasonableness by price analysis, including option bid items, and items the Contractor believes are not itemized. The total contract price will be considered as an independent element from the technical evaluation

PART II - EVALUATION FACTORS

1.0 GENERAL

Award will be made to the responsible Offeror submitting a proposal which conforms to the solicitation and is determined to be the lowest price technically acceptable (LPTA), considering the factors listed in this SECTION.

The Government will make the determination on the basis of the merits of the offer. The Government will determine the merits of each offer on the basis of its technical acceptability and price reasonableness. An offer that meets or exceeds the technical requirements is acceptable when it manifests the Offeror’s assent, without exception, to the terms and conditions of the solicitation, including attachments. The Government will evaluate the reasonableness of the price of each acceptable offer. Tradeoffs are not permitted. Proposals are evaluated for acceptability but not ranked using non-cost/price factors. The Government will not award a contract to a Firm whose proposal contains a deficiency, as defined in FAR 15.001. The Government reserves the right to reject any offer if the offer is not in the best interest of the Government.

2.0 DISCUSSIONS

The Government does not intend to enter into discussions with offerors prior to making an award. Offerors are encouraged to present their best technical proposal and prices in their initial proposal submission. However, in accordance with FAR Part 15.306, should discussions become necessary, the Government reserves the right to hold them. If this occurs, a competitive range will be determined and offerors notified. The competitive range may be limited for purposes of efficiency in accordance with (IAW) FAR Part 15.306(c)(2).

3.0 EVALUATION FACTORS FOR AWARD

Offerors’ proposals will be evaluated for technical content as identified below. Evaluation will be solely on the basis of these identified factors. Each factor will be evaluated. All factors must be technically acceptable for the offer to be technically acceptable. Offerors are advised that extraneous materials that do not directly address the evaluation factors will have no bearing on determining the recipient of the contract award. All factors are of equal importance.

The evaluation factors for award of the contract are as follows:

FACTOR 1 – GENERATOR STATOR REWIND

Subfactor 1a – Company Experience: Those Offerors identifying 10 years of experience in the design, fabrication, installation and testing of stator windings hydroelectric generators 35,000 kVA or larger in size as described in Section 00 22 11 Part I will be considered acceptable for this subfactor. Those proposals not meeting this minimum requirement will be judged not technically acceptable.

Subfactor 1b – Stator Winding Design: Those Offerors providing the required detail of the stator winding design process as defined in 00 22 11 Part I will be considered acceptable for this subfactor. Proposals not meeting this minimum requirement will be judged technically not acceptable.

Subfactor 1c – Stator Winding Losses: Those Offerors guaranteeing the losses equal to or less than the combined stator DC I²R (copper) and stray load losses in kW at 42,268 kVA and 0.95 PF as defined in Section 48 13 16.00 26, paragraph 1.4.3(b) will be considered acceptable for this subfactor. Proposals not meeting this minimum requirement will be judged not technically acceptable.

Subfactor 1d – Stator Winding Manufacturing and Installation Details: Those offerors providing the required detail of the stator winding manufacturing and installation process as defined in Section 00 22 11 Part I will be considered acceptable for this subfactor. Proposals not meeting this minimum requirement will be judged technically not acceptable.

FACTOR 2 – SCHEDULE

Offerors shall provide a schedule that clearly identifies the durations required for winding manufacturing, including design (include design review meeting within 60 days after contract award); accelerated life testing period; winding delivery including accessories and spare parts, f.o.b. Keystone Powerhouse (storage location); field testing; O&M Manual submittals; special field testing and the ability of the Offeror to complete the contract within the specified time.

Those Offerors whose proposals meet the requirements of the specifications will be considered acceptable for this factor. Those proposals lacking these minimum requirements will be judged not technically acceptable.

3.2 VOLUME II – PAST PERFORMANCE

3.2.1 The evaluation of past performance is a subjective assessment of the Offeror’s past performance on contracts of a similar nature, size, scope, and complexity, utilizing a comparable number of personnel with like skills. The Government will consider the Offeror’s previous and current record of contractual performance. In this context, “Offeror” refers to the proposed prime contractor and major subcontractors. Major subcontractors are defined as those intended to perform a critical contract function, and/or whose annual subcontract revenue is expected to exceed ten percent (10 %) of the anticipated prime contract revenue.

3.2.2 The Government will consider the combined Offeror’s and proposed subcontractor’s experience and performance in providing services consistent with the scope and complexity of our requirement during the last ten

(10) years. The Government will assess the Offeror’s team to determine whether the team displays the depth and breadth of experience necessary to demonstrate a satisfactory history of performance relative to the solicitation requirements.

3.2.3 The Government’s assessment will focus on contracts that meet the following conditions:

Recent – Only contracts that were performed or awarded within the last ten (10) years of a similar type and size of hydroelectric generator will be considered.

Relevancy – Only contracts which were/are relevant in scope to the rewind of generators will be considered.

3.2.4 Failure to demonstrate the minimally acceptable criteria under this factor will result in an “Unacceptable” rating and elimination from further consideration for contract award. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability “unknown” shall be considered “acceptable”.

3.2.5 The Government will examine the Offeror’s record of satisfying requirements, including consideration of the Offeror’s previous unit rewinds.

3.2.6 Any significant achievement, problem, or lack of relevant data in any element of the work can become an important consideration in the source selection process. A rating lower than satisfactory under any element on the past performance questionnaire may result in a “technically unacceptable” rating. Therefore, Offerors are reminded to include all relevant past efforts, including demonstrated corrective actions, in their proposal.

3.2.7 The Government will use data provided in the Offeror’s proposal and data obtained from other sources. The Offeror is cautioned that while the Government will consider data from other sources, the burden of demonstrating satisfactory past performance rests with the Offeror.

4.0 EVALUATION PROCEDURES

4.1 Source Selection Board (SSEB)

The SSEB will be established to conduct the evaluation of proposals received in response to this solicitation. The evaluation will be based on the content of the proposal and any subsequent discussions required, as well as information obtained from other sources, e.g. past performance information. The SSEB will not consider any information incorporated by reference, except as expressly allowed by this solicitation.

4.2 Evaluation Procedures

a. The SSEB will evaluate the proposals and assign a consensus rating for each evaluation factor.

b. The Government intends to award without discussions. Firms are cautioned to put forth their best efforts, and to furnish all information clearly to allow the Government to evaluate proposals. Firms should not assume that they will have an opportunity to clarify or correct anything in their proposal after submitting it.

c. A “competitive range” is a subjective determination of the most highly rated proposals in the event that the

Government decides that discussions with competing firms are required or are considered to be in the Government’s best interests. In such an event, the Contracting Officer will establish a competitive range of all the most highly rated proposals.

d. If discussions are held, the Government may engage in a broad give and take with those firms in the competitive range, in accordance with FAR 15.306 (d). The Government will provide the Firm an advance agenda for the discussions. During discussions, the Government may ask the Firm to further explain its proposal and to answer questions about it.

e. Upon conclusion of discussions, those firms still in the competitive range, will be afforded an opportunity to submit their proposal revisions for final evaluation and selection.

4.3 General Technical Criteria

a. Material omission(s) may cause the technical proposal to be rejected as unacceptable.

b. Proposals which are generic, vague, or lacking in detail may be considered unacceptable. The offeror’s failure to include information that the Government has indicated should be included may result in the proposal being found deficient if inadequate detail is provided.

c. The Government cannot make award based on a deficient offer. Therefore, receipt of an

“UNACCEPTABLE” determination of acceptability for any factor will make the offer ineligible for award, unless the Government elects to enter into discussions with that Offeror and all deficiencies are remedied in a revised proposal. Note: It is the Government’s intent to award without discussions.
