Section 00 22 16 - Supplementary Instructions to Proposers

PROPOSAL SUBMISSION REQUIRMENT

PROPOSAL SUBMISSION REQUIREMENTS, EVALUATION CRITERIA, AND BASIS OF AWARD

1.0 OVERVIEW

1.1 This is an unrestricted competitive solicitation for a firm, fixed-price Design-Bid-Build construction contract to be awarded using the Trade-Off, Best Value selection process. This Request for Proposal (RFP) is to refurbish Robert S. Kerr turbine generating Units 1 through 4 at the R.S Kerr Power Plant located in Sallisaw, Sequoyah County, Oklahoma. The solicitation criteria shall rely upon industry standards, as much as possible and firms must meet all project requirements.

1.2 Offerors will submit proposals including technical, non-technical, and a price proposal. The Government will evaluate initial proposals in accordance with the criteria described in this Section. Award of a firm fixed-price contract will be made to the responsible offeror whose proposal conforms with all the terms and conditions of the solicitation and represents the overall best value to the Government, considering the evaluation factors, below. The final evaluation rating used for comparison, selection, and award will reflect the ratings received during proposal evaluation. Cost and price information will not be rated but will be evaluated in accordance with FAR Part 15.4.

When combined, all non-price factors are considered significantly more important than price.

1.2.1 The proposal must describe the capability of the offeror to perform the work and understanding of the requirements contained in the Statement of Work, and set forth full, accurate, and complete information required by the RFP. The proposal should be prepared simply and economically and be legible, clear and coherent.

1.2.2 This is not a sealed bid procurement process. Issuance of this Request for Proposal does not constitute an award commitment on the part of the Government. Contract award is subject to funds availability.

1.2.3 Proposal Submissions and the Trade-Off Process. This process permits tradeoffs among price and non-price factors and allows the Government to accept other than the lowest priced proposal. Proposals must demonstrate performance and capability information for review and consideration by the Government. Relative weights among past performance and technical factors are provided, below. The Source Selection Evaluation Board (SSEB) reviews, evaluates, and rates the proposals against the source selection criteria in the RFP. If discussions are held, a competitive range consisting of the most highly qualified firms will be established, first. Concurrently, the Government analyzes price proposals. Price will not be rated, but will be a factor in making the final best value determination for award.

5.1 Submission

5.1.1. Provide, in detail, the experience of your organization or proposed team in contracts of similar type and complexity, including a list (no greater than 5, but no less than three) of 280” or greater Kaplan turbine projects relevant to the proposed contract which your organization or proposed team has completed within the last 15 years, or which is currently under contract and more than 50% complete. Identify the experience that company design personnel have with Kaplan turbine design and evaluating hydro turbine design conditions similar to those found at R.S. Kerr Power Plant.

Provide, in detail, the experience of your organization or proposed team in contacts of similar type and complexity, including a list (no greater than 5, but no less than three) separate generator stator projects relevant to the proposed contract which your organization or proposed team has completed within the last ten (10) years, or which is currently under contract and more than 50% complete. Identify the experience that company design personnel have in addressing design conditions similar to those found at R.S. Kerr Power Plant.

Provide, in detail, the experience of your organization or proposed team in contacts of similar type and complexity, including a list (no greater than 5, but no less than three) stator winding and stator core replacement contracts held within the last five (5) years. The projects selected should represent work similar to that proposed, whereby they have designed, manufactured, installed and tested a complete winding and at least a portion of stator core for a large hydroelectric generator. Project examples should be completed (or are 50% complete at the time of this offer), have the same or similar insulation system as the proposed to be supplied under this solicitation, be of separate design and/or location (i.e., not three contracts in one powerhouse). Project examples shall identify the firms providing this experience and their relationship to the offeror during said project, e.g. prime contractor (same as offeror), subcontractor, material supplier, not associated with the offeror, etc.

5.1.2 Within the narrative of the Project Detail Sheet, the offerors shall identify themselves as regularly engaged in the design, manufacture, and installation of Kaplan turbine runners for hydroelectric generators of 30 – 60 MW within the past 15 years. The offerors shall identify themselves as regularly engaged in the design, manufacture, installation and repair of stator coils and stator core laminations for hydroelectric generators of 30-60 MVA for a period of time of 5 years or greater.

5.1.3 The projects selected should represent work similar to that proposed for the R.S. Kerr Power Plant. Project examples shall identify the firms providing this experience and their relationship to the offeror during said project, e.g. prime contractor (same as offeror), subcontractor, material supplier, not associated with the Offeror, etc.

5.1.4 For each identified project, fill in attached Project Detail Sheet, included as Attachment 1. The Offeror will present no more than 5 examples for turbine experience, no more than 5 examples for generator experience, and no more than 5 examples for stator winding and core replacement experience for this Factor.

5.2 Evaluation

The offeror will be evaluated on the recency, relevancy (type and size), and complexity of the projects submitted as compared to the requirements for the R.S. Kerr Power Plant. The offeror shall provide the Project Detail Sheet as required for the submission. The projects selected should represent work similar to that proposed for the R.S. Kerr Power Plant. Project examples shall identify the firms providing this experience and their relationship to the offeror during said project, e.g. prime contractor (same as offeror), subcontractor, material supplier, not associated with the offeror, etc. A proposal demonstrating extensive detailed experience for the organization and/or proposed team in contracts of similar type, complexity, and size relevant to the requirements of the solicitation will be evaluated more favorably.

6.0 VOLUME 1, FACTOR 2 – PAST PERFORMANCE

6.1 Submission

The offerors shall address past performance for ALL projects submitted for Factor 1. The offeror may also include a narrative addressing past performance. As a minimum, the offeror shall provide questionnaires for the past performance of projects for which there is no CPARS rating available. The offeror will provide a “Past Performance Evaluation Questionnaire” to the point of contact and/or the person that represents the client’s opinion of the offeror’s past performance for each of the three projects listed. Submit all Past Performance Questionnaires on Form PPQ-0 (“PPQ”), a copy of which is included at the end of this section. USACE requests the offeror’s client complete and sign the PPQ before submitting directly back to the offeror. Ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s) with the statement PPQ NOT RETURNED at the top of the first page of the PPQ.

Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. All questionnaires are due by the proposal due date. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, identified in Section 00 21 00. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. PPQs should be resubmitted. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror. The Government may not contact all of the identified client references / points of contact. This assessment is based on the offeror’s record of relevant and recent past performance information that pertains to the construction services outlined in the solicitation requirements. If the firm is divided into severable segments (e.g., division, group, or unit) the Government will evaluate only the past performance of those segments of the firm(s) that will actually perform the work.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance and assigned a performance confidence rating of “neutral.”

6.2 Evaluation

6.2.1. Government will view past performance information on projects similar in nature, size, scope, complexity and dollar value as relevant past performance. Government will evaluate the actual performance ratings determining how well the contractor did work associated with the past performance reports on previous or current projects.

Should there be no relevant past performance ratings, the Government will give a rating of not relevant.

6.2.2 Government will evaluate responses from customers in example projects identified by the offeror and from Past Performance Evaluation Questionnaires received or extrapolated from other available Government sources and Civil Sources if available.

6.2.3 Government will make an assessment of the offeror’s past performance in providing services or construction consistent with the scope and complexity of the Government’s requirement. While the Government will consider past performance information from other sources, the burden of demonstrating satisfactory past performance rests with the offeror. The Government will use past performance information provided in the offeror’s proposal and information obtained from other sources including but not limited to those sources identified in Section 00 22 11 of the solicitation. Should the Government have personal information relative to interaction with the contractor on relevant projects, this past performance information will be acceptable for evaluation if properly document by memorandum for record or PPQ.

6.2.4 Any significant achievement, problem, or lack of relevant data in any element of the work can become an important consideration in the source selection process. Offerors are encouraged to include all relevant past efforts, including demonstrated corrective actions in their proposal.
