INSTRUCTIONS, CONDITIONS & NOTICES TO OFFERORS
1.0. GENERAL REQUIREMENTS
1.1 Intent: This is a competitive solicitation for a firm, fixed-price Design-Bid-Build construction contract to be awarded using the Trade-Off, Best Value selection process. The intent of this solicitation is to issue a single Contract for the Turbine-Generator project located at the R.S. Kerr Power Plant. The contract is being awarded in support of the U.S. Army Corps of Engineers, Tulsa District (SWT) hydropower mission. The Government will evaluate the proposals in accordance with the criteria described herein, and award a firm fixed price contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government.
Interested firms or joint venture entities (referred to as “offerors” or “proposers”) submit specified performance capability proposals, demonstrating their capability to successfully execute the design-bid-build construction contract resulting from this solicitation. The Government will evaluate the performance capability proposals in accordance with the criteria described in Section 00 22 11, PROPOSAL SUBMISSION REQUIREMENTS, EVALUATION CRITERIA, AND BASIS OF AWARD to choose the best value proposal for award.
1.2 Project Description: The requirements of this contract are to provide all equipment, labor, materials, and work required to refurbish Robert S. Kerr turbine generating Units 1 through 4 at the R.S Kerr Power Plant located in Keota, Le Flore County, Oklahoma. This is not a full and complete listing of the required work listed in the specification. Specifically, the proposed plan of work involves the Contractor furnishing all supervision, engineering, labor, materials, and equipment to perform the stated work in strict accordance with the detailed requirements of the contract.
The existing Kaplan turbines will be replaced with new Kaplan turbine runners with a rated output of 49,300 hp. to accommodate the new rewound generators. Besides the replacement of the turbine runner the majority of the turbine work will be focused around head covers, wicket gates, turbine shaft, runner, bearings, operating ring, servomotors, and facing plates. The wicket gates will be replaced. A discharge ring insert will be fabricated, installed and machined to proper profile. The rest of the turbine equipment will be inspected and/or replaced/refurbished to include but not limited to stay ring, stay vane, vacuum breaker, head covers, bottom ring, and facing plates.
The Contractor shall also be required to rehabilitate Units 1 through 4 by replacement of the generator stator winding. The new stator winding shall be rated no less than 37,895 KVA at a power factor of 0.95 with a temperature rise not to exceed 75 degrees C above a cooler discharge air temperature of 40 degree C., when operated at rated load. Replacements of Units 1 through 4 generator stator cores will be included as an option. The field winding will be inspected, tested, and cleaned, but may be reinsulated as an option. The generator upper and lower bearing pads, thrust bearing shoes and runner will be refurbished. The thrust bearing collar on the generator shaft will be inspected and optionally refurbished. One new set of thrust bearing shoes will be fabricated as spares.
1.3 Government Security Requirements: The Offeror(s) must ensure that ALL mail sent to the Tulsa District, U.S. Army Corps of Engineers, either pre-contract or post-contract award, has a return mailing address on the outside of the item or it will be REJECTED by the US Army Corps of Engineers mail room facility.

Any information given to an offeror which impacts the solicitation and/or offer will be given in the form of a written amendment to the solicitation.
Note: All questions and/or comments should be entered in Bidder’s Inquiry no later than 14 calendar days prior to the proposal deadline, so they may be given consideration or action taken prior to receipt of offers.
1.6 Pre-Proposal Site Visit: The Government intends to hold a pre-proposal conference for this solicitation. The pre-proposal site visit will include two (2) parts: Part 1 is a virtual teleconference and Part 2 is an in-person site walk. Offerors may elect to participate in none, one or both parts of the pre-proposal conference; however, it is strongly recommended that offerors attend both.
Part 1, the virtual teleconference, will be held at 9:00 AM on Tuesday 18 August 2020 with connection information provided via email to each registered participant upon acceptance. To participate in the pre-proposal site visit virtual teleconference, each offeror must submit in writing, via email, the firm’s name, address, point of contact, telephone number, email address and number of personnel planning to attend no later than 48 hours prior to the conference to:
Shay Hill (Julie.S.Hill@usace.army.mil / (918) 669-7699). During this virtual teleconference, the requirements set forth in the solicitation will be reviewed and discussed, with part of the teleconference to include a question and answer period.
Part 2, the in-person site walk, will be held on Wednesday 19 August 2020 at the Robert S. Kerr Power Plant located at 29759 Powerhouse Road Keota, OK 74941-6569. The site walk will be scheduled in two (2) hour time slots and only include persons associated with the same offeror.
All in-person visitors will be required to follow CDC guidelines for manufacturing and all visitors will be screened for COVID-19 symptoms. Visitors will be verbally screened in the English language to determine whether said visitor has or have had symptoms including a cough, shortness of breath or difficulty breathing, fever, chills, repeated shaking with chills, muscle pain, headache, sore throat, and new loss of taste or smell in the past 24 hours.
Visitors' body temperatures will be checked prior to entry into the plant to identify anyone with a fever of 100.4°F or greater (or reported feelings of feverishness) and if so, will be denied entry. Visitors will be checked for appropriate PPE including hard hat, safety boots, and face covering. Once admitted into the plant, visitors must maintain a social distance of six (6) feet from one another and their assigned escort. Visitors may be allowed access inside machinery if said machinery is not in service at time of visit and is determined to be safely accessible. Cameras and cell phones will be permitted in most areas, but visitors must not photograph security features of the plant. Visitors must remain with their assigned escort at all times. Verbal questions will not be allowed during the site walk portion but will be addressed if submitted in writing on the Projnet website as described in paragraph 1.5 above. To participate in the pre-proposal site visit in-person site walk, see paragraph 1.7 below.
1.7 Requirements to Attend the Site Visit In-Person Site Walk: Only registered persons will be permitted to attend the site visit in-person site walk. Only two persons from each business entity will be permitted to attend.
U.S. Citizens:
To register, U.S. citizens interested in attending the site visit in-person site walk must submit a "SWT US Citizen PreProposal Site Visit Request Form" to Shay Hill at Julie.S.Hill@usace.army.mil no later than two (2) full business days prior to the site visit. If submitting the form in less than two days, the person may not receive approval for participation. Notification of approval or denial will be provided prior to the date of the site visit. The form is a pdf attachment on this amendment and is titled “SWT US Citizen PreProposal Site Visit Request Form”.
Foreign Nationals (FNs):
FNs wishing to attend the in-person site walk shall request a “SWT Foreign Nationals Pre-Proposal Site Visit Request Form” from Shay Hill by email to Julie.S.Hill@usace.army.mil. Once the form is received and filled in, the form must be returned along with legible color copies of two of the following documents: Passport (unexpired or expired), Certificate of U.S. Citizenship (INS Form N-560 04 N-561), Certificate of Naturalization (INS Form N 550 or N-570), unexpired foreign Passport with I-551 stamp or attached INS Form I-94 indicating unexpired employment authorization, an Alien Registration Receipt Card with photo (INS Form I-151 or I-551), unexpired Temporary Resident Card (INS Form I-688), unexpired Employment Authorization Card (INS Form I-688A), unexpired Reentry Permit (INS Form I-327), unexpired Refugee Travel Document (INS- Form I571), or unexpired Employment Authorization Documentation issued by the INS which contains a photograph (INS Form I-688B) to Shay Hill, by encrypted email to Julie.S.Hill@usace.army.mil. These documents must be submitted and approved prior to visitation. Because of the current U.S. COVID-19 travel situation, additional processes require a waiver from the Department of Homeland Security for FNs who are not already in the U.S. For a waiver, the FN would already need to have an approved VISA in their passport. USACE is not responsible for coordinating travel or travel waivers.
1.8 Accuracy in Proposals: Proposals must set forth full, accurate, and complete information as required by this RFP, (including attachments). The penalty for making false statements is prescribed in 18 U.S.C. 1001.
2.0 PROPOSAL SUMITTALS AND FORMAT:
