Show locations of safety and construction fences, field office and storage trailers, construction entrances, trash dumpsters, temporary sanitary facilities, and worker parking areas.

1.5 SITE SECURITY MEASURES

In accordance with the DoD Information Assurance Certification and Accreditation Process (DIACAP), all contractors and their employees, and all subcontractors and subcontractor's employees requiring unescorted admittance to SWT Power Houses shall have a current Joint Personnel Adjudication System (JPAS) background check verified through the Tulsa District (SWT) Emergency Management/Security office before they are allowed to enter the power plant building or structures. A maximum of 10 contractor employees will be authorized to obtain and hold no escort required status at any one time during the contract. The contractor's Project Manager, Engineer, Contractor Quality Control System Manager, Site Safety and Health Officer (SSHO), Superintendent, and Subcontractor Foreman are required to obtain the JPAS background check prior to mobilization to the construction site. A minimum of 120 days is required for SWT to process the JPAS background check once all required information is received.

All contractors and their employees, and all subcontractors and subcontractor's employees requiring escorted admittance to SWT Power Houses shall have a current (dated within 90 days of submission) completed local law enforcement background check submitted to the Contracting Officer (CO) and Powerhouse Superintendent no less than 5 working days prior to the needed day of entry and approved by the Government before they are allowed to enter the power plant building or structures. Maintain the as-builts throughout construction as red-lined PDF files. These files serve as the basis for the creation of the record drawings.

1.2.2 Record Drawings

The record drawings are the final compilation of actual conditions reflected in the as-built drawings.

1.3 SOURCE DRAWING FILES

Request the full set of electronic drawings, in the source format, for Record Drawing preparation, after award and at least 30 days prior to required use.

1.3.1 Terms and Conditions

Data contained on these electronic files must not be used for any purpose other than as a convenience in the preparation of construction drawings and data for the referenced project. In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished Source drawing files, the signed and sealed construction documents govern. The Contractor is responsible for determining if any conflict exists. Use of these Source Drawing files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project. If the Contractor uses, duplicates or modifies these electronic source drawing files for use in producing construction drawings and data related to this contract, remove all previous indicia of ownership (seals, logos, signatures, initials and dates).
