PROPOSAL INSTRUCTIONS

PROPOSAL SUBMISSION REQUIREMENTS, EVALUATION CRITERIA
1. 0 OVERVIEW
This is a competitive best-value solicitation for a construction contract for the AFR 513th Air Squadron Operations Facility located at Tinker Air Force Base, OK. The Government will evaluate proposals in accordance with the criteria described herein and award a firm fixed-price contract to the responsible firm whose proposal conforms to all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government.
If awarded the contract, the Offeror shall construct the project in accordance with the plans and specifications.
1.1 WHO CAN SUBMIT
1.1.1 Firms formally organized as construction contractors that have associated specifically for this project, consortia of firms or any other interested parties may submit proposals. Associations may be as joint ventures or as key team subcontractors.
1.1.2 Organization Conflicts of Interest (OCI) Disclosure: The Offeror shall provide a disclosure statement with its proposal which concisely describes all the relevant facts concerning the past or present organizational conflicts of interest relating to work on this project. In the same statement, and if applicable, the Offeror shall provide information to assure the Government that the conflicts of interest have been mitigated and/or neutralized to the maximum extent possible. If a conflict of interest is discovered after award of this contract, the Contracting Office will make a decision whether to terminate the contract.
1.2 PROPOSAL SUBMISSIONS AND THE TRADE-OFF PROCESS
The trade-off process permits trade-offs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal. Offerors submit their performance and capability information for review and consideration by the Government. Relative weights among technical factors are provided in the paragraph entitled “Proposal Contents And Related Evaluation Factors”. The Source Selection Evaluation Board (SSEB) reviews, evaluates, and rates the proposals against the source selection criteria in the RFP. A competitive range consisting of the most highly qualified technical Offerors will be established prior to discussions (if held).
The SSEB will review, evaluate and rate the project technical proposals against the source selection criteria in the RFP. Concurrently, the Government analyzes price proposals utilizing the techniques listed in FAR Part 15 and the government’s project cost estimate. Price will not be rated, but will be considered in making trade-offs to reach the final best value determination for award. The Source Selection Authority (SSA) compares proposals to one another and determines the best value for the government. The perceived benefits of the higher priced proposal must merit the additional cost, and the rationale for tradeoffs must be documented.
2.0 BASIS OF AWARD
Proposals must meet the criteria stated in the RFP to be eligible for award, to include responsiveness, technical acceptability and responsibility.
2.1 To determine which proposal represents the best overall value, the Government may compare proposals to one another. The Government intends to award a contract to the responsible Offeror whose proposal conforms
00 22 11 - 2 to the solicitation, is fair and reasonable, and offers the best overall value to the Government, considering the non-price factors described herein, and price. All evaluation factors, other than price, when combined, are considered slightly more important than price. Best value will be determined by a comparative assessment of proposals against all source selection criteria in this RFP and the prices offered. The intent of this solicitation is to obtain the best proposal within the funds available. The Government will not award a contract to an Offeror whose proposal contains a deficiency, as defined in FAR 15.001.
2.2 Award will be made to the Offeror whose proposal is determined to represent the best overall value to the Government based on the evaluated ratings. The Government reserves the right to accept other than the lowest priced offer or to reject all offers. If other than the lowest priced offer, the offer must be sufficiently more advantageous than the lowest priced offer to justify the payment of additional amounts.
2.3 The Government intends to award a contract without discussions based on initial proposals received;
therefore, proposals shall contain the Offeror’s best terms from a cost and technical standpoint. The Government reserves the right to conduct discussions in accordance with FAR 52.215-1. If discussions are necessary, the Government will establish a competitive range of the most highly rated offerors. The Government reserves the right to address any pertinent issues in the proposals.
3.0 GENERAL INSTRUCTIONS
3.1 Requirement for Separate Price and Technical Proposals
3.1.1 Each Offeror must submit both a Price Proposal and a Technical Proposal. The Price Proposal and the Technical Proposal must be submitted as separate volumes. Ensure the file containing each separate volume is clearly marked to indicate its contents; and the identity of the offeror.
3.1.2 Both the Price Proposal and the Technical Proposal must be received by the closing date and time set for receipt of proposals.
3.1.3 No dollar amounts from the Price Proposal are to be included in the Technical Proposal.
3.1.4 All information intended to be evaluated as part of the Technical Proposal must be submitted as part of the Technical Proposal. Do not merely cross-reference similar material in the Price Proposal, or vice versa. Also, do not include links to websites in lieu of incorporating information into your proposal.
3.1.5 Do not include exceptions to the terms and conditions of the solicitation in either the technical or price proposal. Should the offer include any standard company terms and conditions that conflict with the terms and conditions of the solicitation, the proposal may be determined "unacceptable" and thus ineligible for award. Any questions related to specific terms and conditions should be resolved prior to submission of the offer.
3.2 Where to Submit. Offerors shall submit their proposal to the Contract Specialist and Contracting Officer in accordance with Section 00 21 00 INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS.
3.3 Submission Deadline. Proposals shall be received by the Tulsa District no later than the time and date specified in Block 10 of Standard Form 1442 or on amendment form SF30, as applicable.
3.4 General Submission Requirements
3.4.1 In order to effectively and equitably evaluate all proposals, the Contracting Officer must receive information containing sufficient detail to allow review and evaluation by the Government. Proposal clarity, organization, and cross-referencing are mandatory. Failures to submit and organize proposals as requested may adversely affect a proposal's evaluation. Offerors should provide sufficient detail and clearly define all items required in this section.

The Contracting Officer may remove any Offeror from further consideration during any phase of the procurement if the proposal fails to meet the submittal requirements of the RFP, or to reduce the competitive range for purposes of efficiency pursuant to FAR 15.306(c)(2).
3.4.2 Tabs. Proposal shall be organized and tabbed as shown in paragraph 5.0, PROPOSAL CONTENTS AND
RELATED EVALUATION FACTORS, SUBFACTORS AND ELEMENTS.
3.4.3 Printed Matter Submission Requirements:
3.4.3.1 Proposals shall be submitted in accordance with the following:
a. Proposals shall be submitted in book-marked original ADOBE PDF file format.
b. Technical and Price Proposals shall be separate PDF files.
c. Proposals shall be tabbed and labeled in a manner to afford easy identification from a Table of Contents.
d. Font size shall not be less than 10 point. Do not use condensed font.
e. Margins shall be 1-inch wide (minimum) but may include headers and footers.
f. Each page shall be identified with the appropriate page number centered at the bottom of the page, except for the cover sheet, which shall not be numbered. Page number format for the Table of Contents shall be “i, ii, iii….”
g. Sheet size of the proposal contents shall be 8-1/2 inches x 11 inches where sheets are prepared specifically for this proposal; however, if drawings, charts, or other graphics are submitted, sheets no larger than 11 inches x 17 inches and folded to 8-1/2 inches x 11 inches shall be used. Eleven-by-seventeen (11 x 17) inch sheets will be counted as two 8-1/2 inch x 11 inch sheets.
h. Proposals shall not exceed 70 pages, excluding the cover sheet, tabs and Table of Contents. The
Government will not review any information submitted in an appendix or attachment to the proposal. The Government will not evaluate any information beyond the page limitation prescribed.
i. The Offeror shall not submit verbatim sections of this solicitation as part of their proposal.
3.4.3.2 Cover Sheet and Table of Contents.
a. Proposals shall contain a cover sheet containing the information shown below in accordance with FAR
52.215-1 “Instructions to Offerors – Competitive Acquisitions”.

b. Table of Contents. Each file shall include a detailed Table of Contents.
3.4.3.3 Proposals that do not meet the requirements unnecessarily delay the evaluation process and may be rejected by the Government after the initial evaluation, receiving no further consideration.
3.4.4 Electronic Format: Proposals shall be submitted to the Contract Specialist and Contracting Officer as instructed in Section 00 21 00 in original PDF format using Adobe Acrobat software. Do not scan or copy the documents into a PDF file as copies are not searchable. Sections of the proposal shall be linked to the Table of Contents in logical order through use of bookmarks. The Table of Contents shall be displayed automatically when the PDF file is opened.
3.4.5 Number of Copies: Submit one original of of the technical and one original of the price volume in electronic format. If the proposal size exceeds 10MB, the proposal must be sent via AMRDEC Safe Download: see Section 00 21 00.
3.4.6 Proposal revisions shall be submitted as page replacements with revised text readily identifiable, e.g., bold face print or underlining. The source of the revision, e.g., Error, Omission, or Clarification, or amendment shall be included and be annotated for each revision. Proposal replacement pages shall be numbered, shall be clearly marked “REVISED”, and shall show the date of revision.
4.0 SPECIFIC INSTRUCTIONS FOR THE PROPOSAL
4.1 Electronic Proposal Format. The Offeror shall submit the complete proposal in electronic format with the entire proposal in .pdf format using Adobe Acrobat software to print to a .pdf file (or “save as .pdf”); do NOT scan the document(s) into a .pdf file. The text portion of the complete proposal shall be contained as a single .pdf file.
Sections of the proposal shall be bookmarked (linked to the index) in logical order.
4.2 Format and Contents of the Proposal and List of Tabs. The proposal will be appropriately labeled and organized using the tabs specified in the chart below.

Deviations and exceptions to the requirements contained in the RFP are not allowed. Any questions related to specific terms and conditions of the solicitation must be resolved prior to submission of the proposal. However, if assumptions are made, the Offeror shall list and describe in detail the assumption(s). If award is made without discussions, an exception or deviation to any portion of the RFP requirements may make the proposal ineligible for award. Should the offer include any standard company terms and conditions that conflict with the terms and conditions of the solicitation, the proposal may be deemed “unacceptable” and thus ineligible for award. 7.1 VOLUME 1 - FACTOR 1 – PERFORMANCE CAPABILITY
7.2 Volume 1 – Tab B – Subfactor 1, Specialized Experience
7.2.1 Submission Requirements
Demonstrate the specialized experience of the Offeror and/or proposed team, including sub-contractors, on projects same/similar in size and complexity to that described in the solicitation for same/similar construction services. Emphasis shall be placed on construction projects of similar scope, complexity and functionality. Building is for an approximately 32,000 sf, two-story Air Control Group Squadron Operations facility. Building design includes an Operations Desk, ORC Ops Office, OSF Aviation Manager Office, Storage, Large 250 person Briefing Room (Auditorium), Building Manager’s Office, Mobility Storage, Mobility Office, Medical Office, Flight Medical Exam Room, 970th AACS Command Suite, Conference Rooms, Special Projects Office; Heritage Room, Mission Planning Flight Deck Room, Pilot’s/Navigator’s Workroom, Flight Engineer Workroom, Physical Training Room, 513th ACG Command Suite, 513th OSF Command Suite, CVZ Room, Public Affair’s Office, Career Adviser’s office, Male and Female Latrine/Shower/Locker Rooms, Laundry Room and Janitor’s Closet, Standards Evaluation Testing, Air Battle Management Work Room and required building support spaces. A secure area will be provided for the 970th Tactics Classified Work Area, 513th OSF/970th Classified Mission Planning & Battle Staff Work Area, 513th
Classified Work Area, 970th Tactics Unclassified Work Area, 513th OSF Intel Unclassified Work Area and an Unclassified Storage Room. The classified spaces will be classified as “open storage.” Other sensitive work areas are also included. If using subcontractors as part of the proposed team to demonstrate experience, describe the role they will play in this project and the percentage of work they will perform. Demonstrate successful management of multiple subcontractors and multiple project phases within an occupied and operational facility for all projects submitted.
The Contractor shall complete a minimum of three (3), but no more than five (5), “Experience Information” forms, attached at the end of this section (Attachment 1), in response to this factor. All blocks must be filled in and all data should be accurate, current, and complete. All projects submitted must be at least 50% complete and completed within the last 5 years. At least two (2) of the projects provided must be valued at over $10,000,000.
7.2.2 Evaluation Criteria
7.2.2.1 The Government will evaluate the extent of recent, related experience of the Offeror in regard to their role on this project. The Government may place greater importance on projects performed as a prime contractor than as a subcontractor, depending upon overall role and relevancy considerations. Federal Government project experience on military installations for similar construction will be given more consideration than non-Federal Government project experience. Offerors demonstrating experience with projects of similar size and complexity will be viewed more favorably by the Government. All projects must demonstrate successful management of multiple subcontractors and multiple project phases.
a. The Offeror must submit the requested information to demonstrate a record of recent, related experience in construction, for the project (which may include similar state or local government or private counterparts) included in this solicitation. Recent experience includes projects well underway (see above criteria) or those completed and turned over within 5 years of the proposal issue date for this RFP for construction
00 22 11 - 7 experience. Joint Venture partners should each demonstrate experience commensurate with their role on this project or how their experience qualifies them for their role on this project. If any of the information required is not included in the form (Attachment 1), then the Contractor will be considered non-responsive and evaluated as unacceptable.
b. The Government reserves the right to verify the experience record of cited projects or other recent projects by reviewing the Corps of Engineers Construction Contractor (or Architect-Engineer) Appraisal Support System (CCASS/ACASS), other DOD or Government appraisal systems or to interview owners or references. The Government may check any or all cited references to verify supplied information.
c. To receive credit for extent (amount) of experience, the Offeror shall demonstrate a history of recent, relevant experience. A firm will not receive credit under this factor for the relevant experience of key personnel proposed for this project.
d. The Government will consider extent of recent experience, degree of relationship of such experience to this project, demonstrated familiarity with applicable codes and local conditions. Some examples of relevancy to this project may include, but not be limited to:
1) Number, size, type work, complexity, location
2) Dates (well under way or completed no more than 5 years preceding date of Solicitation)
3) Firm's role and extent of work self-performed (brokering out all work and simply “placing the sidewalks” or similar minor work on a cited project are examples of less relevant experience).
7.2 Volume 1 - Tab C – Subfactor 2 – Key Subcontractors
7.2.1 Submission Requirements
Identify the potential Key Subcontractors chosen for mechanical, electrical and process controls installation, describing the extent of their involvement in the project. Submit no more than five Specialized Experience forms (Attachment 1) for each Key Subcontractor, using the same requirements as described in the Specialized Experience submission requirements in this RFP. Subcontractors shall be selected from the list of potential subcontractors. Any substitutions shall be approved by the Contracting Officer. All subcontractor personnel working on this project must be U.S. citizens or documented U.S. workers and must be able to provide proof of U.S.
citizenship or other authorized documentation (See Contract Clause 52.0000-4515 Security Contract Language for All Corps of Engineers’ Unclassified Contracts).
Provide letters of commitment for each of the Key Subcontractors (Attachment 4).
7.2.2 Evaluation Criteria
This subfactor is composed of two equal elements: Specialized Experience and Past Performance. The Government will evaluate the specialized experience and past performance of the Key Subcontractors for mechanical, electrical, and process controls installation using the same criteria as in the Specialized Experience evaluation for the prime contractor under Factor 1, Subfactor 1, above, in this RFP. After award, the Section 00 73 00 SCR entitled “Key Personnel, Subcontractors and Outside Consultants” will apply to the selection, which establishes the minimum quality standard. No substitution will be allowed without adequate reason and possible consideration to the Government.
7.3 Volume 1 - Tab D – Subfactor 3 - Key Personnel
7.3.1 Submission Requirements

The Offeror shall provide resume data for the following key personnel: Construction Project Manager, Quality Control Manager (CQC System Manager), Project Scheduler, Site Superintendent, and Site Safety and Health Oficer (SSHO) as applicable to this requirement. Résumé information to be provided shall be limited to no more than one
(1) page per person (Attachment 2), not counting the letter of intent, and shall include the following information as a minimum:
a. Name and title
b. Project assignment
c. Name of firm with which associated
d. Years experience in the role identified.
e. Years experience with this firm and with other firms
f. Education degree(s), year, specialization, if applicable
g. Active professional registration, year first registered, if applicable
h. Other experience and qualifications relevant to same/similar work required under this contract
The minimum experience requirements for the Construction Project Manager and on-site superintendent shall be in accordance with Section 01 45 01.00 10 USACE QUALITY CONTROL. Minimum experience requirements for other personnel shall be as required by Division 01 sections. No substitutions will be allowed without the approval of the Contracting Officer.
Provide letters of commitment for each of the key personnel (Attachment 3).
All contractor and subcontractor working on this project must be U.S. citizens or documented U.S. workers and must be able to provide proof of U.S. citizenship or other authorized documentation.
7.3.2 Evaluation Criteria
The Government will evaluate the required information to determine how well the Offeror identifies and demonstrates that its key personnel meet or exceed minimum qualifications necessary to perform construction.
Project Managers with professional certification to include Project Manager Professional (PMP) or equivalent are preferred. Project Schedulers shall have a minimum of 10 years of experience preparing schedules on projects with similar scope and complexity as this RFP; experience preparing schedules complying with the requirements of Section 01 32 01.00 10 PROJECT SCHEDULE is preferred. Offerors providing resumes for key personnel for this project that have experience in similar key positions on the projects shown under Specialized Experience will be viewed more favorably by the Government. Performance of key personnel proposed for this project may be taken into account when it comes to the attention of the Government. If alternates are proposed for key positions, the evaluation rating will consider the lesser qualified or experienced person, if there is a difference.
7.4 Volume 1 - Tab E -Subfactor 4 - Organization & Technical Approach
7.4.1 Submission Requirements
7.4.1.1 Provide information that describes the offeror’s organization and intended technical approach to executing the construction contract per the detailed requirements herein. Limit the information to 10 pages or less; clearly but concisely describe the organizational and technical approach to project management and execution.
7.4.1.2 Organization: Describe what firms, their resources and how their resources will be utilized, their roles and responsibilities and any contractual arrangements that have been established. Clearly describe any teaming or joint venture arrangements, including a clear description of each firm’s roles and responsibilities on the project. A copy of the teaming or joint venture agreement(s) may be appended to the plan (not included in the page limitation).
Include a simple organizational chart (may be 11”x17” foldout, counted as one page), illustrating the organization, including the proposed quality control group(s). Present a matrix of responsibilities for each firm in executing the key work breakdown structure activities of the project, including construction activities for each major feature.

Identify the firms chosen for the project, if not to be self-performed. Describe the proposed management structure for the team, describing how the construction process will be managed and the authorities and the delegations of authority within the team. Include a key personnel organization chart that clearly depicts the key positions and the names of the personnel, their firm affiliations and their job locations, their job/position title within the organization. The key personnel organization chart shall be consistent with the corporate organization chart, with the matrix of responsibilities assigned to the firms, and with the list of key personnel to be provided under the Tab, “Key Personnel”.
7.4.1.3 Planning and Scheduling: Describe the time control capabilities and systems to be used to plan construction and how the schedule will be used to manage construction. Discuss internal procedures for handling delays to minimize time growth or ”schedule creep”.
7.4.1.4 Self-Performed Work: Generally describe the items the offeror will self-perform to comply with the requirements in Section 00 72 00 for self-performed work.
7.4.1.5 Quality Control: Describe the team’s quality control approach, corporate systems and capabilities to maintain quality control of the construction. Describe the proposed quality control organization, including the proposed staffing plan. Provide information on how you will handle internal and external requests for information, shop drawings, progress meetings, site visits, contract completion, closeout, as-built, and completion documentation. There is no need to submit a quality control plan as the successful offeror will provide that after award.
7.4.1.6 Safety Plan: Describe the team’s safety approach, corporate systems and capabilities to maintain safety requirements during construction. Describe the proposed safety organization, including the proposed staffing plan.
The intent is to provide enough detail to demonstrate the Offeror’s understanding of the project; however, it is not the intent for the Offeror to provide the amount of detail that will be required in the pre-work submittals contained in Division 01 of this RFP. Not included in 10 page limitation. Limit Safety Plan narrative to two pages.
7.4.2 Evaluation Criteria
7.4.2.1 The Government will evaluate the strengths, weaknesses and any deficiencies in the plan. The Government will evaluate the firm’s understanding of the requirements described in the Division 01 requirements and the plans and technical specifications of the Solicitation and the capability to execute the project. Some additional specific evaluation considerations are listed below. This list is not all-inclusive.
7.4.2.2 Organization. The Government will evaluate the clarity and strength of the overall organization and how well it is organized, structured and staffed to execute the entire scope of work. If applicable, joint venture participants’ contribution to the organization should be commensurate with their skills and background.
7.4.2.3 Planning and Scheduling. The Government will evaluate the Offeror’s scheduling capabilities to manage an integrated schedule.
7.4.2.4 Self-Performed Work. The Government will evaluate the Offeror’s proposal to ensure that the self-performed work complies with the requirements of Section 00 73 00 for self-performed work.
7.4.2.5 Quality Control. The Government will evaluate the Offeror’s capabilities and understanding of the contractually required quality control processes for construction. The Government will evaluate the adequacy of the staffing plan to cover all required tasks and responsibilities.
7.4.2.6 Safety Plan. The Government will evaluate the narrative for realism, logic, and understanding of the contractual requirements in regard to the safety plan.
8.0 VOLUME 1 - FACTOR 2 - TAB F - PROPOSED CONTRACT DURATION AND PRELIMINARY SCHEDULE

8.1 Submission Requirements
8.1.1 Proposed Contract Duration. The Offeror shall propose the contract duration in the appropriate location in the CLIN Schedule (Section 00 11 00), not to exceed the maximum contract duration specified in Section 00 73 00 SPECIAL CONTRACT REQUIREMENTS, SCR entitled “Commencement, Prosecution, and Completion of Work”.
8.1.2 Preliminary Schedule. Submit a preliminary summary level schedule for construction of the work required including any construction phasing. Schedules or diagrams may be provided separately in a size that is easily read, but shall be bound and clearly labeled as Tab F. The preliminary schedule will, after contract award, be replaced with a final schedule as required by Section 01 32 01.00 10 PROJECT SCHEDULE. The schedules shall be task oriented, indicating the number of calendar days, after notice to proceed, by which milestones are to be achieved.
Offeror may use a critical path or other method of his choice; however, schedules shall be graphically represented.
The proposed project schedule shall reflect the contract duration (additional consideration will be given for a schedule that is shorter than the contract duration period if it is shown to be achievable does not incur additional cost to the Government). Give attention to the following features:
a. Provide narrative describing long lead item equipment that must be ordered and show the required ordering date in the schedule.
b. Show construction phases and the overall construction phase for the project.
c. Show turnover of the project. Identify any proposed phased turnovers. The time to complete the project and turnover to the Government must consider the requirement for the Contractor’s CQC completion inspection and the subsequent joint Contractor-Government turnover inspection.
d. Show as-built submissions (See Section 01 70 00.00 10 CONTRACT CLOSEOUT).
e. Constraints: Offeror must demonstrate the capability and flexibility to plan and schedule the complete project to meet the proposed contract completion period. Clearly identify any constraints on the schedules presented (e.g., labor or material availability, permits, weather, etc.). Indicate the anticipated overall critical path on the schedule.
The intent is to provide enough detail to demonstrate the Offeror’s understanding of the project; however, it is not the intent for the Offeror to provide the amount of detail that will be required in the pre-work submittals contained in Division 01 of this RFP.
8.2 Evaluation Criteria
8.2.1 Proposed Contract Duration: This duration will become the contractually binding completion period if the Government accepts the proposal without discussions. The Government will evaluate the contract duration, as proposed by the Offeror in the Contract Line Item Schedule, not to exceed the maximum allowed duration of days specified in Section 00 73 00 SPECIAL CONTRACT REQUIREMENTS, “Commencement, Prosecution, and Completion of Work”. The Government will rate a proposed contract duration matching the maximum allowed contract duration as “satisfactory”. A proposed contract duration shorter than the maximum allowed duration will receive additional rating consideration, provided it is realistic and deemed to be achievable. An unreasonably condensed contract duration, which places additional cost or schedule risk on the Government will be considered a weakness.
Proposed contract duration that shortens the Government’s specified review times for shop drawings will not be considered. During the subsequent trade-off analysis, differences between proposed contract durations of at least three weeks (differences of 21 calendar days between proposals) will be considered an advantage to the government, with greater differences also considered, accordingly. No advantage will be considered between proposals for differences less than 21 calendar days. Offerors are warned the expenditure of appropriations to expedite the completion date of a military construction contract at additional costs to the Government will not be allowed. Offerors may not expedite the completion date of the construction contract through the use of overtime, 00 22 11 - 11 double shifts, larger crews and similar efforts unless such measures are required for normal construction efficiencies.
8.2.2 Preliminary Schedule. The Government will evaluate the preliminary schedule for construction. The length of the schedule must match the contract duration. If it is shorter, it offers no advantage to the Government because it is non-binding, only representing a preliminary planned schedule. A schedule shorter than the contract duration may indicate the Offeror is placing additional risk on the government for any delays between the scheduled completion date and the required contract duration. The Government will evaluate the schedule to assess the strength of understanding of the project scope, restrictions which must be considered in the schedule e.g., permitting, long lead items, etc. The Government will evaluate the strength of understanding of events associated with coordinating reviews, the Offeror’s capability to schedule the complete project within the proposed contract duration and the realism of the schedule.
9.0 VOLUME 1 - FACTOR 3 – TAB G - PAST PERFORMANCE
9.1 Submission Requirements
9.1.1 Past performance refers to the quality of recent project experience from the owner's perspective. The Past Performance Questionnaire (PPQ) included in the solicitation (Attachment 4) is provided for the Offeror or its team members to submit to the client for each project included in Factor 1 (Specialized Experience). Ensure correct phone numbers and email addresses are provided for the client’s point of contact. Completed Past Performance Questionnaires shall be submitted with your proposal. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires for inclusion in the proposals. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. Do not request past performance questionnaires on projects that have final ACASS, CCASS, or CPARS evaluations. If a past performance questionnaire is received on a project where a final ACASS, CCASS, or CPARS evaluation exists, the ACASS, CCASS, or CPARS evaluation will serve as the official rating of record for evaluation purposes. Also include performance recognition documents received within the last 5 years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.
9.1.2 In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (ESRS), and any other known sources not provided by the Offeror.
9.1.3 Additional past performance examples may be submitted for consideration on any member of a Teaming Arrangement that will perform a major or critical aspect of the project. Projects cited shall be currently well underway (fully designed and at least 50% construction progress completed) or construction substantially completed within five (5) years preceding the date of this solicitation. If any firm has multiple functions or divisions, limit the project examples to those performed by the division, unit or team member submitting the offer. The Government may contact and interview the points of contact and reserves the right to interview other individuals acting for the listed reference, if the listed reference is not available. The proposed team members may also briefly provide information on problems encountered on identified contracts and the team member’s corrective action.
