PRICING SCHEDULE NOTES

1. The Offeror shall submit pricing data on the latest Pricing Schedule as published in the solicitation or the latest amendment thereto. In lieu of indicating additions/deductions to line items, all Offerors should state their revised prices for each item.

2. Offerors must insert a price on all numbered items of the Pricing Schedule. Failure to do so will disqualify the Offer.

3. All quantities are estimated except where the unit is given as Job.

4. If a modification to a proposal is submitted and provides for a lump-sum adjustment to the total estimated cost, the application of the lump-sum adjustment to each unit price and/or Job, in the Pricing Schedule must be stated or, if it is not stated, the Offeror agrees that the lump-sum adjustment shall be applied on the prorated basis to every litem in the Bidding Schedule.

5. All the extensions of the unit prices shown (if applicable) will be subject to verification by the Government. In case of variation between the unit price and the extension, the unit price will be considered to be the offer.

6. The Offeror shall propose total contract duration in number of calendar days after the notice to Proceed (NTP) is received by the Contractor, whether via electronic means or hard copy, whichever is the earliest method of delivery. The total number of proposed calendar days for construction through completion, ready for turnover shall not exceed the days shown at, SCR: 5.211-10 COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK. The proposed duration shall become the required contract duration. The Government may issue the NTP via e-mail or Facsimile (FAX) or by other means. Day number 1 is the day after the date of the receipt of the NTP.

7. AWARD

Only one contract will be awarded under this solicitation.

8. OPTIONAL BID ITEM DESCRIPTIONS

a. Option 1: Furnishings: This option shall provide furnishing for the facility. This includes modular wall system, freestanding furniture, systems furniture, loose furniture and interior specialties. See drawings and specifications for further definition.

b. Option 2: Break Area & Patio: This option shall provide a break area and patio as indicated on the drawings. Option shall also include all associated landscape walls, utilities, lighting, and pavement as indicated on drawings.

c. Option 3: Enhanced Landscaping: This option shall provide enhanced landscaping as indicated on the drawings. Option shall also include all associated landscaping, plantings, landscape bedding, and pavement as indicated on drawings.

d. Option 4: Landscape Feature: This option shall provide a landscape feature as indicated on the drawings. Option shall also include all associated utilities, landscaping, and finishes as indicated on drawings.

e. Option 5: Bus Drop Off: This option shall provide a bus drop off area as indicated on the drawings. Option shall also include all associated lighting, drilled piers for light poles, grading and pavement as indicated on drawings. *

9. BASE PROPOSAL ITEM DESCRIPTION

a. CLIN 0002: Shall include all site work and any utilities complete to within 5-foot line of the building(s).

b. CLINS 0005, 0006, 0007 shall include costs to provide the drilled piers in accordance with contract drawings and section 31 63 29 DRILLED CONCRETE

PIERS AND SHAFTS. *

11. COST BREAKDOWN INFORMATION

The Contractor shall provide cost or pricing data with this proposal as required by FAR Part 15. This information shall be provided in the format specified by Table 15-2 of FAR 15.408 or in the Contractor’s own format provided that format includes the appropriate information.

12. AWARD OF OPTIONAL PROPOSAL ITEMS

CLINS 0008 (Option 1) may, at the option of the Government, be awarded at the time of contract award or may be exercised at any time from the date of contract award until 270 days after award.

CLINS 0009 – 0012 (Options 2 through 5) may, at the option of the Government, be awarded at the time of contract award or may be exercised at any time from the date of contract award until 90 days after award.

Any and all optional line items may be exercised solely at the discretion of the Government.

1.3 MANUFACTURER'S CERTIFICATE

Submit certificate from the insulation manufacturer attesting that the installer has the proper qualifications for installing tapered roof insulation systems.

Certificate attesting that the expanded perlite or polyisocyanurate insulation contains recovered material and showing estimated percent of recovered material. Certificates of compliance for felt materials.

1.4 QUALITY ASSURANCE

1.4.1 Insulation on Steel and Concrete Decks

Roof insulation shall have a flame spread rating not greater than 75 and a smoke developed rating not greater than 150, exclusive of covering, when tested in accordance with ASTM E84. Insulation bearing the UL label and listed in the UL Bld Mat Dir as meeting the flame spread and smoke developed ratings will be accepted in lieu of copies of test reports.

Compliance with flame spread and smoke developed ratings will not be required when insulation has been tested as part of a roof construction assembly of the type used for this project and the construction is listed as fire-classified in the UL Bld Mat Dir or listed as Class I roof deck construction in the FM APP GUIDE. Insulation tested as part of a roof construction assembly shall bear UL or FM labels attesting to the ratings specified herein.

1.4.2 Insulation for Cool Roofing

Provide thermal insulation above the roof deck with an R value of 20 or greater.

1.4.3 Local/Regional Materials

See Section 01 33 29 SUSTAINABILITY REPORTING for cumulative total local

1.5 DELIVERY, STORAGE, AND HANDLING

1.5.1 Delivery

Deliver materials to site in manufacturer's unopened and undamaged standard commercial containers bearing the following legible information:

a. Name of manufacturer;

b. Brand designation;

c. Specification number, type, and class, as applicable, where materials are covered by a referenced specification; and

Deliver materials in sufficient quantity to allow continuity of the work.

1.5.2 Storage and Handling

Store and handle materials in a manner to protect from damage, exposure to open flame or other ignition sources, and from wetting, condensation or moisture absorption. Store in an enclosed building or trailer that provides a dry, adequately ventilated environment. Store felt rolls on ends. For the 24 hours immediately before application of felts, store felts in an area maintained at a temperature no lower than 50 degrees F above grade and having ventilation around all sides. Replace damaged material with new material.

1.6 ENVIRONMENTAL CONDITIONS

Do not install roof insulation during inclement weather or when air temperature is below 40 degrees F and interior humidity is 45 percent or greater, or when there is visible ice, frost, or moisture on the roof deck.

1.7 PROTECTION OF PROPERTY

1.7.1 Special Protection

Provide special protection approved by the insulation manufacturer, or avoid heavy traffic on completed work when ambient temperature is above 80 degrees F.

PART 2 PRODUCTS

2.1 INSULATION

2.1.1 Insulation Types

Basis of Design: ACfoam II (as manufactured by Atlas Roofing) rigid foam insulaton or equal.

2.1.2 Rigid Foam Insulation

Where rigid foam insulation is used in roof assembly, roof assembly shall pass FM 4450 or UL 1256 .

2.1.3 Insulation Thickness

As necessary to provide a thermal resistance (R value) of 20 or more.

Thickness shall be based on the "R" value for aged insulation R-5 per 1 inch. Insulation over steel decks shall satisfy both specified R value and minimum thickness for width of rib opening recommended in insulation manufacturer's published literature.

2.1.4 Tapered Roof Insulation

One layer of the tapered roof insulation assembly shall be factory tapered to a slope of not less than 1/2 inch per foot. Provide starter and filler blocks as required to provide the total thickness of insulation necessary to meet the specified slope and thermal conductance. Mitered joints shall be factory fabricated and shall consist of two diagonally cut boards or one board shaped to provide the required slopes. Identify each piece of tapered insulation board by color or other identity coding system, allowing the identification of different sizes of tapered insulation board required to complete the roof insulation system.

2.1.5 Cants and Tapered Edge Strips

Provide preformed cants and tapered edge strips of the same material as the roof insulation; or, when roof insulation material is unavailable, provide pressure-preservative treated wood, wood fiberboard, or rigid perlite board cants and edge strips as recommended by the roofing manufacturer, unless otherwise indicated. Face of cant strips shall have incline of 45 degrees and vertical height of 4 inches. Taper edge strips at a rate of one to 1 1/2 inch per foot down to approximately 1/8 inch thick.

2.2 PROTECTION BOARD

For use as a thermal barrier (underlayment), fire barrier (overlayment), or protection board for hot-mopped, torched-down, or adhesively-applied roofing membrane over roof insulation.

2.2.1 Glass Mat Gypsum Roof Board

ASTM C1177/C1177M , 0 Flame Spread and 0 Smoke Developed when tested in accordance with ASTM E84, 500 psi, Class A, non-combustible, 5/8 inch thick, 4 by 8 feet board size.

2.3 FASTENERS

Flush-driven through flat round or hexagonal steel or plastic plates.

Steel plates shall be zinc-coated, flat round not less than 1 3/8 inch diameter or hexagonal not less than 28 gage. Plastic plates shall be high-density, molded thermoplastic with smooth top surface, reinforcing ribs and not less than 3 inches in diameter. Fastener head shall recess fully into the plastic plate after it is driven. Plates shall be formed to prevent dishing. Do not use bell-or cup-shaped plates. Fasteners shall conform to insulation manufacturer's recommendations except that holding power, when driven, shall be not less than 120 pounds each in steel deck. Maximum fastener load transfer to deck shall not exceed 200 pounds. Fasteners for steel or concrete decks shall conform to FM APP GUIDE for Class I roof deck construction, and shall be spaced to withstand an uplift pressure of 90 pounds per square foot.

2.3.1 Fasteners for Steel Decks

Approved hardened penetrating fasteners or screws as listed in FM APP GUIDE for Class I roof deck construction. Quantity and placement to withstand a minimum uplift pressure of 90 psf conforming to FM APP GUIDE.

2.3.2 Fasteners for Poured Concrete Decks

Approved hardened fasteners or screws to penetrate deck at least one inch but not more than 1 1/2 inches, conforming to FM 4470 , and listed in FM APP GUIDE for Class I roof deck construction. Quantity and placement to withstand an uplift pressure of 90 psf conforming to FM APP GUIDE.

2.4 WOOD NAILERS

Plastic lumber as specified in Section 06 10 00 ROUGH CARPENTRY.

PART 3 EXECUTION

3.1 EXAMINATION AND PREPARATION

3.1.1 Surface Inspection

Surfaces shall be clean, smooth, and dry. Check roof deck surfaces, including surfaces sloped to roof drains and outlets, for defects before starting work.

The Contractor shall inspect and approve the surfaces immediately before starting installation of insulation. Prior to installing insulation, perform the following:

a. Examine steel decks to ensure that panels are properly secured to structural members and to each other and that surfaces of top flanges are flat or slightly convex.

b. Prior to installing any roof system on a concrete deck, conduct a test per ASTM D4263. The deck is acceptable for roof system application when there is no visible moisture on underside of plastic sheet after 24 hours.

3.1.2 Surface Preparation

Correct defects and inaccuracies in roof deck surface to eliminate poor

SECTION 07 22 00 Page 6 drainage and hollow or low spots and perform the following:

a. Install wood nailers the same thickness as insulation at curbs, walls, and roof openings for securing cant strips, scuppers, and flashing flanges. Space nailers in accordance with approved shop drawings.

b. Cover steel decks with a layer of insulation board of sufficient thickness to span the width of a deck rib opening, and conforming to fire safety requirements. Secure with piercing or self-drilling, self-tapping fasteners of quantity and placement conforming to FM APP GUIDE. Insulation joints parallel to ribs of deck shall occur on solid bearing surfaces only, not over open ribs.

3.2 INSULATION INSTALLATION

Apply insulation in two layers with staggered joints when total required thickness of insulation exceeds 1/2 inch. Lay insulation so that continuous longitudinal joints are perpendicular to direction of roofing, and end joints of each course are staggered with those of adjoining courses. When using multiple layers of insulation, joints of each succeeding layer shall be parallel and offset in both directions with respect to layer below. Keep insulation 1/2 inch clear of vertical surfaces penetrating and projecting from roof surface.

3.2.1 Installation Using Only Mechanical Fasteners

Secure total thickness of insulation with penetrating type fasteners.

3.2.2 Polystyrene Insulation

a. Over top surface of non-composite polystyrene board, install 5/8 inch glass mat gypsum roof board, or other overlayment approved by roofing sheet manufacturer. Tightly butt and stagger joints of field applied overlayment board at least 6 inches with respect to the polystyrene board below. Apply 6 inch wide glass fiber roofing tape centered over joints and edges of overlayment board.

b. Where composite boards consisting of polystyrene insulation are provided, apply 6 inch wide glass-fiber roofing tape centered over joints and edges of composite board. Apply joint strips as recommended by roofing sheet manufacturer.

3.2.3 Cant Strips

Where indicated, provide cant strips at intersections of roof with walls, parapets, and curbs extending above roof. Wood cant strips shall bear on and be anchored to wood blocking. Fit cant strips flush against vertical surfaces. Where possible, nail cant strips to adjoining surfaces.

3.2.4 Tapered Edge Strips

Where indicated, provide edge strips in the right angle formed by junction of roof and wood nailing strips that extend above level of roof. Install edge strips flush against vertical surfaces of wood nailing strips. Where possible, nail edge strips to adjoining surfaces.

3.3 PROTECTION

3.3.1 Protection of Applied Insulation

Completely cover each day's installation of insulation per manufacturer's recommendations. Do not permit phased construction. Protect open spaces between insulation and parapets or other walls and spaces at curbs, scuttles, and expansion joints, until permanent roofing and flashing are applied. Do not permit storing, walking, wheeling, or trucking directly on insulation or on roofed surfaces. Provide smooth, clean board or plank walkways, runways, and platforms near supports, as necessary, to distribute weight to conform to indicated live load limits of roof construction. Exposed edges of the insulation shall be protected by cutoffs at the end of each work day or whenever precipitation is imminent. Cutoffs shall be 2 layers of bituminous-saturated felt set in plastic bituminous cement set in roof cement or per manufacturer's recommendations. Fill all profile voids in cut-offs to prevent entrapping of moisture into the area below the membrane. Cutoffs shall be removed when work is resumed.

3.3.2 Damaged Work and Materials

Restore work and materials that become damaged during construction to original condition or replace with new materials.

3.4 INSPECTION

The Contractor shall establish and maintain an inspection procedure to assure compliance of the installed roof insulation with the contract requirements. Any work found not to be in compliance with the contract shall be promptly removed and replaced or corrected in an approved manner. Quality control shall include, but not be limited to, the following:

a. Observation of environmental conditions; number and skill level of insulation workers; start and end time of work.

b. Verification of certification, listing or label compliance with

FM P9513 .

c. Verification of proper storage and handling of insulation and vapor retarder materials before, during, and after installation .

d. Inspection of vapor retarder application, including edge envelopes and mechanical fastening.

e. Inspection of mechanical fasteners; type, number, length, and spacing.

f. Coordination with other materials, cants, sleepers, and nailing strips.

g. Inspection of insulation joint orientation and laps between layers, joint width and bearing of edges of insulation on deck.

h. Installation of cutoffs and proper joining of work on subsequent days.

i. Continuation of complete roofing system installation to cover insulation installed same day.

DRILLED CONCRETE PIERS

PART 1 GENERAL

1.1 UNIT PRICES

a. Requirements for construction scheduling related to drilled concrete piers or shaft work are specified in Section 01 32 01.00 10 PROJECT

SCHEDULE.

1.1.1 Basis of Bids

Base the bid on the number and total length of drilled concrete piers, established by top and bottom elevations and diameters, as indicated and specified. Adjustment of the contract will be made [in accordance with the CONTRACT CLAUSES], if the total length of drilled concrete piers installed and approved is greater or less than the total length shown.

The Contractor will not receive payment for rejected concrete piers or for those not conforming to specifications.

1.1.2 Separate Unit Prices

1.1.2.1 Additional and Omitted Concrete Pier or Shaft Lengths

Additional and omitted pier lengths will be paid for at the contract unit price for "Additional Pier Length" for each diameter of pier installed as approved.

The contract unit price shall include expenses associated with all materials for an addition or removal of 1 linear foot of pier length (including concrete, reinforcing steel, casing, removal of soil, removal of rock, and removal of obstructions other than rock).

1.1.3 Basis of Payment

1.1.3.1 Unit Price

The Contracting Officer has the right to increase or decrease the linear footage of drilled piers to be furnished and installed by changing the pier elevations, by requiring the installation of additional piers, or omission of piers from the requirements shown and specified. Whether or not such changes are made, the Contractor will be paid at the contract unit price per linear foot (including drilled pier) multiplied by the total linear feet of acceptable piers actually installed provided, however, that in the event the Contracting Officer requires an increase or decrease in the linear footage of piers furnished and installed, the contract unit price will be adjusted in accordance with the CONTRACT

CLAUSES.

1.1.3.2 Full Compensation

Payment in accordance with the above paragraph Unit Price constitutes full compensation for furnishing, delivering, handling, and/or installing (as applicable) all material, labor and equipment necessary to meet contract requirements applicable to the piers. The Contractor will not be allowed
