52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995)
(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
(b) Site visits may be arranged during normal duty hours by contacting:
Access to Tinker AFB:
Please provide to the Contracting Officer a list of all personnel that will be attending this Pre-Bid Conference for the FY14 AFR MILCON Project. Information required: Full Name and Company Name. All personnel must be US Citizens and have a valid Driver’s License for access onto Tinker AFB. Request that each bidder limit the number of personnel to three individuals, if additional individuals are needed, please notify the Contracting Officer. The list is due to the Contracting Officer by 1000 hrs CST on 22 Oct 2015.
Irrespective if you have a Tinker Badge, you are required to provide a list of personnel attending the list walk.
Base Access, if you do NOT have a Tinker Badge (this is a closed Base): A Corps of Engineer’s representative will escort bidders onto Tinker AFB that do NOT have access. Please indentify who requires an escort onto Base. All individuals must have a valid driver’s license to present at the gate to enter onto Tinker AFB.

If you have Base Access, go directly Building 414 (across 5th street from the Corps of Engineers Office) to the main conference room.
Directions to Building 414: After entering through Air Depot Gate, turn left at the light onto Arnold.
At third light (F Ave), turn left. Turn right onto 5th Street (only available right); take the next left into the parking lots. You will park in either lot in front of Building.
This is the only site walk that the Government intends to hold. All bidders are encouraged to attend.
Dr Checks will be used for RFIs. Deadline for RFIs will be set at noon on 29 Oct 2015. RFIs received after this date may not be answered.

Product / Service Description
This requirement is for the acquisition of a Total Furniture Package to include the comprehensive program management associated with the installation of turn-key furniture products. The furnishings package – including modular wall system, freestanding and systems furniture, and architectural specialties – is valued at $1,752,018.58 and is for the 513th Air Control Group Squadron Operations facility at TINKER AIR FORCE BASE, OKLAHOMA. The contract will be awarded as a BID OPTION to the primary construction contract and includes the following: demountable wall panels, loose and systems furniture and interior specialties. The planned period of performance for this effort will be ____ days after receipt of order.
Statement of Need: This procurement of furnishings is needed to support the O&M construction project, WWYK129000. The estimated Building Occupancy Date is ___________.
Background
This comprehensive Interior Design furniture package was prepared by LWPB Architecture of Oklahoma City, OK. This package will be solicited as BID OPTION #1 to the general construction contract, with the expectation that all demountable walls, loose furnishings and interior specialties will be procured and installed by the general contractor.
Performance Requirements
This proposed contract will be for the best quality commercial furnishings available in the commercial industry and available under GSA contracts. The delivery for this effort will be ____ days after receipt of contract/delivery order.

Market Research Techniques Used
Market research was conducted by the DOR through internet searches, telephone calls/e-mails. The furniture vendor for basis-of-design furniture systems and demountable walls was selected based on breadth of product. The vendor is based in Oklahoma City, OK in close proximity to the facility and worked with the A/E and building User during design.
Alternate qualified dealers were selected based on product offering and current GSA contracts.

PRODUCT SUMMARY
This Project consists of a new Air Control Group (ACG) Facility and consolidated squadron operations building for the 513th Air Force Reserve, situated in Tinker AFB, Oklahoma. With a total building footprint of approximately 32,000 square feet, the two-story building will serve approximately seventy-five (75) full-time staff and over one hundred fifty (150) reservists during a typical drill weekend.
The SID package [BASE BID] includes the design and specification, procurement, and installation of all Contractor Furnished/Contractor Installed (CF/CI) equipment and furnishings. All CF/CI furnishings and equipment are tagged and scheduled in the drawings and delineated as “CF/CI.” Built-in millwork and projection screens are all CF/CI.
Fixed auditorium seating in room 116 Large Briefing Room is CF/CI [BASE BID]. Fabrics and finishes are specified as part of the Structural Interior Design (SID) Package. All other furnishings and equipment are Government provided and installed.

DEMOUNTABLE WALL SYSTEMS:
Many interior partitions, including doors and glazing, are specified as part of this FF&E Package and included in BID OPTION #1. Refer Section 2, Attachment ‘B” – Demountable Wall Panel Plans for tagged and dimensioned plans that depict panel widths and locations for clerestory panels & glazed side lites. A description of the division of responsibility for power, data, doors and hardware is included on these plans.
For technical requirements, refer Chapter 1.4 – Technical Specifications for Demountable Wall Panels. Please note that minimum acoustic requirements (Noise Reduction Coefficient – NRC ratings) are detailed in these specifications.
A graphic representation of demountable wall locations follows this narrative (Exhibit 1.1a).
Some marker boards, wall-mounted televisions and other interior specialties are scheduled to be mounted on demountable wall panels. The installation of these items must be coordinated with the demountable wall partition manufacturer before release for fabrication. All interior specialties & government furnished equipment that interfaces with the demountable walls are shown and tagged on the Demountable Wall Panel Plans (Section 2, Attachment ‘B”).
FURNISHINGS & INTERIOR SPECIALTIES:
This package includes loose furnishings, systems & modular furniture, and interior specialties such as marker boards, time zone clocks and lockers. Refer Section 2, Attachment ‘A’ – Furniture Placement Plans for locations and general conditions. Major furniture categories include the following:

FF&E Order Data Sheets indicate the finish level for each furniture item or standard configuration.
