Answers to RFIs 43-48

RFI 43: What type of valve are we interfacing with? To be more specific, do we know model number and etc?

ANSWER: The valve is a 24” butterfly valve from the Chapman Valve Company. The O&M manual does not contain any additional information.

RFI 44: What type of actuator is to be replaced (model number, etc)?

ANSWER: The actuator was provided by the Chapman Valve Company. The only numbers on the actuator are: A 26725, U2408, and U7679. No other information was found.

RFI 45: The Specifications call for Limitorque or equal approved. I assume you currently have Limitorque Electric Actuators installed, or that the Engineer Specified a Limitorque Model Electric Actuator with Speed Control, position indication, with a manual override. Can you provide me with the Model Number and Serial Number of the existing Electric Actuators to be replaced?

RFI 46: The Bid request has a list of accessories required for the actuator model, but I could not find "Sizing" information about the amount of Stem Torque needed to actuate the Butterfly Valve Stem and Disc against the Flow of Water, the detail about Mounting Adapters to account for the "Extension Stem" needed to reach the Valve Box, length of extension stems, or extenuating circumstances regarding unique application requirements that a site inspection might reveal. On page 6 of 10, there is stated - "Control of the gate valves shall be modulating."

W912BV‐12‐R‐0023, RFIs 43‐48

Should this be stated: "Control of Butterfly valves shall be modulating"? Gate Valves do not "Modulate", and the implication is, since the Butterfly Valves are in line with Gate Valves, perhaps the Limitorque or Equal Electric Actuator may be required to send a signal to the Gate Valve Operators in certain circumstances to coordinate action in tandum . So the question is, will the Electric Butterfly Actuator be linked to the Gate Valve Operator for control scenarios?

ANSWER: Page 6 of 10 should state butterfly valve, not gate valve.

RFI 47: Could you please provide me with the manufacture’s name of the existing controller at Hulah Lake Dam?

RFI 48: Coordinating efforts with Westar indicate that the interconnection application requires a buffer of 120 days for approval and upgrading their equipment to support customer generation.

The period of performance is 119 days, will the government consider extending the period of performance to include this time frame also taking into consideration Westar may not use this duration?

ANSWER: The period of performance will not be changed at this time. Long lead items will be addressed as necessary after award. The Government is accommodating to administrative schedule changes after award if long lead time items are properly documented by the Contractor and the action negatively impacts the period of performance or schedule. However, for purposes of this competition, please use the period of performance provided as amended.
