PROPOSAL SCHEDULE NOTES
1. Offerors shall propose on all items.
2. Only one contract for the entire schedule will be awarded under this solicitation.
3. DESIGN COSTS DEFINITION
Design costs shall consist of preparation of designs, plans, drawings, and specifications.
4. NON-DESIGN COSTS DEFINITION
Non-design costs shall include the following: initial site visits, field, topographic, property, boundary and utility surveys, economic studies and other investigations, preparation or verifications of as-built drawings; preparation of general and development criteria;
services of consultants where not specifically applied to the preparation of working drawings or specifications; preparation of Environmental impact assessments, statements and supporting data;
engineering services during construction; renderings or photographs of completed designs; reproduction of designs for review purposes; and travel and per diem allowances in connection with the above excludable services.
5. COST LIMITATION
The established design cost limitation for the Design Costs of Design Phase Part 1 and Part 2 is 6 percent of the total cost for the Build Phase. Offerors whose cost proposal exceeds the design cost limitation for the design costs portion of the project may be rejected.
6. CONSTRUCTION COST LIMITATION (CCL)
The Construction Cost Limitation is defined as the maximum total contract sum which includes all categories of cost (i.e., design, non-design, and construction). See Section 00110 PROPOSAL PREPARATION, EVALUATION, AND CONTRACT AWARD.
7. OPTIONAL PROPOSAL ITEM DISCRIPTIONS
Optional Proposal Items shall be as described in the RFP documents.
7. EVALUATION OF OPTIONS

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the Base Proposal.
(Total Base Proposal and Optional Proposal Items.) Evaluation of options will not obligate the Government to exercise the options.
8. AWARD OF OPTIONAL PROPOSAL ITEMS
Optional proposal items as stated above, may, at the option of the Government, may be awarded at any time from the date of contract award or may be exercised at any time from the date of contract award until 90 days after issue of the Notice to Proceed.
All options or any combination thereof may be exercised by the Government.

SECTION 00050
PROJECT DESCRIPTION – SCOPE OF WORK
1 GENERAL
1.1 GENERAL
This project consists of a "single-phase" Design-Build competitive negotiation procurement process to obtain a design and construction contract for a Fuel System Maintenance Hangar, Vance AFB, OK. The procurement process includes the following:
Selection of one Design-Build Contractor based on a Management, Preliminary Design and Cost Proposal.
Offerors shall submit a proposal for the Management, Preliminary Design and a Cost Proposal for the Project which will be evaluated on the categories of management, past performance, design and contract price through the use of an adjectival merit system. Offerors will be furnished the evaluation criteria as part of this Request for Proposal (RFP). This is not necessarily a low bid award project. If awarded the contract, the Offeror shall provide design and construction documents and construct the Fuel System Maintenance Hangar, Vance AFB, OK.
All Offerors shall submit a lump sum fixed price cost proposal as outlined in SECTION 00110 PROPOSAL PREPARATION, EVALUATION, AND CONTRACT AWARD.
1.2 GENERAL SCOPE OF WORK
The work consists of the design and construction of a 22,701 square foot Fuel Maintenance Hangar to service current types of training aircraft in the Vance inventory. Related work is by Proposal Option. Optional work includes converting the existing Fuel Hangar (B 188) into a Wash Facility, replacing the hangar doors at B 188, and demolishing building 260. The final Proposal Option is to provide LEED documentation that is necessary for the possible certification of the new Fuel System Maintenance Hangar.
Supporting facilities include utilities, electrical service, exterior are lighting, storm, paving, information systems, and site improvements. Anti-terrorism/force protection features shall include provision for exclusive standoff zones.
1.3 ORGANIZATION OF THIS RFP MANUAL
1.3.1 General
This manual is organized generally in the Construction Specifications Institute (CSI) format (numbering and paragraph organization) and logic for Sections 00010 through 01 74 19. Refer to the Table of Contents for the Outline of this Manual. The general subject matter is included as follows:
1.3.2 Sections 00010 thru 00150 - PROPOSAL REQUIREMENTS –
These sections include the administrative requirements proposal preparation and are applicable to all activities and requirements prior to award of the final design and construction contract unless otherwise stated.
Section 00010 – SOLICITATION, OFFER, AND AWARD – SF1442 and Proposal Schedule includes a brief description and pricing schedule.

Section 00050 - PROJECT DESCRIPTION - SCOPE OF WORK includes only general information and is not considered proposal or contract requirements as such.
Section 00100 - INSTRUCTION, CONDITIONS, AND NOTICES TO OFFERORS provides general information regarding submission of offers.
Section 00110 - PROPOSAL PREPARATION, EVALUATION, AND CONTRACT AWARD guides the Offeror in preparing a proposal and outlines the evaluation criteria and the level of importance of the criteria for the proposal.
Included in this section are the description and format of information to be included in each proposal and how and where to submit the proposal.
The method of evaluation and the cost limitations for proposals are explained and the basis of the award is provided.
Section 00150 - THE DESIGN/BUILD PROCESS describes the overall process and approximate time line which will be followed from the proposal phase through construction completion. This section outlines the milestone events of all submittals and reviews including 60% and 100% design.
1.3.3 CONTRACT REQUIREMENTS
The remainder of this manual includes the contractual requirements for the Design/Build Contractor selected after award of a contract. All requirements of the manual, regardless of location, shall be followed in the decisions for preparation of the proposals. Additional selected section explanations are as follows:
Section 00600 - REPRESENTATIONS AND CERTIFICATIONS
Sections 00700 - CONTRACT CLAUSES and 00800 - SPECIAL CONTRACT REQUIREMENTS include standard contract clauses and supplemental specific clauses that represent the General Conditions of the Contract.
Section 01 01 00 DESIGN AND CONSTRUCTION DOCUMENT PREPARATION includes information and instructions on engineering design and construction documents that are to be provided by the Design/Build Contractor. It includes a description of plans, specifications and supporting data and documents to be developed for the 60% and 100% levels of design.
Section 01 01 10 DESIGN CONCEPT DOCUMENTS identifies documents issued with this RFP which establish the concept or basis for the project design and explains how these documents are to be used and the order of precedence placed on these documents.
Section 01 10 00 STATEMENT OF WORK establishes the technical design criteria for the project.
The remaining portions of Division 01 (Sections 01 04 00 thru 01 74 19) are General Requirements which pertain to the administrative and procedural aspects of the project and temporary facilities and controls. Division 1 Sections may expand on Contract Clauses and will govern over all other sections of the Contract. These sections must be included by the Design/Build Contractor in the Project Manual (Specifications) of the 100% construction documents.
Divisions 2 through 48 (if used) include technical performance and/or descriptive specifications and expand on Section 01 10 00 STATEMENT OF WORK. In the absence of these specifications, all technical criteria will be included in Section 01 10 00.

1.3.4 APPENDICES
The Appendices include attachments and supplemental information that are referred to and incorporated by other parts of this RFP. Drawings, reports, and photographs are typical of the type of information included in the Appendices.
The drawings are included to describe the physical scope of work. The general layout shown is provided for planning purposes and is not intended to influence the final design solution.

UNCLASSIFIED CONTRACTS (APR 2004)
A. AUTOMATED INFORMATION SYSTEM (AIS) EFFORT
All Contractor employees (U.S. citizens and Non- U.S. citizens) working under this contract (to include grants, cooperative agreements and task orders) who require access to Automated Information Systems (AIS), (stand alone computers, network computers/systems, e-mail) shall, at a minimum, be designated into an ADP-III position (non-sensitive) in accordance with DoD 5220-22-R, Industrial Security Regulation. The investigative requirements for an ADP-III position are a favorable National Agency Check (NAC), SF-85P, Public Trust Position. The contractor shall have each applicable employee complete a SF-85P and FD-258 fingerprint card and submit to the Tulsa District Security Office, 1645 South 101st East Avenue, Tulsa, OK 74128-4609, within three (3) working days after award of any contract or task order, and shall be submitted prior to the individual being permitted access to an AIS. Contractors that have a commercial or government entity (CAGE) Code and Facility Security Clearance through the Defense Security Service shall process the NACs and forward visit requests/results of NAC to the Tulsa District Security Officer. For those contractors that do not have a CAGE Code or Facility Security Clearance, the Tulsa District Security Office will process the investigation in coordination with the Contractor and contract employees.
B. NATIONAL INFRASTRUCTURES EFFORT
Contractor employees scheduled to access the Homeland Security determined National Infrastructures, i.e., Powerhouses, Switchyards, Locks/Dams or other restricted/sensitive areas are required to submit a State Bureau of Investigation Criminal Records (History) Check from the state where the work will be performed to the Contracting Officer no later than ten (10) working days after contract award. In addition to providing the individual Criminal Records (History) Check, contractor employees scheduled to have access to the National Infrastructures for six (6) months or longer require a favorable Public Trust Background Investigation (SF-85P), which includes fingerprints (FD-258). Contractor employees may have the finger print card (FD-258) completed by local law enforcement, anyone qualified in the Tulsa District Field Offices, or by making an appointment with the District Security Officer, Patricia Lutz (telephone 918/669-7326). The contractor shall have each applicable employee provide the completed SF-85P and FD-258 to the Tulsa District Security Office as soon as possible after contract award, but definitely prior to the employee being permitted access to the work area.
C. FOREIGN NATIONALS
In accordance with Engineering Regulation, ER 380-1-18, Section 4, foreign nationals who work on Corps of Engineers' contracts or task orders shall be

approved by the HQUSACE Foreign Disclosure Officer or higher before beginning work on the contract/task order. This regulation includes subcontractor employees. (NOTE: exceptions to the above requirement include foreign nationals who perform janitorial and/or ground maintenance services.) The contractor shall submit to the Division/District Contract Office, the names of all foreign nationals proposed for performance under this contract/task order, along with documentation to verify that he/she was legally admitted into the United States and has authority to work and/or go to school in the US. Such documentation may include a US passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph (INS Form I-151 or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B).

If the Contractor performs construction work in a geographical area located outside of the covered area, the Contractor shall apply the goals established for the geographical area where the work is actually performed. Goals are published periodically in the Federal Register in notice form, and these notices may be obtained from any Office of Federal Contract Compliance Programs office.
(c) The Contractor's compliance with Executive Order 11246, as amended, and the regulations in 41 CFR 60-4 shall be based on (1) its implementation of the Equal Opportunity clause, (2) specific affirmative action obligations required by the clause entitled "Affirmative Action Compliance Requirements for Construction,'' and (3) its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade. 24. 52.228-1 BID GUARANTEE (SEP 1996)
(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.
(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds, (1) to unsuccessful bidders as soon as practicable after the opening of bids, and
(2) to the successful bidder upon execution of contractual documents and

PROPOSAL PREPARATION, EVALUATION, AND CONTRACT AWARD
PART 1 – GENERAL
This section covers the requirements for preparation of proposals, the criteria used to evaluate proposals, and contract award.
Proposals will be evaluated in four areas (Management, Past Performance, Technical, and Cost) by a Source Selection Evaluation Board (SSEB). The SSEB will be composed of Corps of Engineers and Vance AFB personnel.
Identities of SSEB members are confidential and members will not be available for contact or discussion prior to submission of proposals.
All evaluation factors (other than cost or price), when combined are more important than cost or price.
1.1 WHERE AND WHEN TO SUBMIT PROPOSAL
Proposals are due as indicated on the Solicitation, Offer and Award form (Standard Form 1442) found in Section 00010, SOLICITATION, OFFER, AND AWARD.
1.2 INQUIRIES ABOUT THIS REQUEST FOR PROPOSALS (RFP)
Inquiries about this RFP shall be directed to the individuals listed on the inside of the Cover Sheet, Volume 1.
1.3 PROPOSAL PREPARATION SUMMARY

1.4 MANAGEMENT PROPOSAL (VOLUME I)
1.4.1 Content
The Management area of the proposal shall include the information as described below and shall be presented in the sequence listed.
a. Offeror Experience.
(1) Experience. Demonstrate the experience of the team, including subcontractors, to successfully complete this facility using a design/build process. This section may be in any format but must, however, as a minimum, provide the following:
(a) A list of similar facility projects, currently underway or completed in the last 5 years that best demonstrates your experience. List no more than 10 projects total. The list of projects shall include the following information:
Project Name and Location.
Nature of Firm’s Responsibility (design, construction or both).
Project Owner’s Name and Address and Project Manager’s (Point of
Contact) Name and Phone Number.
Project Completion Date (actual or estimated).
Overall Size of Facility (in square feet or square meters).
Construction Cost (excluding design costs).
Duration of Construction (excluding design time).
Identify any of these projects delivered by Design-Build method.
Problems encountered and corrective actions taken.
Safety record.
(b) For each listed project, provide a brief statement (not to exceed 150 words in length) as to how the project illustrates your performance capabilities. Information may be presented in the format of Block 19 of Standard Form 330 and should be limited to one page per project.
(2) Resource Commitment. Demonstrate personnel and resources to be utilized for this project as well as additional resources available if necessary. Response to this section shall include the following:
(a) A list of key professional job titles and the number of personnel in each category for each key firm on the design/build team to include a resource manning chart and an estimate of how many personnel will be working primarily on this project from month to month. Do NOT provide biographical information in this section.
(b) A list of any other corporate resources, subsidiaries, manufacturing facilities, etc. which may be used to the benefit of this project to include batch plant and heavy equipment.

(c) A description of the team's computer-aided (CADD) design capabilities.
(3) Management Commitment. Discuss the role(s) that upper management will play in this project and the process by which management issues encountered at the working level may be expeditiously elevated to upper management for resolution. Limit discussion to one page or less.
(4) Financial Capacity. Demonstrate financial capability for providing design/build services for this project. This information may be in any format, but as a minimum, provide the following:
(a) Current Balance Sheet and Profit/Loss Statement.
(b) Summary of litigation, lawsuits or outstanding judgments.
(c) Bonding capacity (A letter of current bonding capacity from a bonding company).
b. Project Organization and Personnel.
(1) Approach.
(a) Provide an organizational chart which describes how the team will be structured, i.e., how many firms are involved and the responsibility of each firm for this project.
(b) Discuss how the design and construction process will be managed. Demonstrate your understanding of the design/build process including your ability to effectively coordinate architectural and engineering professionals, trade subcontractors and construction personnel in a team effort. Indicate the level of detail you propose to employ for proper documentation of drawings and specifications.
(c) Discuss your construction management philosophy (as it relates to the design/build process) and the benefits it will bring to the Government, particularly in the areas of time and cost control. Describe communication and management measures to effectively coordinate the design disciplines, trade subcontractors and construction personnel in a team effort. Describe the level of detail you propose to employ for proper documentation of drawings and specifications. Discuss how the Corps of Engineers and Vance AFB personnel will be made part of the team.
(d) Limit discussion to three pages.
(2) Personnel. Provide professional resume data on the following individuals who will be key personnel on the project team. Key personnel identified in this Section should be senior working-level people who will be involved in design and construction on a day-to-day basis, as opposed to departmental level supervisors or executives. By identifying these personnel, the Offeror is making a commitment that, barring unforeseen circumstances, they are the personnel who will be assigned to the project.
All key personnel shall have a minimum of 5 years professional experience.
All personnel working on this project must be U.S. citizens or documented workers and must be able to provide proof of citizenship or other authorized documentation (See Contract Clause 52.0000-4515 Security Contract Language for All Corps of Engineers’ Unclassified Contracts.)

Subcontractors and all subcontractor personnel working on this project must be U.S. citizens or documented workers and must be able to provide proof of citizenship or other authorized documentation (See Contract Clause 52.0000-4515 Security Contract Language for All Corps of Engineers’ Unclassified Contracts.)
Subcontractors shall be selected from the list of potential subcontractors.
Any substitutions shall be approved by the Contracting Officer.

(a) Demonstrate team’s ability to control the time during the design and construction phases of the project. Present the plan to control design time and construction time. Limit discussion to one page.
(b) Demonstrate ability to minimize time overruns due to changes, unforeseen circumstances and delays. Present the plan for maintaining the design and construction schedules. Describe the time control systems to be utilized and how time control savings proposal will be presented. Limit discussion to two pages.
(3) Limiting Cost Growth.
(a) Describe team's ability to maintain a project budget during both design and construction.
(b) Describe the cost control systems and procedures that will be utilized.

b. References. Demonstrate past performance on projects similar in scope, size and delivery process by submitting three client references for each of the following categories: design, construction, and design-build.
