3. SITE RECONNAISSANCE
Personnel from WESTON, J2, and the 99th RRC conducted the site reconnaissance at the
Lancaster USARC on 16 December 2005. Photographs were taken of each building on the
Property, adjacent properties, ACM and LBP sampling locations, and other environmental findings. Photographs are provided in Appendix A. There is one access point to the Property off of Riverside Avenue, as shown in Figure 2. Access to the Property is not restricted, but a chain-link fence surrounds Building 86002. All buildings had a restricted entrance and required escort by the appropriate personnel. The weather was partly cloudy at the time of the site reconnaissance. The following subsections describe the survey results and findings of the site reconnaissance at the Property.
3.1 ASBESTOS
3.1.1 Survey Methodology
An ACM survey was performed in accordance with the U.S. Environmental Protection Agency’s
(USEPA) requirements for implementation of the AHERA. Additional information regarding
ACM survey methodology is provided in the Sampling and Analysis Plan (J2, 2005).
Materials identified as ACM were categorized based on guidance from the 99th RRC. The ACM categories specified by the 99th RRC and used for this survey were as follows:
Category Type of Material Condition 1A Friable thermal system insulation ACM Damaged 1B Friable thermal system insulation ACM Significantly damaged 2 Friable surfacing material Damaged 3 Friable surfacing material Significantly damaged
4A Friable miscellaneous material Damaged 4B Friable miscellaneous material Significantly damaged 5 Friable ACBM (undamaged) Potential for damage 6 Friable ACBM (undamaged) Potential for significant damage 7 Friable ACBM or friable suspected ACBM
(undamaged) N/A
8 Non-friable ACM or suspected ACM N/A
PA056 - Lancaster USARC
PA056_Lancaster_FINAL.doc 10/20/2006 9
The technique used at the Property for sampling the suspected asbestos and ACM materials was designed to minimize potential fiber release and possible contamination of surrounding areas. All representative materials sampled were collected in accordance with the AHERA Guidance for
Controlling Asbestos Containing Material in Buildings (USEPA, 1985).
During sampling activities, each suspect ACM was touched by the inspector to determine its friability and physical condition. A friable material is defined as a material that can be crumbled, or reduced to powder by hand pressure. The friability of a material directly corresponds to the potential of ACM to release airborne fibers, where high friability indicates a high potential for release. Sample information was documented on the Asbestos Bulk Survey Form. This form is provided in Appendix B.
Once the suspect ACM was identified, a core sample of the material was collected and placed in a labeled airtight bag. A chain of custody form was completed for the samples collected and delivered with the samples to International Asbestos Testing Laboratories (IATL) in Mt. Laurel, NJ, for analysis. Polarized Light Microscopy was used to analyze samples according to USEPA
Method 600/M4-82-020, incorporating visual estimates of identified material percentages. Split samples were also collected every 10th sample for quality assurance/quality control (QA/QC) purposes. The split samples were sent to AmeriSci of Midlothian, VA, for analysis.
Asbestos samples collected from the site were identified using a site-specific alphanumeric identification (ID) comprised of four components, as follows:
1. Facility ID (example: PA056 = Lancaster USARC)
2. Building ID (example: 86001 = Administration Building)
3. Room Number
4. Sequential Sample Number
5. Room Wall ID: A = Wall on same side as the building’s main entrance B = Wall adjacent to Wall A in a clockwise direction C = Wall opposite Wall A D = Wall adjacent to Wall A in a counterclockwise direction
PA056 - Lancaster USARC
PA056_Lancaster_FINAL.doc 10/20/2006 10
For example, the sample identification code PA056-86001-141-08-C refers to the 8th ACM sample collected at PA056, in the Administration Building in Room 141 from the wall opposite
Wall A.
Roofing materials and inaccessible rooms and ceiling areas were not inspected. Photographs were taken to document sampling points (see Appendix A) and, where possible, two or more permanent reference points were included within the photograph to facilitate future location of the sampling point.
3.1.2 Survey Results
A total of 19 ACM samples were collected on 16 December 2005 and analyzed to determine asbestos content. Figures 3 and 4 show all asbestos sampling points, and photographs of each sample location are provided in Appendix A.
The results of sampling indicate that ACM is present at the Property. Specifically, the following materials and quantities were identified as ACM: 9” x 9” off-white floor tile and associated mastic in Building 86001 (14,183 SF); 9” x 9” grey floor tile and associated mastic in Building 86001
(14,183 SF); and grey floor tile and associated mastic in Building 86002 (25 SF).
Table 1 summarizes the results of the ACM survey. Laboratory data packages are provided in
Appendix C.
3.2 LEAD
3.2.1 Survey Methodology
An X-Ray Fluorescence (XRF) survey for LBP was conducted using guidelines set forth in
Chapter 7 of the Housing and Urban Development (HUD) Standards and USEPA Regulation 40
CFR 745, Subpart D. A review of available existing building records, such as specifications, floor plan sketches and any other available documentation was performed prior to arriving at the site. A visual walk-through of the building’s exterior and interior was performed and an inventory of all accessible and/or exposed painted surfaces was developed throughout each
PA056 - Lancaster USARC
PA056_Lancaster_FINAL.doc 10/20/2006 11 building. Additional information regarding LBP survey methodology is provided in the
Sampling and Analysis Plan (J2, 2005).
The LBP testing criteria established for this project requires testing of all painted building surfaces and suspect components with an XRF lead detection instrument. The NITON Model
309 XRF was used for this project. All warm-up time and calibration tests were performed in accordance with the manufacturer’s specifications. The calibration consisted of conducting initial tests that contain known concentrations of lead ranging from 0.0 to 5.0 milligrams per square centimeter (mg/cm2) at the beginning of the testing day, and recalibrating every four hours of use and at the end of the testing day. Any discrepancies in calibration are noted in the Daily Field
QC Logs provided in Appendix B.
Suspect painted surfaces were tested on all homogeneous painted components (i.e., painted baseboards, walls, doors, doorframes). Any changes in paint color or textures were sampled and documented accordingly. LBP samples collected from the site were identified using a site-specific alphanumeric designation comprising five components, as follows:
1. Facility ID (example: PA056 = Lancaster USARC)
2. Building ID (example: 86001 = Administration Building)
3. Room Number
4. Sequential Sample Number
5. Room Wall ID: A = Wall on same side as the building’s main entrance B = Wall adjacent to Wall A in a clockwise direction C = Wall opposite Wall A D = Wall adjacent to Wall A in a counterclockwise direction
For example, the sample identification code PA056-86001-145-86-A refers to the first LBP sample collected at PA056. This sample was collected from Room 145 of the Administration
Building from the wall on same side as the building’s main entrance.
The XRF instrument recorded readings and the inspector recorded each of the XRF readings on the Lead-Containing Paint (LCP) XRF Reading Data Sheet, indicating whether the results were classified as positive or negative. Data sheets are included in Appendix B. Positive results are
PA056 - Lancaster USARC
PA056_Lancaster_FINAL.doc 10/20/2006 12 defined as detected concentrations that are equal to or greater than 0.5 mg/cm2. According to the manufacturer, the accuracy of the NITON XL-309 is ± 0.1 mg/cm2.
Roofing materials and inaccessible rooms and ceiling areas were not inspected. Photographs were taken to document sampling points (see Appendix A) and, where possible, two or more permanent reference points were included within the photograph to facilitate future location of the sampling point.
3.2.2 Survey Results
LBP sampling was initially performed on 16 December 2006; however, confidence in the data was low because final calibration tests were not performed. LBP samples were sampled again on 12
January 2006, and a total of 20 LBP samples, including calibration samples, were collected and analyzed. Figures 3 and 4 show all LBP sampling points, and photographs of each sampling location are provided in Appendix A.
The results of XRF sampling indicate that LBP is present at the Property. Specifically, the following
LBP and locations were identified: yellow stripping on the floor and bollard in Building 86002, and green paint on the center pipe in Building 86002.
Table 2 summarizes the results of the LBP survey.
3.3 RADON
According to the USEPA Radon Zone for Lancaster County, the Property is classified as being in
Zone 1, defined as having an indoor average level greater than 4 picocuries per liter (pCi/L).
A radon survey was conducted in 1994 and results indicated that elevated radon concentrations were detected in Room 2 in Building 86001. According to Department of Army guidance, radon mitigation was required to be planned within 5 years of the February 1994 survey date; however, additional radon survey information was not available. A radon monitor was found in Room 152 but was not in operation at the time of the site reconnaissance.
PA056 - Lancaster USARC
PA056_Lancaster_FINAL.doc 10/20/2006 13

4. SUMMARY AND CONCLUSIONS
This Asbestos and Other Environmental Findings Report was completed for the Lancaster
USARC. The following tasks were performed to meet the objectives of the project:
• Site reconnaissance - A physical inspection of the Property and facilities thereon was conducted, including all interior and exterior building areas, and site perimeters. A detailed photographic record of the Property was kept, along with a summary of present, or most recent, use of the Property as observed during the site reconnaissance. Environmentally significant features and conditions were noted, including storage tanks, radon, ACM, LBP and lead dust, and PCBs.
• Records review – A review of reasonably available historical data (historical environmental reports, surveys, inspections, etc.), and other information was conducted to support the site reconnaissance.
• Interviews – Persons knowledgeable about Property operations and history were interviewed.
• ACM survey – Personnel from J2 performed an ACM survey to determine the presence or absence of ACM at the facility.
• LBP survey – Personnel from J2 performed a LBP survey to determine the presence or potential for LBP and/or lead dust at the facility.
Findings made during the site reconnaissance at the Lancaster USARC included the following:
