QUESTIONS AND ANSWERS 17 AUG
Questions and Answers W912BU18B0013 (As of 17 Aug 18)
Q1. Could Government please verify if the bid is due August 24th NLT 2:00 p.m. IAW block 9 of the SF 33 Form
(and as posted on FBO) or if the due date is August 23rd IAW Section L?
A1. As of 7 August 2018, bids are due August 24th, 2:00 P.M. EST. Any updates to this time and date will be provided as an official amendment to the solicitation.
Q2. In Section C455 Deck Crane: What is the Billy Pugh product rescue basket? There are a few products that could be used for this, and the basket is needed to calculate the man-rated capacity for the crane. Also, is this to be used for harbor conditions?
A2. Billy Pugh Rescue Basket shall be OMB-1 or equal, rated for harbor conditions.
Q3. In Section C615: The original specs and current piping diagram show a single cylinder driving two rudders but the current specs (Section D) refers to 2 cylinders. Please confirm.
A3. The current piping diagram is correct, with a single cylinder driving two rudders.
Q4. In Section C615: The original specs and the current system diagram shows no steering from the engine room control stand but spec section F requires it.
A4. There should be steering controls from the Engine Room Control Stand as required in the specification.
Q5. In Section C615: Section F also requires two rudder angle indicators at each station but since the rudders are now mechanically synchronized by a tie bar, only one indicator per station is required. This section also requires pump running lights but these are normally included with the motor starter and not required in the engine control room for vessels under 50M in length. Please clarify.
A5. A single rudder angle indicator per station is acceptable. Pump running lights can be omitted in the engine room.
Q6. Could the Government please advise if there is a preferred method or specification reference for the Heated
Walkway as referenced on the General Arrangement Drawing 826-B215-01 in Zone 3D? Contractor does not see any reference to this in the solicitation and only sees reference to it on the drawing.
A6. Please disregard. No heated walkway is required on this vessel.
Q7. It has been confirmed by ABS that Load Line requirements only apply to vessels over 79’ in length and that operate outside the boundary line. Further, it is USCG’s policy to not permit the assignment of a Load Line to vessel under 79 feet in length, even if the owner requests it on a voluntary basis. Can the USACE please advise or kindly remove the Load Line requirement?
A7. Per correspondence with ABS, the contractor shall obtain a Statement of Voluntary Compliance (SoVC) in the
ABS plan review.
Q8. Contract Specification C420 Deck Fittings Part C states “Two (2) anchors similar to Fortress FX-125” shall be used however, Contract Drawing 826-B599-01 calls out a Baldt 240 kg Anchor. Can the USACE please confirm the type and quantity of anchors required?
A8. C420: Updated section C provides updated language, reflective of the following:
The anchors provided shall be one (1) Baldt 240kg stockless anchor or equal, with one (1) Fortress FX-125 HHP or equal, backup anchor provided in a stowed location.
Q9. Contract Specification C420 Deck Fitting Part C states “20’ of ½” galvanized chain and “300’ of ½” wire rope” is required for the Anchor; however, Contract Drawing 826-B599-01 calls for 340’ of 5/8” Wire Rope w/ 20’ of 5/8”
Gr 1 chain. Can the USACE please confirm the type and length of rope and chain required?
A9. C420: Updated section C provides updated language, reflective of the following: The anchor line shall be 340' of 5/8" wire rope, with 20' of 5/8" grade 1 chain.
Q10. What is the operating temperature for the crane?
A10. The crane operating temperatures shall be in accordance with ASHRAE standards for New York, New York.
Q11. Is drawing 397-D730-01 available?
A11. The drawing has been added as part of this amendment.
Q12. Can the Government please advise industry IAW Contract Clause C800 SPARE PARTS if Contractor is to provide a drawing only for this requirement or is the Contractor to actually provide the list of spare parts? If the latter, please confirm if the Government has a NTE cost/CLIN for spare parts? Or, please confirm if Contractor is to provide a cost for these spare parts, what CLIN is Contractor supposed to include the cost of spare parts on in our response to the Government? C800 references packaging references to spare parts, but since spare parts can be dependent on Contractors choice of manufacturers, please advise the best way to establish price reasonableness on spare parts from the industry so evaluation of bids can be reviewed fairly.
A12. USACE is only requiring a drawing which will contain a complete inventory and list of spares as indicated in section C800. Section D01 and D02 apply to any spare parts the contractor tenders as required by the contract.
Q13. Sewage Tank; Page 26, C315, B states “all of the tanks shall be constructed of mild plate steel and mild structural steel.” Page 73, C667, D states “sewage tank shall be 200 gallon polyethylene tank.” Please clarify.
A13. The sewage tank shall be polyethylene in accordance with section C667.
Q14. Main Engine: Page 53, C605 C. The main engine is specified as having a brake horsepower of 670 (shaft horsepower approx. 645), but the propellers (C606) are specified for a shaft horsepower of 671 which will require a brake horsepower of about 700. Which is correct? Please clarify.
A14. Section C606 has been updated to reflect 645 HP.
Q15. Insulation: Page 39-40, C436. The specification calls for fiberglass. To get a fire rating above A-0 we believe design will need to use Rockwool insulation. Please clarify.
A15. Section C436 allows the use of mineral wood to meet this requirement.
Q16. Reduction Gear: Page 54, C605, F. The main engine Reduction Gear calls for an internal shaft brake. This feature is not available on the ZF 2350 gear. This feature will require using a ZF W3310 reverse gear. Please clarify.
A16. Section C605 has been updated to clarify this issue.
Q17. Section C406: Acrolon 218 is not immersion grade and should not be used below the water line. With where the vessel will be used I would recommend the Red Ablative antifouling. Is this acceptable?
A17. Comply with the item as specified.
Q18. Section C437: Is the Bantam flip seat instead of the M1381 jump seat acceptable?
A18. Comply with the item as specified.
Q19. Section C605: The specification indicates a low starting pressure alarm - this is not required as the specification indicates a DC starting system. Is this acceptable?
A19. This is acceptable.
Q20. Section C620: In the past, ABS approval was not needed on thrusters under 100hp not being essential to the propulsion of the vessel. However, the tunnel and weldment of the tunnel has always had to meet ABS, both of these are normally handled by the yard. For section C620, are the housings and propellers are made out of stainless steel and not bronze. Is stainless steel acceptable? Also, is ABS approval needed on these bow thrusters due to them being
100hp? Is it acceptable that the bow thrusters are not ABS?
A20. Bow thruster ABS approval need only be sufficient for Class of the vessel, with the bow thruster considered not essential to the propulsion of the vessel. Stainless steel is acceptable for housings and propellers so long as 316 grade stainless is used for the housing.
Q21. Section C733: The generator required per the specification is a 60 hertz 80eKW@1500RPM. This rating is a
50 hertz rating. The generator we want to use is 60 hertz 99eKW@1800RPM. Is this acceptable?
A21. 60Hz is acceptable.
Q22. The generator set we want to use has a local control panel, a Caterpillar remote monitoring panel and the
Powerview 780 panel with all necessary hardware and software. Clarification is needed if the speciation requires three (3) panels or two (2) and of the two which are preferred?
A22. The specification requires three panels; a local panel on the genset, the Powerview panel, and a panel in the
Pilothouse.
Q23. In C675, are the threads for the fire stations NST, NPSH, or NYFD? Also, if the polycarb nozzle is not USCG approved, would a brass USCG approved nozzle be acceptable?
A23. Threads for fire stations shall be NST. The specification for polycarbonate nozzle stands as written.
Q24. In C770, the FLIR M500 camera retail around $190k. A M400 costs around $60k. Is the M400 and acceptable alternative?
A24. The FLIR M400 is acceptable and has been specified in the solicitation instead of the FLIR M500.
Q25. C665, para C – Potable Water System (and others): the specification states “The potable water system shall utilize Type K copper piping with soldered fittings.” Is it acceptable to use ABS approved alternatives to soldering fittings? Please clarify.
A25. - The contract requirement for soldered fittings shall be maintained. The requirement is intended to facilitate vessel maintenance without requiring specialized tools.
Q26. C715, para D – Arc Flash Hazard Analysis: the specification states “detailed incident energy analysis shall be conducted using EasyPower and the IEEE 1584 method of calculation.” Is it acceptable to use SKM Arc Flash software vice EasyPower? Please clarify.
A26. The specification stands as written.
Q27. C430, para C – Interior Decks: the specification states “the engine room, crew compartments, forward and aft machinery floor plates shall be steel diamond plate or equal, removable with gaskets…..” Is it acceptable to use aluminum for the deck floor plates? Please clarify.
A27. The requirement for steel deck plates shall be maintained. The requirement is intended to provide better fire protection.
Q28. C455, para B – Deck Crane: the specifications requires a model 85M-2S, which has 2 hydraulic extensions.
The lifting requirements listed are for 5.3m (17.5ft), would it be acceptable to propose model 85M-1S which has a slightly shorter total outreach of 5.23m (17.06ft) with a standard configuration? By making this model change from a -2S to a -1S it will save weight and cost to the vessel, and may even better meet the load calculations. Is this alternative acceptable? Please clarify.
A28. The requirement for the 85M-2S crane shall be maintained. The requirement is intended to maximize the crane’s reach and lift height for equipment transfer on and off the vessel. It is recognized that the required lift capacity has been established at lesser reach than the maximum crane reach of the 2S crane, but the maximized reach is still required.
Q29. C455, para B – Deck Crane: The operating temperatures that are assumed from the ASHREA specifications are below the deck crane suppliers design rating. The low temp is assumed to be -7.4F and the deck crane supplier’s design can only go down to -4F. Is this rating acceptable? Please clarify.
A29. -4 degrees F is an acceptable rating in lieu of the ASHREA standard.
Q30. C455, para B – Deck Crane (Billy Pugh OMB-1 Rescue basket): Amendment 0002 provided a make and model number (OMD-1) for the Billy Pugh Rescue Basket that attaches to the Deck Crane. The ABS man-rated load calculations for a typical search and rescue basket are significantly less than an OMB-1 basket. The OMB-1 model has a SWL load of approximately 1,000lbs. This change in basket designation will require the Deck Crane manufacturer to perform an engineering load capacity analysis using personnel from their European factory, which is on summer holiday to determine impact to the specified Deck Crane model number. Please advise.
A30. The basket has been modified to reflect the Billy Pugh X-544, with a rated load of 2 personnel (500 lbs.)
Q31. The specification document (W912BU18B0013) on page 75 of 151 states the CO2 system shall be design in accordance with the USCG 46CFR, Subchapter H, subpart 76.15. but on the page 6 of 151 states the Vessel has been designed per USCG subchapter T. Please clarify.
A31. The requirements in 46CFR 76.15 exceed those of Subchapter T, and are therefore incorporated into the specification for further definition of the desired system.
Q32. In the specification document (W912BU18B0013) the CO2 system requirements on page 75 of 151 stated The contractor shall provide and install a fixed carbon dioxide (CO2) fire extinguishing system for the Engine Room but the 826-B445-01 Fire and safety plan drawing shows CO2 protection on not only the Engine room but also FWD
Storage space. Please clarify.
A32. The specification has been revised to include CO2 fire extinguishing system capabilities for the FWD storage space.
Q33. The general arrangement drawing 826-B215-01 Rev1 shows a CO2 storage room on Hold deck frame 12-14, but 826-B445-01 rev D Fire and safety plan drawing show the CO2 storage room on main deck frame 30-31. Please clarify the CO2 storage location.
A33. The location of the CO2 bottles shall be as shown on 826-B215-01 Rev I. See specification section C677.D.
Q34. The paint locker room shall be protected Per USCG in 46CFR, Subchapter H subpart 76.05-20. But nothing has been mentioned in the specification document about the paint locker room CO2 protection. Please clarify.
A34. The specification has been revised to reflect protection for the FWD storage space in accordance with 46CFR
76.05-20.
Q35. Please provide an estimate for the hull and superstructure steel weight, or any information available.
A35. The contractor shall develop a weight estimate as part of the final design of the vessel.
Q36. Safety plan does not show (2) sensors on generators or the manual fire pull boxes called out in spec. Please advise.
A36. The contractor shall be responsible for final design of the vessel, including locating these items.
Q37. Section C455 please confirm number of personnel the crane and rescue basket are to be rated for.
A37. The crane and rescue basket shall be rated to lift two personnel (500 lbs.)
Q38. Per spec sheet, "the crane shall be provided with a boom tip hook, and a hydraulic winch hoist with hook".
How many hooks are required? and the usage?
A38. Two hooks will be required per the specification. One hook shall serve as the boom tip hook for use with the crane and the other shall service the winch hoist when full operation of the crane is not required.
Q39. Section C305 Hull Structure – listed Lifting Padeye and Lifting Padeye Calc as drawing #’s 826-C306-01 &
826-C306-02, respectively; however, on page 130 the same 2 drawings and report read as 826-C305-01 & -02.
Please clarify which one is correct.
A39. The drawings shall be identified as 826-306-01 & 826-306-02. The specification has been revised accordingly.
Q40. Section C675 Firemain System – There is no mention of a drawing being developed or engineering calculations for the firemain? Is this correct?
A40. The specification has been revised to include submittal of a schematic of the firemain system, as well as piping calculations (as part of the bilge pump sizing calculations).
Q41. Section C780, para A – Please clarify what information is to be depicted on drawing 826-C780-01 ALARM, MONITORING, & CONTROLS OVERVIEW.
A41. This drawing serves as a master list of all alarms, monitors, and control systems, inclusive of the system serviced, locations of alarm/control/monitor, and WBS number. Please see the reference drawing 793-D780-01.
Q42. Section C715, para C – Regarding the coordination study they reference (USCG, 46 CFR, subchapter J, subpart 111.51). That subpart is not referenced by Subchapter T and subchapter T does not reference any subpart requiring a coordination study. There is no requirement for this study under sub T. Does the Government still want the Contractor to provide a Protective Device Coordination Study? Please clarify.
A42. The requirement stands as written.
Q43. Section L – Instructions, Conditions and Notices to Bidders – There is no specific proposal format or structure identified; such as, Technical, Management, Past Performance, Cost, etc. Is this by design or an omission?
A43. This solicitation is issued using FAR Part 14 – Sealed Bidding procedures. Please see contract clauses for more information.
Q44. Contract Drawing 826-B720-01 - Is there a particular reason for use of 400A Frames for shore power? It’s a
100A shore power with 100A circuit breaker disconnects. The lowest available trip on most 400AF breakers is 120A if you dial them all the way down so it’s not really possible to drop the trip value down to 100A. Contractor recommends a 250A Frame. Additionally, since the shore power ports each already have 100A circuit breaker disconnect switches, the interlocked breakers in the main switchboard could be a simple, double throw disconnect switch. Please clarify.
A44. The 250AF circuit breaker is acceptable to ensure a trip value of 100A. The double throw disconnect switch is not acceptable, as this would need to be located outside the switchboard. The mechanical interlock requirement stands.
Q45. Contract Drawing 826-B720-01 - For the MCCs, when it says “No Overload Protection” doe this apply to both the breaker (motor circuit protector) and the controller unit itself? Just an MCP and a contactor only starter? What about the ones that do have overload protection? Are the “breakers” supposed to be standard breakers or motor circuit protectors with the overload protection in the controller unit? Or both? Contractor interpretation of the drawing would typically be that if a trip value is shown (ie 250AF/80AT) then it should be a breaker. But the steering gear for instance can’t be a breaker (even though it shows a trip value) because it would violate USCG rules. Contractor assumption is that is must be an MCP. Please clarify.
A45. The "No Overload Protection" applies to the circuit breaker only, which in turn gives the controller unit no overload protection as well. By putting a "No Overload Protection" in the controller unit, the application from the circuit breaker is repeated. The steering gear protection can be a circuit breaker, albeit with no overload protection.
Therefore, it will still have instantaneous inrush current protection (per USCG).
Q46. Please clarify the requirements for the vessel’s boxcoolers. You will notice that the main engines are sized for a hull speed of 3 knots. The specification uses these same part numbers for the boxcoolers, but also outlines a hull speed of 0 knots for the main engines. If we size the boxcooelrs for a hull speed of 0 knots, the size of the coolers will almost double. It will also have different part numbers. Please clarify.
A46. The specification has been updated to reflect 3kt cooling.
QUESTIONS AND ANSWERS 10 AUG
Questions and Answers W912BU18B0013 (As of 10 Aug 18)
