The plan shall show all major hull structure on the bottom including all transverse and longitudinal bulkheads connecting with the bottom shell, as well as anodes, sea chests, and other features which could interfere with the setting and shifting of docking blocks.
The plan shall also include an alternate blocking arrangement to allow for the servicing of all areas of the bottom of the vessel. No block shall remain in the same position on the alternate blocking plan as it was on the primary dry docking plan.
The blocks shall be located to evenly distribute the loads and avoid undue stresses within the hull structure. Blocks shall be located in way of main structural, longitudinal, and transverse bulkheads wherever possible. Where blocking is located on frames other than bulkheads, appropriate docking brackets shall be designed and installed within the hull. Docking bracket details shall be shown on the structural drawings. If the end(s) of the vessel are unsupported, the contractor shall provide calculations with the plan submittal showing that the hull strength is adequate to handle the cantilevered load.
The dry docking plan shall contain all of the information contained in the reference drawing to include:
· Dimensioned drawing of the docking block
· Total area covered by the docking blocks for each plan
· The maximum block loading (kips/foot-squared)
· Lightship weight determined by the Inclining Experiment, its LCG and VCG
· For the submittal in Phase I, substitute the weight from the most recent revision of 826-C115-01.
· Full load weight as determined by the as-built Stability Calculations and its LCG*
· Load condition for which the plan was developed*
* - The Government will provide this information when requested by the contractor.
After the inclining report and as-built stability calculations are completed and approved by ABS, the Contractor shall update the dry docking plan and calculations to reflect the as-built conditions.
B. SLING LIFT PLAN
The Contractor shall also provide a sling lift plan to allow the vessel to be lifted via travel lift; sling locations shall be clearly marked with painted weld bead and reinforced. The sling lift plan shall use the sling arrangements on a Marine Travel Lift sufficient in size to lift the vessel in the full load condition, but with no passengers or crew on board. The contractor shall coordinate with the Marine Travel Lift Company to identify the lift size and the sling arrangements.
The Contractor shall prepare drawing 826-C170-03 SLING LIFT ARRANGEMENTS detailing the structural reinforcements required in way of the sling lift. This drawing shall be provided with structural calculations, 826-C170-04 SLING LIFT CALCULATIONS, in order to verify adequacy of the structure. These documents shall be provided to the COR for review during Phase II.
After the inclining report and as-built stability calculations are completed and approved by ABS, the Contractor shall update the sling lift plan and calculations to reflect the as-built conditions.
C180 NOISE & VIBRATION
A. NOISE & VIBRATION PREDICTION ESTIMATE
During the Engineering Phase of the contract, the contractor shall retain the services of an acoustical engineering firm specializing in Marine Vessel Noise Assessment, Abatement and Vibration Reduction to prepare a vessel noise and vibration prediction estimate. The noise and vibration predication estimate shall be designated as 826-C180-01 and titled: NOISE & VIBRATION PREDICTION. Possible source for the survey are:
· Noise Control Engineering (Billerica, MA (978) 670-5339)
· J&A Enterprises Inc. (Salem, MA (978) 741-1551))
The acoustical engineering consultant firm shall perform an airborne noise analysis using commercially available noise prediction software. The airborne noise analysis shall include machinery, HVAC and topside noise.
The acoustical engineering consultant firm shall perform a forced response FEA vibration analysis which will predict the vibration response of the decks of all spaces that result from operation of major machinery.
See Clause E05 for the vessel and machinery operating condition in which the prediction estimate is to be developed.
The noise prediction estimate shall provide results for the compartments/locations listed below in paragraph C of this Clause.
The report shall include recommendations for improving the conditions. The contractor shall be responsible for implementing the required noise abatement recommendations to achieve the noise levels listed in paragraph C of this Clause.
B. NOISE & VIBRATION SURVEY
The Contractor shall retain the services of the acoustical engineering firm that developed the prediction estimate to complete a Noise and Vibration Survey at the conclusions of the Tests and Trials. The airborne noise and vibration levels shall be measured in all compartments, deck locations and spaces identified in paragraph C of this Clause below. The noise and vibration survey shall be designated as 826-D180-02 and titled: NOISE & VIBRATION SURVEY.
A report shall be prepared by the contractor detailing the survey and test results. The report shall include sketches of the spaces measured with recorded sound levels denoted at the location of their measurements. Reduced size general arrangement drawings will be acceptable for this purpose. The contractor shall take corrective action as necessary to achieve the required noise criteria. The report shall describe any compartments which present a noise hazard according to OSHA regulation, 29 CFR 1910.95 “Occupational Noise Exposure”.
C. NOISE LIMIT TARGETS
The following noise limits are for reference only. The treatments specified herein should achieve the sound pressure levels given below.
Hold Level
| · Engine Room | 116-db(A) |
| · Crew Space | 90-db(A) |
Main Deck Level
| · Passenger Space | 65-db(A) | ||
| · Galley/Mess | 75-db(A) | ||
| · Head | 75-db(A) | ||
| · Exterior Work Deck | 85-db(A) |
Upper Deck Level
· Pilothouse 65-db(A)
The noise survey during tests and trials shall be based on the average of the broadband sound pressure levels taken at various representative locations in the reverberant field of the compartment or space in question. Values should be measured using the A-weighted scale with the meter set for slow response.
If the noise limits are exceeded and it is found that the excess is due to poor workmanship or quality control, the shipyard shall correct the deficiencies that are identified.
D. VIBRATION LEVEL TARGETS
The vibration limit for the vessel shall be the SNAME Technical & Research Bulletin 2-25 SHIP VIBRATION AND NOISE GUIDELINES (1980) as presented in Principles of Naval Architecture, Volume II (Figure 35, page 306, 1988 Edition). The vertical vibration velocity and acceleration shall not exceed the maximums of Zone II. This criterion is the upper limit of vibration level that is noticeable but usually shall not adversely affect vessel personnel.
The contractor shall measure these velocities in the manned spaces during the testing phase of this contract and provide a written report, per contract Clause E05. If the vibration limits are exceeded and it is found that the excess is due to poor workmanship or quality control, the shipyard shall correct whatever deficiencies that are identified by the excessive vibration.
E. NOISE & VIBRATION CONTROL - GENERAL
In addition to insulation requirements, generator and exhaust mounting details provided in this specification and shown on the contract drawings, the contractor shall implement the following control measures to ensure the target criteria are satisfied:
· Effective noise barrier around high noise spaces to prevent noise transmission to adjacent spaces, and sound absorbing material around high noise spaces, to reduce contribution of reverberant noise within the space.
· Install vibration isolators for all diesel generators and rotating machinery such as pumps and fans in order to reduce noise and vibration transmission through the structure.
· Provide flexible mounting of ventilation and other service lines.
· Ensuring that all pipe and duct joints are tight and that all penetrations through spaces are sealed.
· All pipe connections to the engines and generators should be of the flexible type.
· Use of low noise components, e.g. tighter tolerances.
· Ensure the natural frequencies of the foundations of hard mounted equipment to be at least 30 percent greater than the disturbing frequencies of the equipment.
· Ensure that the local stiffness of the foundation supporting the resilient mounts to be at least 10 times the stiffness of the isolator it supports to result in adequate vibration isolation.
· Ensure that the natural frequencies of the resilient mount systems be sufficiently far from the disturbing frequencies (at least 30 percent of the nearest mode). If this condition cannot be satisfied, the vibrational force transmission to the foundation should be studied in greater detail and corrective measures taken to meet an acceptable isolation performance.
C185 TESTS & TRIALS
The vessel and its component parts shall undergo testing and trials in accordance with Section E of the contract.
