Site Walk/Air

Monitors

During the walk-through, several fixed perimeter air monitors were pointed out that do not appear on the government equipment list. Will this equipment be transferred to the successful remedial contractor? If so, can we get specifications for this equipment?

Air monitors will not be transferred

Volume 1, Factor I, Sub-factor 2 - Organization

Approach/ Management

Plan/QA Approach, Management Approach, item J.

RFP states, "j. A total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract as required by FAR 52.222-46. The total compensation plan for professional employees will be part of the cost volume and provided in Volume II." Question: 1) Volume II is Past Performance and the Cost Volume is Volume III. Should the compensation plan go in Volume II or Volume III or is it even required? 2) There is no mention of a compensation plan requirement in Volume III, Factor III, Price. Can you please tell us where the Compensation Plan should go or if one is even required?

Volume III is the cost Volume, all references to Volume II - Cost were removed as part of Amendment

III

Task Order 2, PWS

Sec. 3.4.1

The PWS calls for the Contractor to consider the most cost-effective transportation and disposal options. It further directs the Contractor to define the costs for demurrage on rail cars, particularly for the purpose of reducing or eliminating these. We are currently finding that the available disposal facilities have declined to provide receiving end pricing to our rail logistics service providers. Those providers have been unable to bid transportation services to this solicitation. This, in turn, negatively impacts our ability to provide a full range of options for transportation pricing or for negotiating demurrage strategies. Would the government consider requesting the disposal companies to allow rail roads to provide rates into their facilities so that we have all options available to provide the most economical cost proposal?

The government will not consider contacting disposal companies for perspective offeror's.

1: Technical Approach, A.

Volume 1, Factor 1, Sub-factor 1 -

Corporate Experience, item i.

Section L States, "Projects shall have a minimum dollar value over $10M, performed by both the prime contractor and the proposed teaming subcontractor(s). For the purposes of this proposal percentage of completion is based upon completion of projects scheduled tasks."

Section M States, "An Acceptable rating may be attained by submission of the minimum three (3) complete or 75% complete projects, with the same or similar scope complexity, and magnitude, by the prime (within the last 10 years) each with a dollar value over $10M, performed by both the prime contractor and the proposed teaming subcontractor(s)." Question: Can you confirm that projects can be provided for this sub-factor from both the prime contractor and our proposed teaming partners for this proposal?

Projects need to be Prime or Joint

Venture - Clarified in Amendment 0003

iv. Volume II, Factor II, Past

Performance, item b.

RFP states, "b. Large-scale construction remediation involving multiple activities to include decontamination, shoring, water management and waste water processing, excavation and handling of beryllium, lead, and radionuclide impacted soils and debris." Question: Our understanding is that beryllium is not part of the SOW of this project. Please confirm if beryllium should be removed from this sentence.

Amendment 0003 removed all references to

Beryllium

RFP page 54, Section L, Vol 1, subfactor 2 Management Plan, item E

RFP states, "control costs consistent with MIS requirements in the SOW:. There are not MIS requiremetns in SOW. Please clarify what the MIS requirements are or revise the RFP.

Stike this requirement from the RFP - no reline will be issued.

Att 3, PWS TO 1, page 2, 2.3 Project Management; and Att 4, PWS TO 2, page 5, 3.1 Project

Schedule Contraints, item 3)

There appears to be an inconsistency in PWS TO 01 vs PWS TO 02. PWS states: "The Project Management line item in the bid schedule is for this task order only”. PWS TO 02 states “Contractor shall update the schedule as part of PWS 1 Scope”. Can you please clarify which is correct?

RFP is clear as written

Att 3, PWS TO 1, page 6, 11.0 Period of Performance

PWS 1 states, "The POP to accomplish all the work elements oulined in the PWS is 12 months from date of the award of the contract". Is USACE anticipating that work plans and mobilization will take 12 months?

No further information will be provided

9 General Question When will TO 1 and TO 2 be awarded?

TO 001 and TO 002 will be awarded with the base.

Att 3, PWS TO 1, page 6, 11.0 Period of Performance and Att 4, PWS TO 2, page 11,

10.0 Period of

Performance; and Att 1, SOW, 1.0

General, 1.1 Contract Award

If TO 01 lasts 12 months (1 year) and TO 02 (365 days) to TO 6 are also annual tasks, that would mean that the duration of the contract is greater than 6 years. However, the contract is supposed to be only 5 years ("The USACE intends to award a five-year IDIQ") . Can you please clarify if that means that TO 01 and TO 02 are concurrent on the 1st year of performance?

TO 001 and TO 002 will be awarded with the base. TO 002 can not start until the work required for TO 001 is complete and authorization to proceed on TO 002 is issued.

11 General Question

To better assess dewatering needs, proposers need more information on current groundwater pumping at the site.

Please make available the locations, screened intervals

(e.g., A Aquifer, B Aquifer, etc.), and pumping rates for any onsite pumping wells.

No further information will be provided

12 General Question Please provide information regarding dewatering rates that occurred during previous FUSRAP excavations at the site.

Assume 200,000 gal/month

13 General Question To better estimate initial dewatering volumes necessary to remove standing water in the open excavations, please provide information regarding excavation dimensions.

Assume 200,000 gal/month

14 General Question

If available, please provide information regarding locations of drums and other potentially contaminated debris encountered previously (i.e., the waste footprint) near AOC 6.

No further information will be provided. For bidding purposes assume no drums will be encountered.

15 General Question Has there been any waste requiring treatability studies (i.e.

above the LDR) and if so will USACE provide the treatability studies?

Treatabliity studies were not perfomred for LDR

16 General Question Will USACE provide waste profiles that were generated during the previous remediation effort?

No additional information will be provided

Question 21, Amendment 002

As a follow on question to the answer provided to Question 21 in Amendment 2, bidders are told to “assume

200,000 gallon per month for bids” as the monthly treatment volume for the CWPT. At the same time, the

PWS 02 requires that we prepare the completion approach using the specific dimensions provided for SU3 and SU3a.

Does this mean that we will prepare the completion approach section with the as left conditions as required by the PWS, and the 200,000 gallons per month will only be artificially fixed for cost preparation purposes?

Yes

PWS 002

If based on the dimensions of the pond given in the "As left conditions" referred to by PWS 02, , we calculate the rates of required treatment for the CWPT to be different from 200,000 gallons per month, are you asking us to normalize the cost per gallon we calculate based on as left conditions, and multiply it by 200,000 gallons per month for cost evaluation purposes? Or are you asking us to ignore the as left conditions referred to in the PWS and for costing purposes only to use 200,000 gal per month rate?

PWS for TO-002

Section 1.2

PWS for TO-002 Section 1.2 states: "As-left site conditions, including estimated remaining volumes for each AOC are detailed in the Contractor-prepared closure documents, including site figures prepared by the previous Contractor." Are bidders required to use this information to determine the schedule and completion approach, including the calculated rate of treatment of waste water based on "as left" conditions and use the 200,000 gal per month rate prescribed only for cost preparation purposes?

Conflicting

Response in RFI Answers

Is the schedule, in either 11x17 or otherwise, included or excluded from page limitations

Yes, schedule pages are included in page limitations. If 11 x

17 pages they would be considered 2 pages.

Response to RFI question creating ambiguity

What does, “Proposed teaming subcontractor(s) must demonstrate previous experience with Cost Reimbursable type contracts (No minimum project value required)” mean in regard to this acquisition.

Contractor shall delete this reference

(in quotations/italicized) in its entirety. No redline will be issued.
