RFI # Discipline Dwg Sheet/Spec Section Comment Response

General Requirements 01 11 00

Para 1.16: Based on the floor plan provided for the C5M Facility (building # Unknown) design/build project at Dover AFB, below is the cost estimate for Kent County Sewer Permit & Impact Fees we requested. Estimated EDU = 3.2 (equivalent Dwelling Units) Estimated County Impact Fee=

3.2 EDU x $1,771.00 per EDU = $5,667.20 Estimated District

Impact Fee = 3.2 EDU x $1,573.00 per EDU = $5,033.60 Commercial Sewer Permit Fee = $325.00 TOTAL Estimated Cost $11,025.80 Do we need to include these fees in our proposal? Note: If approved by the DAFB, the County & District Impact Fees stated above MAY be waived due to an existing credit on the DAFB accounts. Commercial Sewer permit fees would still apply. Please Advise. See Amendment No. 0004.

86 Civil CL101/CL102

Can the civil site plan for the C-5/C-17 CAMTF-Phase I Building be provided so that the proposed improvements by that plan can be evaluated when preparing the design/build proposal? This information would also be helpful in reviewing the routing of storm sewer outfalls from the proposed C-5M FTUF site. See Amendment No. 0004.

87 Civil 6.3.5

Do ADA accessibility requirements need to be achieved from the existing parking lot located to the north of the FTUF or just the new walkways. No, just the new walkways.

88 Civil 6.4.5.4 (6) (b)

Did the storm drainage pipe design for the C-5/C-17 CAMTF- Phase I Building account for the increase in runoff from the development of the FTUF site? See Amendment No. 0004.

89 Civil 6.4.5.4 (6) (a)

Is the ditch running between the parking lot to the north and the Unnamed Access Road a part of the storm water detention facility for the base? If it is was it designed to account for the increase in the runoff created by the development of the FTUF site? See Amendment No. 0004.

90 Civil 6.4.5.4 (6) (a)

Does the base have any information on how peak discharge storm water management was achieved to allow the FTUF site to be constructed without providing detention or water quality measures? See Amendment No. 0004.

91 Civil 6.4.5.4 (5) (a)

Can the site engineer assume that if storm water from the proposed new building site is discharged into the drainage ditch north of the Unnamed Access Road, it will be adequate and that no further downstream analysis of storm drainage adequacy is required? If this statement is not correct, how far downstream from the site will topographic and drainage analysis be required? See Amendment No. 0004.

92 Furniture 01 10 00 - 6.16.3

Page 130 of 134, The modular workstations calls for panels.

On page 9 of 134 - private offices calls for modular furniture.

Do 6x8 cubicles go in these private offices?

Please bid the requirements specified for these private offices. See Amendment No. 0004 for changes to the modular furniture.

93 Furniture 01 10 00 - 3.6 Page 11 of 134 - Are the OSF, OST, and OSTM to have cubicles or desk? See Amendment No. 0004.

94 Furniture 01 10 00 - 3.6 Page 11 of 134 - Are the student workstations to be cubicles or desk? What size should the furniture be? See Amendment No. 0004.

95 Furniture 01 10 00 - 3.6 Page 16 of 134 - Is the workstation to be a cubicle or deks? See Amendment No. 0004.

Is the proposed concrete on drawing CL101 in the phase I building area going to be poured prior to the construction of the C5 Training Facility? If so have any provisions been made to get conduits to the existing high voltage switch?

Phase I has been constructed and is complete.

97 Are room data sheets for each room going to be released? No.

How may voice/data jacks should be installed in the OST/OSTM and the OSF rooms?

Please see Para 3.6.2 of Section 01 10 00.

Where are the exterior pathways going to be located? This is needed to determine where the bollards will be required. See Amendment No. 0003.

In the Army Corps of Engineers Design Criteria and Specifications Volume 1 of 2, section 01 10 00 6.10.3 indicates that MC is not an acceptable wiring method except for lighting fixture whips. But Volume 2 of 2, design guide page 20 of 31, section 10.6.2, states that MC Cable is permitted for branch circuits rated 30 amps or less. Can we use MC Cable as a wiring method for branch lighting and receptacles? See Amendment No. 0004.

On the revised drawing CL101 inside the clouded area, there is an existing electric switch box feeding a transformer and electric box adjacent to Building 208. Which existing switch are we supposed to run our high voltage feed from? If the electric box next to building 828 is a pad mount transformer, can we run the high voltage feed from there?

The information requested is specified in the RFP. Please bid as shown.

Volume 1 of 2, Design Criteria and Specifications 6.10.2 page 109 of 134, states that panels feeding non-lineal loads has to have a 200% neutral with an isolated ground bar. Will this project require a 200% neutral and an isolated ground bar since there are some offices? Yes. Please bid as shown.

Other that the receptacle wall spacing described in Volume 1 of 2 Design Criteria and Specifications section 6.10.5, page 104 of 134, will any other receptacles be required in OST/OSTM and OSF rooms?

Yes. See Para 2.3.2 of Section 01 10

00. Please bid as shown.

Will there be a requirement for furniture for this project and if so, would you be the specifer.

Please see the RFP for furniture requirements. Please bid as shown.

105 Page Count Section 00100 Specifications state that checklists will not be counted as the total page count. Can we put as an appendix to be evaluated? Yes

Design approach Section 00100

Where do you want to see the design and LEED approach for the proposal?

This is not required for proposal submission.

107 Design Section 00100 Are we required to submit a detailed narrative of the electrical and mechanical design that we are proposing.?

This is not required for proposal submission.

108 Site 5.0

Existing trench drain from the C-5/C-17 Building. The invert of this pipe is below 17.63 so it is not clear how to "daylight" this pipe under the new scenario that eliminates the small basin area, also the flow path indicated on Drawing CL101 is approximately 0.30% slope. See Amendment No. 0004.

109 Site 5.0 Rear building access does not need a sidewalk or an accessible entrance? Correct.

110 Architectural 01 10 00 Para. 3.4.2

The Gross Building SF is 6,027 SF. The Total Net SF for the Program is 6,024 SF. The total area of the exterior and interior walls is approximately 12% of the gross area. This will require the same approximate percentage of area reduction to each room. Is this acceptable? See Amendment No. 0004.

111 Architectural We would like to present our own design for the building that meets all of the requirements of the RFP. Is this Allowed? Yes.

112 Architecture 6.5.6.11

This section states that the subdrainage pipe underdrains from the building shall connect with the storm water system. Can this connection be via a sump pump that discharges on grade to a swale and not directly into a piped storm water system? Yes.

113 Structural 6 5 6 4

Para 1 indicates the cold-formed metal framing shall be 16 gauge minimum. Does this minimum gauge apply to interior stud walls?

See Para. 6.5.6.8 (2)(a) of Section 01 10 00.

114 Structural 6 6 6 4

Can interior partitions have a positive attachment to exterior walls of structure? Will this satisfy positive attachment requirements? See Amendment No. 0004.

115 Electrical 6.14

If we have to go after the LEED point measurement and verification the owner will be required to maintain data to USGBC, is this acceptable? Yes

116 Electrical 6.3.9-Site Lighting

Can LED lighting be used instead of metal halide with similar lighting characteristics/color temperature in order to get additional LEED credits. Light pollution and energy. See Amendment No. 0004.

117 Electrical 6.9.2.3

RFP calls for a primary service transformer of 225 kva 12.4KV- 277/480V transformer, however if equipment selections require 208V connections can a 208V service be provided as an option?

See UFC 3-520-01 entitled Interior Electrical Systems for allowable voltage service to the facility.

Energy Conservation 6.12.5.2

Several items are listed to be analyzed for life cycle payback.

If any/all/some of these items are proved to be life cycle effective are they to be included in the project? Please bid as shown.

119 Mechanical 6.11.2.6[Para. 3]

This paragraph calls for independent temperature controls for individual offices. While this sytem would provide the most comfort it will eliminate the option for using high efficiency heatpumps/furnaces is that what was intended? Please bid as shown.

120 Mechanical 6.11.6.1 and 6.11.6.5 If boilers are part of the mechanical system are two boilers required? N+1 redundancy is not required. See Amendment No. 0004.

121 Civil 01 10 00 CL101 Paragraph 6.4.8.1 indicates that sidewalks shall be 5' wide.

Drawing CL101 states 6' wide. Please clarify. See Amendment No. 0004.

122 Civil 01 10 00 In Amendment No.0003, paragraph 6.4.5.4(6)(b), a reference is made to Appendix H. We could not find an Appendix H. See Amendment No. 0004.

123 Civil 01 10 00 CL101

Paragraph 6.4.4.2 indicates that sidewalks shall have a maximum slope of 1:20. It also states that they shall provide ADA-compliant accessible routes. We have been given the building FF elevation of 22.0. The 1/10/12 revisions to CL101 includes a conceptual sidewalk from the front of the FTUF to the concrete surface east of the C-5/C-17 Phase 1 Bldg.

CL101 does not provide spot elevations along the edge of the concrete surface but based on the contours we estimate in the range of elevation 19.25-19.50. It is clear that a much longer sidewalk would be required to maintain a maximum slope of 1:20. Even if we were allowed to design a ramp at 1:12 per ADA requirements the sidewalk length as shown would be insufficient. Would your preference be to move the proposed FTUF building to the south (likely would put it too close to the future expansion of BLDG 208); design "switchbacks" into the sidewalk; or to significantly change the sidewalk alignment to tie into the concrete surface much further north or west of where it is shown? See Amendment No. 0004.

124 Electrical Statement of Work Section 6.9.2.3

Please confirm distance from power source to the new pad-mounted transformer.

The location of the switch and the location of the transformer are both indicated on the dwgs. Bid as indicated.

125 Earthwork Statement of Work Section 6.4.2.2

Please clarify if soil stockpiled from the building excavation must be tested for contaminates prior to being used as backfill within the building or site limits.

Please see the Dover Design Guide and the Division 1 specifications for requirements for testing of soil. Please bid as shown.

126 Electrical Statement of Work Section 5.7.4.1

Pleasae confirm if the source for communications will be from the relocated duct banks surrounding the building's perimeter. Confirmed.

127 LEED Appendix C SSc1

Amendment No. 3 did not appear to address if SSc1 is achievable. Please confirm that the site complies with LEED credit SSc1 – Site selection (i.e. not prime farmland, is not a previously undeveloped land that is lower than 5’ in a 100 year flood plain, not a habitat for an endangered species, is not within 100 feet of any wetlands, is not a previously undeveloped land within 50 feet for water, or the land was not previously public parkland.)

1.0. PROJECT OBJECTIVES

It is the Air Force's objective that the C-5M Formal Training Unit Facility (FTUF) will have a 25-year useful design life before a possible reuse/repurpose or renovation requirement, to include normal sustainment, restoration and modernization activities, and a 50-year building replacement life. Therefore, the design and construction shall provide an appropriate level of quality to ensure the continued use of the facility over that time period with the application of reasonable preventive maintenance and repairs that would be industry-acceptable. The site infrastructure will have at least a 50-year life expectancy with industry-accepted maintenance and repair cycles.

The Government is required by Public Law 102-486, Executive Order 12902, and Federal Regulations 10 CFR 435 to design and construct facilities in an energy-conserving manner while considering life cycle cost over the life of the facilities.

The project site should be developed for efficiency and to convey a sense of unity or connectivity with the adjacent buildings and with the Base as a whole.
