To be resolved in a upcoming amendment.

17 Civil CL-02

CL-102 Note #2 indicates that SWM measures will be required, yet the RFP contains a SWM waiver. Has the waiver been approved? If so is there a requirement for SWM measures?

There is an existing SWM waiver between Dover AFB and DNREC.

The Contractor shall implement SWM measures for this project site.

The Contractorr is not required to manage stormwater quality and quantity but is responsible for site drainage. Please bid as shown.

18 Civil Spec Vol 1

SWM waiver statement indicates the 2-year runoff increase is less than 10% yet the numbers show an increase of 300% (0.004 CFS* 300%=0.012 CFS). Has this waiver been approved and is it capable of being approved as submitted? Please bid as shown.

19 Civil Spec Vol 1

RFP requires proof of passing 100-year return storm through the site. Will there be information provided on off-site 100 year runoff or will the DOR be required to determine existing drainage areas and impervious coverage of upstream and downstream areas?

To be resolved in a upcoming amendment.

20 Civil A101

Screen wall is indicated to screen mechanical equipment.

As shown, the wall and the equipment will be within the 33’ AT/FP buffer area for both this facility and the adjacent facility. Is the base going to allow the equipment and screenwall within the 33’ AT/FP stand-off?

To be resolved in a upcoming amendment.

Special Clauses SC-16

Para. F is this stating that there will be a 10% HUBZone bid avantage given

See Amendment No. 0001. Special Clause SC-16 has been deleted.

Design after Award 01 33 16

Paragraphs 3.2.1, 3.4.2 and 3.6 provide only "minimum" government review time periods. Shouldn't these review time periods be "maximum" rather than "minimum" because the existing RFP language allows the government open ended review periods while still requiring LD's and effectively negating any offeror remedy or relief under paragraph 3.2.7?

The RFP presently provides no fixed government review period which could result in extensive time delays under the project schedule due to no fault of the offeror with no remedy.

To be resolved in a upcoming amendment.

31 Architectural NA

RFP does not idicate a requirement for architectural drawings or narrative to be included with proposal submission. Please verify this is not a requirement of the solicitation.

Correct. This is Lowest Price Technically Acceptable - not Best Value.

Sustainable Design

Can you provide the heght of existing site lighting near the training facility? Is there an approved LED lighting product list?

The answer is "No" to both questions.

42 Electrical General Is there furniture wiring system information (eight wire system) available? No.

43 Electrical Drawing CL101 Is the voltage and capacity of the electrical switches and transformers near the building available?

This information will be provided upon contract award.

44 Electrical

DAFB DESIGN GUIDE ,

page 3, section 1.8

Is the recommended CT and metering information available?

This is dependent on the supply voltage used.

This information will be provided upon contract award.

45 Specification Appendix D Will the DAFB Standard Specifications be furnished as Masters for use directly within SPECSINTACT? Yes

46 Experience Section 00120

Section 00120, paragraph 4.1 provides a minimum construction value of $2M for project experience. As a small business, we humbly request that the minimum construction value for project experience be lowered to $500,000

No - we want projects with the same scope/dollar value of this one.

47 Earthwork Spec Volume #2, Appendix A

In regard to earthwork for preparation of the site, there appears to be multiple boring reports and maps provided in the Specifications Volume #2.

Page 7 of 190 of the Volume 2 spec (Appendix A), is a Demolition Plan titled CD103. This sheet indicates 11ea borings, and is dated 12/15/05, by Tetra Tech Inc. Following this is a report by Hunt Engineering, dated October 12, 2009, starting on page 11 of 190, of the volume. This report indicates that 6ea borings were taken, and recommended undercutting 13.5’ deep, under the proposed building (the building being proposed in that report --- not the building which is part of this project). Following this report is another boring map, on page 22 of 190 of the volume, titled “Boring Location Plan” and dated 2009-10-06. It appears that these borings were taken to the western part of the proposed building site, per sheet CL101, with north being the upper right of the page. We think that the second boring map and the first geotechnical report (dated 10/12/09) go together.

Following the second boring map, is a second geotechnical report from Hunt Engineering, dated March 30, 2010. This

To be resolved in a upcoming amendment.

48 Design

Is the HVAC system specifically limited to the system outlined in 6.1 of the DAFB design guide or are other options possible matching closer with the building size and efficiency requirements? The specified air cooled chiller's efficiency is likely detrimental to the requirement to beat the baseline model by 30%. Please bid as shown.

49 Design

DAFB Design Standards call for ACAD 2009, Section 01 33 16 calls for ACAD 2007 and Revit 2011, attachment E calls for BIM (suggested Revit 2011). Please clarify which drawing format is required. ACAD 2009 or newer would be our preferred format as many design firms have not converted to BIM such as Revit 2011.

To be resolved in a upcoming amendment.

50 Mechanical Would a Variable Refrigerant System be acceptable in place of the outlined four pipe system?

This type of system is contrary to the Dover Design Guide. Please bid as shown.

51 Design

What is the anticipated maximum total load for OSF & OST/OSTM Areas? IF greater than 49, a second exit door will need to be added.

See Para 3.3 of Section 01 10 00 for approximate occupancy information.

52 Design

Do you have a preference on exterior wall material? One section states to use cold form back-up and another section states reinforced masonry material may be used.

To be resolved in a upcoming amendment.

53 Design Will a lit of meeting minutes and attendees from the November 29, 2011 site visit be made available? Please see the FBO site.

54 Structural RFP Sect. 6.6

Are we to base the design on the blast charge at the minimum stand-off distance, or at the actual distance to the road, parking, or trash enclosures?

To be resolved in a upcoming amendment.

55 Civil CL101

Note 2, ondrawing CL101 says "…so stromwater management measures are required…", however paragraph

5.2.7 of Section 01 10 00 - Statement of Work, of the Design Criteria and Specifications, says the project is eligible for a stormwater waiver. Will stormwater management be required?

Stormwater management includes soil erosion and sediment control during construction and permanent site drainage features after construction. There is a waiver for obtaining a permit.

56 01 10 00

RFP Section 01 10 00 paragraph 6.12.5, Life Cycle Analysis, states as a minimum that a LCCA shall include refrigerant condenser heat recovery, photovolyaic energy, solor heating, exhaust air energy recovery, economizer, and rainwater collection and storage. Thes systems are not found anywhere else in the RFP. Please clarify that the scope of work relates only to performing LCCSs on these systems as part of he design, and that these systems are not to be included as part of the scope of the subject project.

To be resolved in a upcoming amendment.

57 Civil CL101

There are three conflicting elevation 19 contour lines, a conflicting elevation 20 contour line, and a spot grade of

18.94 within a 16 foot contour line. These conflicts confuse the existence of what appears to be a four foot deep stormwater basin. Does this basin exist, and is it required for stormwater management?

To be resolved in a upcoming amendment.

58 Fire Protection

The RFP requires the closest hydrant to be capable of delivering a minimum of 750 GPM at 20 PSI water supply for 60 minutes for this project. The RFP indicates that the base water supply system is capable of supplying this but must be verified by a water flow test and fire protection engineer.

There is a general note indicating that if the water supply is not capable of providing the required flow and pressure and capacity, that this contract requires the contractor to supply whatever is required to meet the requirements; water supply storage, fire booster pump, etc. So there is a conflict in the RFP. Which is it, do we assume that the base water supply system has sufficient capacity, pressure and flow or will there be a change order during the design to verify and provide additional water storage, and fire pump if needed? See RFP paragraphs 6.10.1.3, 6.13.3.1. To be resolved in a upcoming amendment.

59 Architectural 01 10 00 Para 6.5 Window Sills: Are the sloped rowlock brick standard or a special bullnose unit? Please bid as shown.

60 Architectural 01 10 00 Section 3.6.1 and 6.16.3: Can the "modular furniture" utilized in the private offices be wall hung?

To be resolved in a upcoming amendment.

61 Architectural 01 10 00

Section 6.16.3, Items (16 and (17): Chairs are requested with a 5-prong base with the ability to be stacked. These two details are mutually exclusive. Please confirm if chairs should be stackable OR have a 5-prong base.

To be resolved in a upcoming amendment.

62 DIV 1 00 120 5.2.1

Paragraph states to submit bid bond in accordance with 00100 clause 52.228. This information has been ommitted.

Request inclusion of ommitted information ASAP in order to facilitate acquisition of bid bond. To be resolved in a upcoming amendment.

63 RFP 1.2 (p. 3 of 48)

Please explain the requirement for Delaware-registered architects and engineers of record as a firm requirement.

This potentially limits available design professionals and design firms. Would the Government consider licensed design professionals from other states as the designer and engineers of record? Please bid as shown.

64 RFP 1.2 (p. 3 of 48)

If Delaware-registered architects and engineers of record are required, can they be in process with the State at the time of the award and in place for final signing of the documents? Yes.
