SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 09-Sep-2010 03:00 PM to 05-Oct-2010 03:00 PM.
SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified: TECH SPECS & SOW
REPLACE MACH-301 D
Remove Item Technical Specifications section D. of CLIN 0001DD “MACH-301 SUPPORT ELEC UPGRADES - MDC PROJ 2802” in entirety.
Replace section D. of CLIN 0001DD “MACH-301 SUPPORT ELEC UPGRADES - MDC PROJ 2802” with the following text.:
D. MACH-301 VESSEL MODIFICATIONS
1. Installation of ION Power Meters
b. The Government is providing 4 ION power meters to the Contractor for installation in the central control room (CCS). These meters will receive and display a variety of data from the generator and shore power circuit breakers. The contractor shall refit the electric load monitoring panel with these meters. The meters shall replace the existing generator monitoring gauges and bus frequency gauge. A drawing of the electric load monitoring panel is included as Reference Drawing 9-7-2519 -- ELECTRIC LOAD MONITORING PANEL. Cabling shall be provided and connected as shown on Contract Drawing 333-F725-01-- AUX SWITCHGEAR POWER
AND CONTROL CABLING INTERCONNECTION DIAGRAM
2. Automatic Dredging Console Removal
a. The Contractor shall remove the two obsolete automatic dredging consoles on the bridge. These consoles were installed but never commissioned and no drawings exist of the system. The Contractor shall remove the consoles and foundations and restore the deck to match the remainder of the bridge. The associated cables shall be pulled back out of the bridge and fully removed wherever possible. Where long cable runs exist they shall be checked for voltage, secured, safe ended, and the ends pulled into a junction box provided and installed by the Contractor.
3. Circuit Breaker Replacement
a. The Contractor shall replace all circuit breakers in the main and emergency switchgear. The Government will provide new circuit breakers, mounting plates, bus bar run backs, and cover plates. The details of the supplied equipment are shown on Contract Drawings 333-F740-01
AUXILIARY SWITCHBOARD MODIFICATIONS and 333-F740-02 EMERGENCY SWITCHBOARD MODIFICATIONS. All new equipment shall be installed by the Contractor.
All existing equipment shall be removed and scrapped. Upon completion of the work all cables shall be reconnected to the new circuit breakers.
b. The circuit breaker replacement will require the auxiliary switchboard to be secured. The Contractor shall provide at least 3 days notice to the COR prior to securing the auxiliary switchboard so that arrangements may be made for berthing the crew ashore. The Contractor shall complete the circuit breaker replacement within 5 days of securing power to minimize impact to the crew as well as other work on the vessel. It is expected that this will require multiple electricians working two shifts.
c. When all circuit breakers have been replaced, the Contractor shall isolate completely the four distribution sections (units 6 through 9 on Reference Drawing 635J479 – EXISTING AUX SWITCHGEAR) from the sections being replaced with GFE (units 2 through 5). This shall be accomplished by removing the piece of bus work linking units 5 and 6. Additionally, the Contractor shall remove all bolts, wires, and other physical connections that pass between the two units. Plywood shall be attached the inside of the framing on the right hand side of unit 5.
Sufficient plywood shall be installed such that, when unit 6 is removed, no accidental contact can be made with the distribution section of switchgear.
d. Because the permanent shore power connection is being replaced by the new GFE switchgear, the Contractor shall provide temporary shore power directly into vessel’s power distribution system immediately following the breaker replacement. Temporary shore power cables shall be run to the switchgear and terminated directly on the main power distribution bus. A local disconnect switch shall be provided at the switchgear as well as a circuit breaker and isolation transformer on the shore. 250A service at 450V shall be provided. The temporary shore power cables shall be hung out of the way and protected where passing over metal surfaces.
4. Additional Work
The Contractor shall provide and install TNIU-133 cabling from spare 150A circuit breaker in the auxiliary switchboard to the new dredge pump controls. The contractor shall perform an insulation resistance (megger) test once the cable is pulled into place and provide the results to the Government. The cable shall be terminated at the circuit breaker. The other end shall be pulled into the dredge control cabinet but will be terminated by the Government. The Contractor shall leave 8 feet of cable coiled up in the dredge control cabinet for Government termination.
Sensor cabling for the dragarm hoist system required under Section C.3.h shall be provided similar to TURK Flexlife-20 part number RF50968 in order to meet flexibility requirements and fit the Government provided M20 connectors.
The Contractor shall install a new GFE engine monitoring system. The system will consist of 4 bolt in panels to be installed in the existing engine monitoring console in the central control station (CCS). These panels will be installed in place of the existing dredge and aux generator control and monitoring panels. The frame of the existing monitoring console will remain unmodified. The center console section for propulsion engines will remain untouched. The arrangement of the console and bolt-in panels is shown in Contract Drawing 9-7-2514 -- ENGINE STARTING & MONITORING CONSOLE. For the affected sections of the console, the Contractor shall remove the existing panels, gauges, controls, and associated wiring. A representative from the engine monitoring system vendor will be onside to tag items for rip out prior to gutting of the existing console. Cabling running between the CCS console and local generator control panels shall be removed. Existing cabling is shown on Reference Drawing MF-M3-61. The Contractor shall mount 2 new remote I/O cabinet. One shall be mounted in the lower level engine room, the other in the lower level generator room. The exact locations of the panels shall be coordinated with the Government representative. The Contractor shall fabricate a welded steel foundation to support each remote I/O cabinet. The foundations shall be welded to the deck or bulkhead and the cabinet bolted to the foundation. Each cabinet will be 36" tall by 30" wide by 12" deep and will weight approximately 300 lbs. New cabling shall be provided as shown on Contract Drawing 080310-2 REV D -- ENGINE MONITORING SYSTEM. Cabling external to the main console shall be provided by the Contractor. Internal cabling will be provided by the Government. All terminations will be made by the Government. Cabling requirements and estimated lengths are detailed in Contract Drawing 080310-3 ENGINE MONITORING SYSTEM CABLING REQUIREMENTS.
The Contractor shall run cables in the existing cable racks to the greatest extent practicable. Where this is not possible supports and brackets shall be provided to support cables as they transition off machinery and sensors into the cable racks. Cables shall be labeled in accordance with the Contract Drawings. Aluminum cable tags shall be installed every time the cable enters a new space. Profibus and network cables shall be run separate from power cables.
The Contractor shall mount several sensors and transducers as described in Contract Drawing 080310-3 ENGINE MONITORING SYSTEM CABLING REQUIREMENTS. All sensors and transducers will be provided as GFE. All pressure transducers shall be tied into existing tubing used for existing gauges. A "T" fitting shall be installed to allow for simultaneous operation of existing gauges and new transducers. All tubing and fittings shall be provided as 1/4" stainless steel similar to SWAGELOK. The Contractor shall fabricate mounting brackets for transducers and weld to the bulkhead. Transducers shall be installed adjacent to the existing manual gauges.
