35 6.13.5.9 6.13.7.1 The delta tees for the chilled water and heating water appear to be very low-10 for the chilled water, 20 for the heating water. Energy, piping cost and pump sizes can all be reduced if a 16 degree split is used for the chilled water and a 30 degree split is used for the heating water. Please advise.

Please see Amendment No. 0003.

36 E04 Room 150 - The UPS and batteries do not appear to have required clearances. The room will have to increase, is thi acceptable?

We have contacted vendors for accurate sizes and the room area is adequate for the required UPS.

Please price per the RFP.

37 6.12.18.2 Egress lighting and exit signs are to have battery back-up, yet they cannot use battery packs. Is it acceptable to connect emergency lighting to the UPS? Or, is it the intent to have a separate battery inverter emergency lighting system?

Wall mounted battery packs are not permitted. battery packs in light fixtures are acceptable. Please price per the RFP.

38 6.12.23.8 This calls for receptacles in the labs to be 24" on center. The Room Data Sheets indicate they should be 60" on center. Which is correct?

The Room Data Sheets indicate perimeter wall duplex outlets should be placed at 24" o.c. while the overhead service carriers the outliets should be placed at 60" o.c.

which would be one duplex outlet for each 60" mobile cart. Please price per the RFP.

39 6.12.23.8 Is a 208V 3 phase receptacle really required every 10'-0" on the benches? Or, should it be a 208V single phase receptacle?

Please see Amendment No. 0003.

40 01 10 00 Paragraph 6.8.2.7.3, page 185, refers to window design per Standard 10 of UFC 4-010-01. The next to last sentence states "The results of the blast analysis, whether static or dynamic, shall be........". Since the building meets all standoff requirements, UFC 4-010-01 provides prescriptive pressures and glass thickness to be use for the window design. Please confirm that if the prescriptive criteria of UFC 4-010-01 is followed for design of frames and connections, then a specific blast analysis to determine over-pressures is not required.

Specific blast analysis is required for this project. Please price per the

RFP.

41 01 10 00 Clarify the 2500kva estimate listed in 6.11.1.1 is for the 3 buildings listed in document or is that only for the AFMES new building.

Please see Amendment No. 0003.

42 Appendix Q Reference Appendix Q: Item 10.6.5 states that in New Facilities, Electric rooms “shall have only one door- a dedicated exterior door”. The architectural plans show access from interior corridors except for the main electrical room. Are these interior doors acceptable? Please clarify.

Yes, the interior electric rooms with access from an interior door is acceptable. Please price per the

RFP.

43 01 10 00 Please confirm that all illuminance criteria shall be based upon the Room Data sheets and the Concept Lighting Schedule in section 6.12.18.5. Section 6.12.10 requires all lighting to be designed to the latest edition of the Illuminating Engineering Society of North America (IESNA) Handbook, which recommends illuminance values that vary from those given in the Concept Lighting Schedule. Furthermore, section 10.9.1 states “The standard lighting method is via three-lamp fluorescent troffers with inboard/outboard switching.” This section also requires fixtures to be located no more than 6’ apart to avoid dark spots in areas with systems furniture. This layout would provide significantly higher illuminance levels than those recommend in both the Concept Lighting Schedule and the IESNA Handbook, while also exceeding the power density requirements of ASHRAE 90.1. This would also be counter to the intent of LEED requirements.

The room data sheets and the Concept Lighting Schedule included in the RFP are to be utilized for the required lighting levels. Per the RFP, the contractor is to select energy efficient light fixtures that do not exceed the power density requirements of ASHRAE 90.1.

Please price per the RFP.

44 01 10 00 Section 01 10 00 Para: 6.13.2.15 item 4) calls for factory mounted microprocessor controls. Can “field mounted controls” be used in lieu of factory mounted, in order to achieve more competitive options?

Please price as shown in the RFP.

45 01 10 00 Section 01 10 00 Para: 2.3.1 states that “New furniture procurement and installation of new and existing furniture will be completed by others under separate contract . . .”4. Section 01 10 00 Para: 2.3.1 states that “New furniture procurement and installation of new and existing furniture will be completed by others under separate contract . . .”

Section 01 10 00 Para: 6.18.1 states that “procurement and installation to include Administration and Lab Furniture is an option of this contract.

Please confirm that all furniture including but not limited to office, administration and lab furniture are not a part of this offer or an additional option of this offer and that all built-in furniture, case work, Lab casework, and millwork shall be a part of this offer.

Please see Amendment No. 0003.

46 01 10 00 Section 6.10.8.3 requires cast iron piping for underground storm drainage. Can PVC be used? Please see Amendment No. 0003.

47 01 10 00 Section 6.10.12.5 requires bracing for underground acid waste drainage piping. What is the piping movement or support that the bracing is required to prevent etc.

Due to the anticipated soil conditions, the bracing is required.

Please price per the RFP.

48 01 10 00 Section 6.10 .7 describes domestic hot water system and indicates that the lab hot water should be separated from the domestic hot water by a backflow preventer. The lab hot water return would contaminate the domestic hot water when it returns to the heater under this type of arrangement. Should separate water heaters be required for each system?

Separate water heaters for each system are not required. Vaccum breakers for lab sinks are required at all locations which allows for one hot water system. Please price per the RFP.

49 01 10 00 Section 6.10.15.7 requires air pressure to be 50 psi +- 5 psi. Room data sheets indicate 100 psi. please verify that 10 psi distribution with reduction to 30 psi at table outlets is acceptable except where 100 psi is required.

Please see Amendment No. 0003.

RFI Answers - Page 1

50 01 10 00 Section 6.10.15.7 indicates nitrogen pressure to be 160 -185 psi. This is hospital pressure usually used for driving power tools. Please verify that 30 psi is acceptable for lab applications.

High pressure is required for the nitrogen system. 30 PSI is not acceptable. Pleasea price per the

RFP.

51 01 10 00 Section 6.10.15.8 indicates a liquid nitrogen piping system is required. The drawings indicate a single liquid bulk nitrogen tank. The equipment cuts and room data sheets do not indicate any cryogenic equipment that uses liquid nitrogen. Also cryogenic equipment operates at approx 22 psi, it is not practical to get 22 psi liquid and 160 psi gaseous nitrogen from the same tank. Please clarify nitrogen systems.

Please see Amendment No. 0003.

52 01 10 00 Volume 1 of 2 Design Criteria and Specifications Appendix Q article 7.0 Plumbing Para 7.1 indicates battery operated fittings. Section 6.10.16,5 indicates Hardwired. Which item is required?

Please see Amendment No. 0003.

53 01 10 00 Will text displays be required for Mass notification. If so, please confirm number and locations. No. Please price per the RFP.

54 01 45 04 - 3.4.1 In Section 01 45 04 pg. 4 section 3.4.1 it notes that the CQC System Manager may serve as the Safety and Health Manager or may be a separate position. In paragraph 3.4.2 of that same section it notes: The CQC System Manager shall be assigned no other duties. In Section 00800 pg. 15 SC-28 (b) it notes that the SSHO (Safety and Health Officer) may be a collateral duty responsibility which supports section 3.4.1. Which is correct?

Please see Amendment No. 0003.

55 01 35 26 - 1.6.1.1 The qualifications for the SSHO are different in Section 00800 page 15 SC-28 and in Section 01 35 26 paragraph

1.6.1.1 page 4 ; which is correct?

70 Spec 01 10 00 Section 6.15 Para 3.1

If the resonse to RFI Question Number 21 (above) is to use IBC for the occupancy load, an additional egress stair will be required. Section 6.15 par 3.1indicates that stair 102 shall not be used as a means of egress. If this is the case code requirements will dictate that an additional egress stair be added or that Stairs 109 and 148 need be expanded to widths that are not practical. Under this condition can Stair 102 be converted to an egress stair?

The design team worked together in analyzing the building layout from a life safety egress standpoint and determined that the resulting layout, which includes but is not limited to the number of exits and stairs, their size and remoteness, etc, isin compliance with the requirements of the Life Saftey Code per paragraph 2-5.1 of UFC 3-600-01. The final analysis of the life safety design completed by the DB Contractor must be performed by their own fire protection engineer of record per paragraph 6.15.1.1 of the RFP. Based on chemical list provided in RFP (Appendix K) there does not appear to be sufficient information to identify the number of control areas required for the new facility. Bridging drawings do not identify number of control areas.

Should we assume only one control area is required for the whole faciity?

It is the responsibility of the DB Contractor 's FPE to make the final determination in their fire protection analysis of how many control areas are required, if more than one. The referenced paragraph does not require the use of multiple control areas, it says only that multiple control areas are possible. Th also attempts to clarify, given the noted assumptions, that even though the quantities of the listed chemicals are not clearly defined, what is listed is not anticipated to exceed the limits set forth for control areas as defined by IBC. Please price per the RFP.
