Paragraph 6.6.6.10(13), page 152 thru 157, refers to high density files systems. The total size of the systems (number of carriages, number of shelves per carriage, type of contents, etc.) are not provided. Please provide configuration of the systems so that a total weight can be determined for design of the slab-on-grade.
A thickened slab is indicated in the RFP already and the storage loads are indicated as well. Please price per the RFP.
116 01 10 00
Para. 6.15.1.3 states that overall fire protection design to also be in accordance with the requirements of AGRAM 08-03 for Fire Protection Redundancy. Assume this is a standard or technical directive which has not been included in the Government documents. Also cannot find on the internet. We assume that the requirements of this standard have been incorporated into the RFP. Please provide a copy of this standard or information on where it can be acquired. AGRAM 08-03 included with
Amendment No. 0004
117 01 10 00
Para. 6.15.1.4 specify that the fire protection systems design shall also incorporate the requirements of NFPA 232. This standard addresses other design requirements beyond fire protection systems per se and it is assumed that these requirements shall be applied to spaces such as the Repository and other areas that contain (storage?) of foil wrapped index cards?
Correct, NFPA 232 requirements apply only to the storage of the foil wrapped index cards. Please price per the RFP.
118 01 10 00
Para. 6.15.1.4 specify that the fire protection systems design shall also incorporate the requirements of NFPA 232. This allow for specific methods of storage based on the types of records to be stored as defined in NFPA 232 (i.e. Vital, Important, Archival material, Permanent, Active, Inactive, Unscheduled records). Based on the Type of Records and the resulting method of storage, there are specific requirements for fire ratings, method of operation of shelving, storage volume limitations smoke detection in addition to fire suppression, etc. Please define the type of records per these NFPA 232 definitions.
Please see Amendment No. 0004.
119 01 10 00
Para. 6.15.2.2 Based on the description in this paragraph and the Hazardous Materials/Chemical List In Appendix K, it is assumed that the quantities of Hazardous Materials can be accommodated by treating the entire building as one control area;
no control areas separations would be required and the structure can generally remain non-fire rated. If this is not the case, fire proofing of the structure would be likely to accommodate additional control areas especially those on the second level.
Please confirm.
Addressed in a previous RFI.
120 01 10 00
Para. 6.15.2.6 No information can be found in the Government documentation that indicates the occupancy and construction type of the existing Building 116. This is needed to confirm proper rating of the fire wall at the new/existing building juncture.
Regardless, the possible S-1 occupancy in the new building would drive the fire wall rating to 3 hours vs. 2 (IBC Table 705.4) as stated in the RFP.
The existing building is considered B Use Group and Type 2B construction. We do not see that the new building will become an S-1 use Group since the storage area is less than 10% of the building area.
Please price per the RFP.
Drawing A-01; 01 10
Para. 6.15.2.6 The fire wall is indicated to be a back to back double wall construction. By code including NFPA 221, each individual wall making up this double wall assembly would need its own fire rated opening protective (door) and a vestibule would be created between these doors with thee fire rating wrapping around each side of the vestibule; This is not currently shown. It is assumed the additional doors and vestibule will be required and shall be provided. Please confirm.
There are methods of complying with NFPA 221 that do not require vestibules. Please price per the
RFP.

Appendix "H"
Appendix “H” page 301 Receiving Room (#158) – In the remarks section “Provide refrigerated section for cold storage.” Does this mean to provide a cold box or will the Owner be providing refrigerators in the room for storage? If a cold box is required please provide the size of the box?
Please see Amendment No. 0004.
123 01 10 00
Para. 5.10.4.15 Past experience has included galvanized piping for dry and preaction sprinkler systems. Not indicated in RFP. It is assume that galvanized piping is not required. Please confirm.
Addressed in a previous RFI.
Section 5.12.1.1/ Drawing CP101
Please confirm that the footprint of the building meets all ATFP standoff criteria (UFC 4-010-01 B-1.1, Table B-1) for conventional construction both from the controlled perimeter and to parking and roadways within the controlled perimeter. In order for this requirement to be met there must be continuously controlled access to the loading dock access road per UFC 4- 010-01 B-1.1.3 and B-1.3. Controlled access of the loading dock road is only shown at the south entrance to this road on sheet CP101 of the RFP. Please confirm that access is controlled currently at the north entrance to the loading dock road.
There is access control at the north entry to the loading dock. Please price per the RFP.
Section 6.8.2.8
The vibration analysis requires that all structure supporting laboratory spaces shall be stiffened to limit vibrations to 1000 micro-inches per second with a minimum footfall load of an 185 lb person walking 75 steps per minute in the laboratories and 100 steps per minute in corridors. Please confirm that this requirement is intended to be met for the entire lab area and that there are not areas within the lab space that can be designed to less stringent criteria.
Addressed in a previous RFI.
Section 3.4 and 6.18.5.1
Section 3.4, Item 1a (page 13) indicates that furniture 150 square feet and over will be tenant provided, however, Section
6.18.5.1 item (2), page 247 indicates 110 sf and larger will contain office furniture provided by the government. Which is correct?
Addressed in a previous RFI.
Section 5.3.5.1
Please clarify the format for furniture procurement documentation. Are we to specify a single manufacturer's product that meets the design criteria; specify a preferred product vendor with three alternates that also meet the guidelines or specify a generic product that can be an open bid?
Please see Amendment No. 0004.
Appendix H Page 248drawings QL102
& QL202B
Please clarify - the Lab Plan does not match Room Data Sheets. For example Reagent Prep [C7.01] does not match with respect to doors or fume hood. Unless notified otherwise, we assume Appendix H is correct.

"Please Confirm / Clarify DCID 6/9 Requirements. DCID 6/9 indicates a range of possible protection levels. The following is our understanding as applicable to this project:
QY101
- the focus is to construct the area in accordance with DCID 6/9 section 3, so as to restrict and detect physical access at the perimeter of these areas by the prescribed electronic monitoring and physical barriers.
QY102 - adjacent spaces (above, below or lateral to the SCIF) are not restricted in use or required to be additionally controlled.
Section 01 10 00
- there are no TEMPEST requirements nor any additional restrictions on the material or labor sources used to construct these areas."
DCID 6/9" Correct statements. Please price per the RFP.
Section 01 10 00 page 16 # 4g. "Please clarify the statement 4g ""Lab Space built to DCID 6/9 Standards.""
Please price per the RFP.
Is the intent that this apply to each individual laboratory space as individually separate SCIFs, or collectively so that groupings of adjacent lab spaces constitute a single SCIF perimeter.
RFI Answers Page 2 of 3
Unless notified otherwise we understand groupings of adjacent lab spaces to constitute a single SCIF perimeter. For example laboratories with a common demising wall do not need to build that wall to meet DCID 6/9 or SCIF standards. "
There are specific rooms refernced on the QY drawings and in the Room Data Sheets that require SCIF Construction. Groupings of SCIF areas is not possible. Please price per the RFP.
