Paragraph 6.1.1.1 states in part "The offeror shall select the design firm(s) and Key subcontractors for electrical and mechanical installation…." This is under paragraph
6.1.1 Submission Requirements:.
Is it the Governments intent that the specific electrical and mechanical subcontractors be chosen and submitted with the proposal and that only one contractor or possible contractor can be submitted for each trade?
See SC-17 KEY PERSONNEL, SUBCONTRACTORS AND OUTSIDE
ASSOCIATES OR CONSULTANTS.

Paragraph 6.1.1.1 states in part "The offeror shall select the design firm(s) and Key subcontractors for electrical and mechanical installation…." This is under paragraph
6.1.1 Submission Requirements:.
Is it the Governments intent that the specific electrical and mechanical subcontractors be chosen and submitted with the proposal and that said contractors can not be changed at any time after submission (refer to paragraph 6.5.2.2)?
See SC-17 KEY PERSONNEL, SUBCONTRACTORS AND OUTSIDE
ASSOCIATES OR CONSULTANTS.
3 00120
Paragraph 6.3.2.1 states in part …"with construction completion required by April 30, 2011." That end date leaves a design and construction duration of 18 months assuming an award in October 2009. Would the Government rate a proposal as unsatisfactory if a later completion date was proposed?
Please price as shown in the
RFP.
Has the site approval process with local authorities been started or will the successful offeror be responsible for the entire process?
Please price per RFP - See Section 01 10 00 para 5.2.8 and 6.4.3
5 Can we obtain electronic copies of drawings in CAD or similar format? Yes, Gov't will provide
6 Is the project to fall under LEED 2.2 or LEED 2009 standards?
Please price as shown in the
RFP.
What volumes of the submission are to be included in the 75 page count? Is only volume 3 omitted from the page count? See Amendment No. 0001
8 Appendix J
The manual references a LEED v 2.2 scorecard. The LEED v 2.2 program will not accept applications to that program after June 27, 2009 which is before the contract will be let on this project. The new program LEED v3 will be the only program accepting projects after June 27, 2009. Will this project be LEED v 2.2 or LEED v3? We understand that a formal application to the (USGBC) Green Building Certification Institute will not be required for this project
Please price as shown in the
RFP.

Building Sections A and C note attic space that is “Non-accessible, non-combustible concealed space. No mech. or ductwork”. Please explain the reason and fire protection logic behind these notes. The sections also appear to indicate these spaces to have a "floor" construction similar to the typical 2nd Floor - is a slab on metal deck required in these spaces?
Please price as shown in the
RFP.
10 Are CADD files of the bridging drawings (as-builts not needed) available for our use? Yes, Gov't will provide
11 RFP
Volume 2, Tab A – Subfactor 1 – Specialized Experience states that “The Prime Contractor and the design firm(s) shall each submit a minimum of three and no more than five projects for the following facility types or their equivalent or similar commercial or institutional type”. The number of projects to be provided by the subcontractors was not mentioned. Please clarify the number of projects that our electrical and mechanical subcontractors are to provide.”
Please price as shown in the
RFP.
12 M01&M02
Given the airflow requirements for the lab AHUs, redundancy requirements and the requirement for Carbon filters, HEPA filters and unit humidification, the Lab AHUs will not fit in any configuration within the given mechanical room space. The largest lab units shown on the bridging documents indicate a size of 18'Lx8'W, these units are actually required to be 37'Lx10'Wx10'H. The only suggestion at this point is to make the lab AHU mechanical rooms larger. Please advise.
Please price as shown in the
RFP.
13 A04&A05
It appears that there will be limited space for the ductwork system due to the potential structure size to accommodate vibration and loads and 9' ceiling heights. It also appears that there is no clear path for exhaust ductwork to get to the exhaust fans at the second floor due to the corridor light well system. Will 8' or 8'-6" ceilings be allowed and can there be cross over paths at the second floor corridor for ductwork.
Please price as shown in the
RFP.
14 6.15.4.9
The program calls for a standpipe system with hose valves, does this mean that you also want to maintain the pressure at the top of the standpipe at 100psi,(this means fire pump) or is this just a provision for the pumper fire truck to pressurize the standpipe system so that the fire fighters can use the hose valves as required. We would recommend letting the bas pressure of 58psi suffice for the sprinkler system and let the base fir department pumper trucks provide the standpipe pressure for the hose valves.
Please price as shown in the
RFP.
15 E02 & E05
These drawings indicate 1 generator serving the entire building. The design criteria indicates a 2,500 kVA load in 6.11.1.1. Assuming the load is correct, is it the intention to have 1 generator at say 2,250 kW or paralleled generators?
Please price as shown in the
RFP.

Section 01 10 00 Section 1, item 4 states the labs are to be BSL-2. Our experience has been that pathology labs include Virology, Mycology and AFB testing which would include testing for diseases such as TB, which would require a protocol for access as well as special HVAC design. Please confirm there are no BL-3 labs required for this project.
Please price as shown in the
RFP.
22 01 10 00

32 RFP 00120
Para. 3.4, page 2 defines the maximum number of pages allowed in the proposals. The 75 pages maximum excludes past performance information and evaluation questionnaires or substitute corresponsdence from references. We assume this means Volume 3 - Past Performance is not included in the 75; however, we are not certain what "evaluation questionnaires" means. Can you please clarify? See Amendment No. 0001.
33 RFP 00120 Are the Attachements 1-9 (pgs 28-38) available in electronic format by the COE? See Amendment No. 0002.
