About this file

This is a Questions and Answers document (RFI 1) related to a tank inspection contract at Eielson AFB, AK. The document addresses two questions regarding tank cleaning responsibilities.

Both questions seek clarification about whether the contractor is responsible for gas freeing, cleaning the tank, and waste disposal, particularly given references to cleaning standards (NFPA 326, API Std 2015, UFGS 33 01 50.55) in Part 5.1 and Technical Exhibit 1 PRS #2 of the PWS. The government clearly responds that "the tank will be emptied and cleaned by the installation" for both inquiries, indicating that these tasks are not the contractor's responsibility despite references to cleaning standards in the contract documents.

RFI 1

1. Is the facility going to gas free, clean the tank and disposal of all waste so that the successful Contractor can “scan 100 percent of the tank bottom,…” as referenced in Part 4.1.2?

- The tank will be emptied and cleaned by the installation

2. There is no clear mention of the Contractor performing tank cleaning in Part 4 of the PWS. However, cleaning and waste disposal is referenced in Part 5.1 (Applicable Publications) where NFPA 326, API Std 2015 and UFGS 33 01 50.55 are shown as applicable, and Technical Exhibit 1 PRS #2 does have “Clean” in the verbiage. Please clarify if the Contractor need to gas free, clean the tank and handle waste disposal.

- The tank will be emptied and cleaned by the installation
