About this file

This document is a Q&A amendment to Solicitation W9128F25Q0012 for janitorial services at Cottonwood Campground near Gavins Point Dam, NE. The amendment reveals that T&L Fletcher LLC is the incumbent contractor, though no performance information can be released. The services are seasonal, with the park operating from mid-April to mid-October each year, and closed during winter months. While cleaning frequency remains constant throughout the operating season, more time is required during peak summer months due to increased visitor traffic.

The amendment clarifies that all government-furnished property (GFP) will be supplied by the government with no contractor supplementation required. Several operational details are referenced back to the Performance Work Statement, including work schedule (Section 1.5), hours of operation (Section 1.6.4), and contractor days off (Sections 1.5.1 and 1.5.1.1), though the specific details are not provided in this amendment.

Amendment to Solicitation W9128F25Q0012

1. Incumbent Contractor: Who is the current contractor performing these services, and have there been any noted performance issues or significant changes anticipated in this contract?

Answer: T&L Fletcher LLC. No other information can be released.

2. Beyond what is listed in the solicitation, are there any specific areas of concern that past contractors have struggled with in fulfilling contract requirements?

Answer: This information cannot be released.

3. Seasonal Considerations: Given the period of performance, do fluctuations in visitor traffic or weather conditions significantly impact cleaning schedules or require additional labor?

Answer: The park opens in the spring and visitation is light compared to the peak of summer. After the peak of summer, visitation subsides until the park closes. The amount of cleanings remains the same through the period of performance, but the amount of time it takes to clean it all is increased in the busy summer months, because of all the visitors.

The park is closed through the winter and no services are required from mid-October until mid-April each year.

4. Government-Furnished Property & Supplies: The solicitation outlines some government-furnished supplies. Are there any historical trends regarding shortages, or should bidders anticipate supplementing materials frequently?

Answer: There is no scenario where the contractor would be supplementing materials that are identified as GFP. The items referenced in the GFP are furnished by the Government.

5. Is this a 7 day a week job?

Answer: This is outlined in 1.5-‘Period of Performance’ in the Performance Work Statement portion of the Solicitation.

6. What time can cleaning start?

Answer: This is outlined in 1.6.4-‘Hours of Operation’ in the Performance Work Statement portion of the Solicitation.

7. What is the day o ?

Answer: This outlined in 1.5.1 and 1.5.1.1-‘Contractor Day O ’ and ‘Contractor Day o Schedule’ in the Performance Work Statement portion of the Solicitation.
