1. Will a third party (private) utility locator be required? During the site visit it was stated that the installation will perform all required utility surveys before the start of subsurface work to locate underground utilities and anomalies. Please confirm that the Contractor is not required to retain a private utility contractor to locate underground utilities and anomalies.

o The Contractor is responsible for all survey activities to execute this contract. Shaw AFB shall be coordinated with to achieve a dig permit. Shaw AFB will locate all utilities as part of the dig permit. The Contractor has the option to hire a third party utility locator if they choose to do so.

2. What is the thickness of both the asphalt and concrete pads?

o Concrete tank pad is 6 inches thick, asphalt on the short road segment is 3-inches thick, concrete pad in dispenser area is 6-12 inches thick.

3. Will the additional pad that supports (in part) separate electrical equipment need to be partially removed?

o The transformer and pad shall remain.

4. Due to proximity to flight-line, will a FAA permit be required? If so, will Shaw submit, or will it be the responsibility of the contractor?

o Yes, the contractor will be required to submit the FAA permit.

5. Please provide a map or figure showing the proposed location of the lay-down location on Shaw AFB for the salvaged serviceable appurtenances to be removed from the site.

o See attachment 10 – Laydown Yard *

6. Please provide a figure or report summary for the groundwater contamination plume associated with the flight line mentioned during the site visit.

o See attachment 11 – Remediation lines, wells, and injection points. PCE/TCE plume in the upper black creek, but it’s 75’ down. Restoration lines (in blue) are approximately 2 ft below surface. Water table is approximately 35-40 ft. Injection points and wells will be marked with the dig permit markings. Remediation lines, wells, and injection points need to be left undisturbed. *

7. Please confirm that concrete “Jersey barriers” on the east side of the site will be moved by the government prior to site work.* o USACE will update PWS to provide language that installation will remove barriers.

8. Please provide the applicable wage rates for this project.

o See Attachment 12, SCA Wage Determination 2015-4439, Revision #20, Dated July 10th, 2023.

9. If available, please provide scaled drawings and any as-built drawings for the project site and USTs.

o Scaled drawings and as built drawings are not available.

10. Please provide the depth of groundwater at the project site (Note, two groundwater monitoring wells were observed near the USTs).

o 35-40 ft.

11. Please confirm that an Accident Prevention Plan (APP) is not required.

o As part of this service contract, implementation of EM 385-1-1 is required. As such, an

APP will be provided to the government and accepted before work can begin. The government review period for the APP will be 20 calendar days.

12. Should the Contractor assume the removed concrete and asphalt pavement and pad subbase material (aggregate) can be left in place or does it require removal prior to restoration?

o Please review the PWS item 1.4 which gives the demolition and removal of the concrete, asphalt and sub-base … the surface shall be backfilled with clean fill, compacted, graded, and seeded with native, naturally occurring, drought tolerant indigenous lawn or turfgrass species appropriate for the locale to promote energy efficiency and water conservation, preserve drainage patterns, inhibit erosion, improve air quality, lower maintenance, and add beauty. In no case shall Bahia grass be used. Clean debris free soil from excavation may be used as backfill. Any additional borrow soil used as backfill shall be free of debris, roots, wood, scrap material, vegetation, refuse, soft unsound particles, and deleterious, or objectionable materials.

13. Please confirm that in addition to the SCDHEC required tank closure analyses for soil, soil samples collected for compliance from the tank pits, dispensers, and distribution lines should also be analyzed for TCLP metals, TCLP benzene and RCRA characteristics for ignitability/flammability (per PWS Section 1.4.3.1). TCLP and RCRA analysis are typically only required for soil being characterized for waste disposal (as per PWS Section 11.4.3.2).

14. Please provide the specific native seed mix/blend and recommended pounds per acre to be used.

o Seeding shall be in accordance with the Clemson Publication, “Southern Lawns: Best

Management Practices for the Selection, Establishment and Maintenance of Southern Grasses”. In no case shall Bahia grass be used. Site shall be seeded with native, naturally occurring, drought tolerant indigenous grass species appropriate for the locale to promote energy efficiency and water conservation, preserve drainage patterns, inhibit erosion, improve air quality, lower maintenance, and add beauty.

15. Is there an onsite water source (hydrant or faucet) that can be used by the Contractor as a water supply and is there any cost to the Contractor for water usage?

o There is water on the base. There will not be any cost to the contractor for the usage.
