Part 1 General Information

1. GENERAL: This is a non-personnel services contract to perform demolition of Underground Storage Tanks (UST) 4 and 5 located at Shaw AFB, SC. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other additional items, and non-personal services necessary to execute the cleaning and demolition of two 6,000-gallon underground storage tanks (USTs), concrete, fencing, and the associated equipment of the fueling system as defined in this Performance Work Statement (PWS), except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. All equipment listed in Attachment 4 will be removed from site and stored at lay-down location on Shaw AFB. Contractor will coordinate lay-down location with the 20 CES/CEIEC WFSM Shop.

1.2. Background: The South AGE fueling site at Shaw AFB is no longer in use and will be demolished and recovered at the request of the installation. All serviceable equipment will be stored on site after removal. The two existing monitoring wells near the demo site will remain in-place and functioning. Any damage occurring to these wells during demolition will be repaired at the expense of the contractor.

1.3. Objectives: Site demolition and return to natural grade. Removal and disposal of the two existing 6,000-gallon USTs. All associated serviceable appurtenances will be removed from site and stored at lay-down location on Shaw AFB. Contractor will coordinate lay-down location with the 20 CES/CEIEC WFSM Shop.

1.4. Scope: Demolition shall include removal of the tanks, all associated underground piping, dispensers, all concrete pads, UST hold-down pad, fencing, and conduit/wiring. Underground conduit shall not be abandoned in place. Underground piping from the UST to the dispenser shall be removed and properly disposed to include chase/carrier piping. Concrete will not be replaced, the surface shall be backfilled with clean fill, compacted, graded, and seeded with an appropriate seed mix. Clean debris free soil from excavation may be used as backfill. Any additional borrow soil used as backfill shall be free of debris, roots, wood, scrap material, vegetation, refuse, soft unsound particles, and deleterious, or objectionable materials.

1.4.1. Disturbed areas of the site shall be stabilized with permanent seeding, using a phased approach, no more than 14 days after the demolition activity has been completed. In Accordance With (IAW) UFGS 32 92 19, the contractor shall review the local Agricultural guidelines to determine proper planting seasons for species specified, for the optimum cover depth, and for the proper rate of application for sowing and drilling seed. The contractor shall ensure proper germination of the area to prevent erosion prior to Government acceptance. If it is not feasible to permanently seed and germinate an area after the demolition activity has been completed, then the contractor shall notify the Contracting Officer as soon as possible but no later than 5 days prior to completion of the demolition activity.

1.4.2. Before tank removal, the contractor shall ensure both tanks are clean and vapor free. Fuel has already been removed from the tanks. Only residual fuel remains (less than 1”).

Contractor will sample waste removed from the tanks for RCRA hazardous constituents and provide a copy of the waste analysis to the 20 CES/CEIEC prior to disposal for evaluation and waste determination. Disconnection of electrical and ATG will be coordinated with and accomplished by 20 CES/CEIEC. Transformer and its associated concrete pad will remain in place. All electrical running to the fuel site shall be disconnected and removed. Electrical running to any other locations shall remain connected. All electrical work shall be done per NFPA 70. Contractor shall leave a clean and orderly site upon the completion of the demolition. The UST removal shall be performed in accordance with South Carolina Department of Health and Environmental Control (DHEC) R.61-92 – UNDERGROUND

STORAGE TANK CONTROL REGULATIONS.

1.4.3. Environmental Requirements: Soil and/or groundwater contamination may exist based on historic and current land use. Any contamination encountered will be handled only to the extent in which it is disturbed in executing the PWS. If a spill of any petroleum or hazardous substances occurs during this project, the Contractor shall immediately clean up the spill and report the incident to 20 CES Environmental. Follow all federal, state, and local regulations/guidance for handling and disposal, as required. If the contractor plans on utilizing any HAZMAT material for any purposes during the execution of this PWS, that material must be reviewed and approved by 20 CES/CEIEC prior to project kick-off meeting using forms provided in Attachment 5.

1.4.3.1 Contractor shall collect soil samples from excavated areas, to consist of 3 samples from the tank pit, 1 sample from beneath each dispenser (2 total), and 1 sample every 20’ of piping run. These samples shall be analyzed for gasoline, diesel, and kerosene using EPA Method 5035/8260B (BTEX/Naphthalene) and EPA Method 3550/8270D (PAHs); for D001 ignitability/flammability; and for metals and benzene via toxicity characteristic leaching procedure (TCLP). Samples shall be analyzed by a laboratory holding Department of Defense Environmental Laboratory Accreditation Program (ELAP) and South Carolina accreditation.

1.4.3.2 After segregating potentially contaminated soil, initial sampling and testing of suspected contaminated media shall be performed by the Contractor as part of the basic contract in order to confirm the presence of contamination. If groundwater is encountered during the excavation, it will be containerized and tested to determine if it requires special disposal considerations. Soil and groundwater that are to be disposed of shall be sampled for waste characteristics to ensure proper disposal, including D001 ignitability/flammability and metals and benzene TCLP. Any drums containing waste must be labeled “Awaiting Sampling” with the date the sample was taken, and a yellow hazardous waste label describing what is being sampled for (e.g., D001, D018, D008), potential DOT hazards (flammable liquid or solid, toxic), etc.

1.4.3.3 The Contractor shall be responsible for notification to regulatory agencies (notification will also go through the 20 CES/CEIEC Environmental office for their tracking), segregation of contaminated media, sampling and laboratory analyses as appropriate, and proper disposal of contaminated soil and groundwater. Per South Carolina DHEC R.61-92, Section 280.17 notification to the regulatory agency must occur 30 days prior to the removal of the USTs.

Contaminated soil shall be stockpiled with an impermeable liner and cover or containerized while awaiting the testing results and subsequent removal off-site or reuse on-site if appropriate. Contaminated groundwater shall be containerized while awaiting the testing results and removal and disposal off-site, or disposal on-site to the sanitary sewer if appropriate.

1.4.3.4 Since POL in both tanks is either RCRA flammable or close to the definition of RCRA flammable (less than or equal to 140º F), the Contractor shall ensure that both tanks meet the RCRA definition of empty prior to disposal. Per 40 CFR 261.7 and South Carolina DHEC R.61-79, Part 261.7(b)(1) (i-iii) (B). or 261.33(e) of this regulation, a tank is empty if:

a) All wastes have been removed that can be removed using the practices commonly employed to remove materials from that type of container (e.g., pouring, pumping, and aspirating), and

b) No more than 0.3 percent by weight of the total capacity of the container remains in the container or inner liner if the container is greater than 119 gallons in size.

Additionally, per South Carolina DHEC R.61-92, Section 280.70(a), a tank may also be considered “empty” if no more than 2.5 centimeters (one inch) of residue remains in the tank.

1.4.3.5 Additional environmental requirements are listed in Attachment 5 – Shaw AFB Environmental Requirements and Attachment 7 – South Carolina Department of Health and Environmental Control Tank and Sludge Disposal Form.

1.5. Period of Performance: The period of performance shall be for 180 calendar days starting at the date of contract award.

1.6. General Information

1.6.1. Quality Control: The contractor shall develop and maintain an effective Quality Control

Program (QCP) to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is how it assures the work complies with the requirement of the contract. The QCP shall be submitted within 5 working days after contract award. Electronic submissions are requested. Email a .pdf version of the proposal to USACE Omaha Contracting Division Points of Contact (POC) (Brent Bertrand at Brent.D.Bertrand@usace.army.mil, ensuring read receipt is activated. After acceptance of the QCP, the contractor shall receive the contracting officer’s acceptance in writing of any proposed changes to the QCP.

1.6.2. Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.3. Recognized Holidays:

Contractor is not required to perform services on the following federal holidays.

1.6.4. Hours of Operation: The contractor is responsible for conducting business, between the hours of 0700-1630, Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall maintain stability and continuity of the workforce.

1.6.5. Place of Performance: The work under this contract will be performed at Shaw AFB, South

Carolina. See Attachment 2, Figures 1 & 2 for specific location on the installation.

1.6.6. Security Requirements: The Contractor will be required to meet all necessary security requirements necessary to gain access to Shaw AFB to meet the objectives of this PWS. See Attachment 8 – General Installation Security Requirements for more details.

1.6.7. Site Access: Contractor shall coordinate with Shaw AFB personnel for access to the site.

Points of contact for the installation will be provided upon award.

1.6.8. Meetings/Kick-Off Meetings: The Contractor shall coordinate with USACE PM and conduct a kickoff meeting prior to field activities. This can be accomplished either prior to mobilization and demolition activities or onsite prior to commencement of activities. The Work Plan shall be discussed, and further coordination and scheduling shall be accomplished at this meeting. These meetings shall be at no additional cost to the government.

1.6.9. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officer’s Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor’s performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor’s performance and the contractor will apprise the Government of any problems encountered. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.6.10. Contracting Officer’s Representative (COR): The (COR) will be identified by a separate letter.

1.6.11. Key Personnel: The follow personnel are considered key personnel by the government:

Contractor Quality Control System Manager (CQCSM), Site Safety and Health Officer (SSHO), and Project Superintendent. The CQCSM may also be assigned as Site Safety and

Health Officer if qualifications for the additional assignment are met. The CQCSM, Project Superintendent, and SSHO must be employed by the Prime Contractor. The CQCSM and the Project Superintendent shall not be the same person. The contractor shall provide a contract manager, who shall be responsible for the performance of the work. The name of this person and an alternate, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 0800 and 1600 Central Time, Monday thru Friday, except Federal holidays or when the government facility is closed for administrative reasons.

PART 2

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

PART 3

CONTRACTOR FURNISHED ITEMS AND SERVICES

3. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

3.1. General: The Contractor shall furnish all supplies, equipment, facilities, and services required to perform work under this contract that are not listed under Section 3 of this PWS.

3.2. Equipment: The Contractor shall provide all lifting and transportation equipment needed to perform the demolition.

PART 4

SPECIFIC TASKS

4. SPECIFIC TASKS:

4.1. CONTRACTOR MANAGEMENT REPORTING (CMR)

Upon compliance of FAR 52.204-14, the Contractor shall send written confirmation of reporting inputs to the USACE PM. Contractor shall provide verification to COR that requirements have been met prior to payment of final invoice.
