About this file
This document contains three sets of questions and answers regarding a solicitation for POL tank inspection services at Hurlburt Air Force Base in Florida. The solicitation requests API internal inspections of two fuel storage tanks including removal, disposal, or transfer of remaining fuel, tank cleaning, and replacing wiper seals. The U.S. Army Corps of Engineers is conducting the solicitation on behalf of the Defense Logistics Agency Energy. Bids are due within seven days of the amendment release date. Only an internal inspection is required, and attachment I regarding external inspections will be removed from the solicitation. Site visits are not permitted but photos and schematics of the tanks will be provided. The fuel in the tanks is to be transferred between tanks and remains the property of the installation.

Questions and Answers
1st Set of Questions
1. Are there any previous tank reports that can be made available for review?
a. No, we do not have the inspection reports. If we did, they would be listed under the attachment J in the PWS and would have been sent in the RFP package.
2. Could you please clarify what is to be done with the 11,500 gallons from both Attachment B and section 5.1.1.5 of the PWS? Remove and transfer and remove and dispose are very different in time and cost.
a. They are to transfer any fuel remaining into the other tank.
3. Is 100% internal cleaning confirmed or is it at the discretion of the API 653
Inspector? Typically, 100% cleaning is for construction/repair projects and not inspection projects.
a. Tank cleaning to 100% is taken out of PWS because it is only if the tank has Diesel in it.
4. What is the timeframe for closing the tank to fill level height for resetting the IFR legs (high to low)?
a. They will not be responsible for setting the legs from high to low.
5. Can a description of the IFRs be provided? Aluminum? Steel?
a. Aluminum

2nd Set of Questions
1. Does the Jet A fuel to be removed from the two tanks become the property of the Contractor?
a. No, fuel will need to be transferred between tanks.
2. Is the Jet A fuel in each of the two fuel storage tanks in useable condition?
a. Yes
3. Does USACE place any condition on the disposition of the Jet A fuel removed from each of the two fuel storage tanks other than that the disposition be legal?
a. No
4. Are the two fuel storage tanks currently in use?
5. What is the expiration date(s) of the most recent inspections conducted on each of the two tanks?
a. Do not have access to the most recent inspections since USACE did not conduct the inspections.
6. What is the Contract Number and the Contract amount of the last Contract(s) issued to inspect the two fuel storage tanks?
a. USACE did not conduct any inspections for these two tanks, so we do not have that information.
7. Can the Contractor set up an office trailer at or near the location of the two fuel storage tanks?
a. No need for an office trailer, it is an inspection.
8. Is a Site Visit possible?
9. If a Site Visit is not possible, can the USACE or the USAF provide pictures of the tanks and the immediate area to be used for ingress and egress to the Site?
a. Yes, will ask installation to provide pictures.
10. Will the COR and any Inspectors for the Project be USACE or USAF?

(POP)?
a. Yes, they could against the POP.
12. Are closings due to hurricanes or other extraordinary weather included in the extraordinary conditions that may cause the base to be closed?
13. On page 66 of 68 of the Solicitation documents, the DUNS number of the Contractor is requested. My understanding is that DUNS numbers are no longer used by Federal Government agencies and have been replaced by Unique Entity Identifier (UEI) numbers. Does USACE want the Contractor DUNS number or UEI number?
a. Please provide UEI number
14. On page 67 of 68 of the Solicitation documents, item 4. states that "Funds are not available for the award of this action." If funds do not become available before the expiration of the 60 day "Period for acceptance of offers" do offers expire or is the Solicitation canceled or is the Contractor permitted to adjust his offer?
a. Funds will be available.
15. Items 1 and 4 that are to be Bid are named "API Internal Tank Inspection Service" and include in the Item Description "Complete API Internal Tank Inspection."
a. Also, on page 3 of 68, in the PWS Section 1.3 entitled "Objectives" included is "perform an AST Internal inspection" in the list of objectives yet no similar mention of an "External inspection" is included.
16. And yet Attachment I to the documents included in this Solicitation is labeled "API External Inspection Template." Is an EXTERNAL Tank Inspection included in the work to be performed pursuant to this Solicitation? If so, where is the cost of such an External Tank Inspection to be included? Or is the cost of External Tank Inspection intended to be a separate and discrete Line Item?
a. Only an internal inspection is to be completed. Attachment I is not to be used and should be removed from the RFP.
Attachment List will be revised and updated accordingly.
