MEMORANDUM FOR AFCEC/CO

FROM: 319th Civil Engineer Squadron 525 Tuskegee Amn Blvd Grand Forks AFB, ND 58205

SUBJECT: Backup Generator Manufacturer Standardization Request

1. The 319th Civil Engineer Squadron conducted a series of analyses to justify the use of a sole manufacturer for backup generator units. As a result of the analyses, Cummins has been identified as the requested single manufacturer of backup generators to be used on Grand Forks AFB (ND).

History has proven local and regional support being far superior to other manufactures.

2. A comprehensive inventory control analysis was completed by a team comprised of the CEO Infrastructure Superintendent and the Installation Electrical Systems Sub-Activity Manager. The following data was derived from BUILDER and physical observation:

3. A supply chain analysis was completed. Parts and service are readily available from local venders, to include a Cummins Sales and Service store that is located 15 miles from base and is regularly used for replacement parts. Four different Cummins Sales and Service stores are also located within 350 miles.

4. The procurement will be through attrition of the existing units as they reach their expected life cycle.

Power Production Airmen are trained on Cummins generators in tech school making their transition to Base Operations easier and requiring less follow-on trainings on different systems. Given the high percentage of Cummins systems currently on the installation, technicians have significantly more experience and familiarization working with their equipment than other manufacturers on the installation.

5. An approval memorandum from the AFCEC/CO is requested to concur with the above findings.
