October 2013

1.2 DEFINITIONS

See the design drawings and specifications for descriptions of major components of work under this project to include, but not limited to "Secure Area," "open-storage area," etc.

1.2.1 Secure Area(s)

Areas identified in the design documents as "secure areas" shall be designed, constructed, and accredited to the criteria listed below. The contractor shall design and construct the perimeter and all spaces within the boundary in compliance with the following criteria:

The listed criteria carries impacts to all building systems within the designated boundary. Use the most current version of the referenced criteria available at the bid submission deadline:

a. ICD/ICS 705 - Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities.

https://www.dni.gov/files/Governance/IC-Tech-Specs-for-Const-and-Mgmt-of-SCIFs-v15.pdf

b. ICS 705-1 - Physical and Technical Security Standards for Sensitive Compartmented Information Facilities.

c. ICS 705-2 - Standards for the Accreditation and Reciprocal Use of Sensitive Compartmented Information.

d. UFC 4-010-05 - Sensitive Compartmented Information Facility Planning, Design and Construction.

e. DODM 5205.07 - DoD Special Access Program (SAP) Security Manual:

Physical Security

The design drawings and specifications indicate the technical mitigations required by the project. This specification indicates the Contractor and Government's role(s) in administering the secure areas during construction for accreditation by assigned authorities.

1.2.2 Construction Secure Area Perimeter

A potentially moving boundary established during project construction by which the SSO and SSM assign layers of oversight for purposes of Construction Security Plan (CSP) implementation in compliance with ICD/ICS 705 and DODM 5205.07 . Coordinate the perimeter(s) and transtions from one CSP implementation perimeter to another with the SSM and with the anticipated order of construction, through the duration of the project.

1.2.2.1 CSP and Secure Area Implementation

This project contains a secure area that exists as part of the larger construction project. CSP implementation will not occur on the entirety of this project - or for the entire duration of construction. CSP implementation will only occur on the spaces referenced for the durations described herein:

a. Secure area oversight and administration per secure area criteria referenced below will only occur on three rooms (with vestibules)

SECTION 01 14 00 Page 4 already located on the project plans. Total room area is approximately 4,000 SF - exact rooms to be identified to the awarded contractor after construction contract award. All other work under this project is not considered secure area work unless referenced otherwise.

b. The Government does not intend to establish a secure area perimeter and access control until the secure area boundary is roughly constructed and secureable on all sides. As such, the Government does not intend to establish access control for secure area oversight purposes at the site perimeter - only the perimeter of the secure room(s)/area(s).

c. During construction (and prior to establishment of access control), the Contractor shall notify the Government when secure room structural perimeter elements including but not limited to lid, floor slabs, stud framing, perimeter masonry walls, and other materials that serve as the secure area perimeter will be placed. This shall be discussed during established weekly meetings so that the Government may position personnel to carry out inspection and oversight of those activities and features of work. The Government reserves the right to segregate and compartmentalize materials from the established stock for installation and/or inspection as part of the secure area perimeter.

d. The Government will establish and man the access-controlled perimeter when the construction fully encloses the secure space, including a lockable (temporary or permanent) door, and at the point at which substrates, finishes, systems, and other features need to be run through and installed within the roughed-out space. The point at which access control is established will be when floor slabs and roof deck are in place, along with perimeter construction on the exterior (unsecure side) of the perimeter only. The Government does not intend to dictate the time at which that perimeter is established, but the Contractor shall notify the Government NLT 30 Days in advance when they anticipate those features of work will be ready for access control to be established.

e. CSP implementation will only occur on the project onces the SSAMP is approved and the secure area perimeter is constructed and secureable by the SSM. The contractor may perform work around and outside the secure area perimeter, but no construction that conceals a volume, void, or that transverses or penetrates the secure area perimeter/volume on the secure or unsecure side will be allowed without written approval by the Government. This would include ductwork, piping, conduit, and equipment that occurs within the secure perimeter walls, plenum, or within the secure space itself. These features may be routed to the perimeter of the secure area, but shall not penetrate that boundary until Government oversight is in place..

CSP implementation will occur from that point through the entire duration of construction to include procurement and installation of any bid options.

f. Once the perimeter is coordinated and established, access to the space will be exclusively through the Government's access control procedures as defined herein. Any deviations from the procedures herein must be coordinated with USACE and the SSM in writing.

Contractor responsibilities associated with CSP implementation will only terminate upon full Government acceptance of all work on and within the secure area perimeter and upon the Contractor's departure from the project

SECTION 01 14 00 Page 5 site - including procurement and installation of any bid options awarded under this contract. While it is the Contractor's responsiblity to establish the order of work within the constraints established within this Contract, no work on or within the 6-sided perimeter of the secure area shall occur without implementation of Government and Contractor responsibilities associated with the approved CSP - as described herein.

The Contractor shall document their intended order of work and required points of interface with CSP requirements in the Security and Site Access Management Plan as defined below - as well as reflect this requirement in the project schedule.

1.2.3 Security and Site Access Management Plan (SSAMP)

A detailed plan that acknowledges, describes, and details all unique access control, security, and phasing requirements in this Contract.

Project-specific requirements for the SSAMP are described below.

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

SD-01 Preconstruction Submittals

Project Security And Site Access Management Plan; G, RO

1.4 PROJECT SECURITY AND SITE ACCESS MANAGEMENT PLAN (SSAMP)

This project contains a variety of work under various security, access, and oversight requirements/limitations. It is the Government's intent that the Contractor perform all work under the fewest constraints allowable under the applicable criteria, and as applicable to the individual component of work. This specification and the entirety of the design drawings and specifications coomunicate all applicable requirements, and the Contractor is responsible for provide a plan for compliance with these constraints that is consistent with their technical approach for construction.

Prior to the start of construction, the Contractor is to provide a Project Security and Site Access Management Plan (SSAMP) for approval by the Government. The SSAMP shall incorporate the constraints described below and throughout the Contract. This shall include, but is not limited to, the following information. Clearly separate the plan into "Secure Area" work and non-"Secure Area" Work to address the following:

Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.

1.8 RESTRICTED AREA (RA) ACCESS AND SECURITY (AS REQUIRED)

EAFB is a closed base. Within the installation boundary there is a permanent Restricted Area (RA) around the flighline area. Restricted Areas, by definition, contain priority resources and are established pursuant to DODM 5200.08 , Security of DoD Installations and Resources.

Because priority resources are contained within the restricted area, a single security system and circulation controls are required and employed.

Access into this area is separately secured from the EAFB installation iteslf. Access is highly controlled and construction activities associated by this contract shall be coordinated with existing RA access control and security procedures.

The process and procedures to enter the EAFB RA are different than the general requirements to enter the installation boundary. As referenced, the US Army Corps of Engineers (in collaboration with Base Civil Engineering Squadron) will coordinate restricted area entry with the resource managers of the areas on EAFB and with the Base Security Forces Squadron (SFS).

1.8.1 Right to Deny Entry into Restricted Area

The Installation Commander or designated representative reserves the right to deny entry to any Contractor whose NAC is unfavorable, and the right to terminate the entry authorization of any Contractor employee upon disclosure of information which indicates the individual's continued entry to EAFB and the RA is not in the best interest of national security.

Additionally, the violation of or any deviation from established security procedures by the Contractor's employee may result in the confiscation of

SECTION 01 14 00 Page 13 restricted area badge and the denial of future entry to EAFB.

1.8.2 RA Badging

A Restricted Area Badge for Unescorted Entry only (i.e. not requiring or authorized access to classified information) may be issued to Contractor personnel meeting the following qualifications:

a. Subject will be employed for six or more months.

No other areas, restricted or controlled, will be entered on the badge. Badges will not be electronically coded for any module or controlled by the Advance Entry Control System (AECS). The Governmnet may issue RA badges to Contractor personnel, but escort authority is not granted to Contractor personnel unless specifically indicated on the RA badge. See "Contractor-Provided Escorts" paragraph below. If any other areas are required, the badge will be issued only upon completion of the NAC.

e. Security Forces personnel will verify the identity and authorization of each Contractor employee requesting entry to the installation or restricted area, and may conduct searches of any hand-carried item, container, or vehicle used by the Contractor under this contract.

f. The contractor shall absorb all costs associated with delays at the installation entry points, restricted area entry points, or any other locations affected by security entry/circulation control measures.

1.8.3 Contractor-Provided Escorts

The Contractor shall provide escorts (as part of the contract base bid) and/or CAGs as required to fully execute the scope of work defined by this contract in compliance with the security requirements established herein and in the approved SSAMP. This may be accomplished by self-escorting personnel, employing Cleared American Guards (CAGs), and/or a combination of both - as indicated in the approved SSAMP.

While significant escorting is not anticpiated to be required as part of contract bid options, any costs for escorting associated with the procurement, construction and/or installation of bid options shall be included within each respective bid option price.

The contractor shall provide escorts under the following constraints:

a. Work within an approved free zone perimeter does not require Contractor-provided escorts.

b. Work within the the EAFB RA, but outside of an approved free zone requires Contractor-provided escorts or Cleared American Guard (CAG) oversight as defined herein.

c. Work required to establish and/or remove free zone perimeter(s) also requires Contractor-provided escorts or CAG oversight as defined

SECTION 01 14 00 Page 14 herein.

d. Finally, work on or within the RA perimeter fence serving the EAFB RA requires Contractor-provided escorts or CAG oversight as defined herein.

The Contractor is required to obtain RA escort badging and/or employing the services of escorts (CAGs) as to fully execute the work within the constraints defined herein.

1.8.3.1 Escort Ratios

Contractor-provided escorts and CAGs shall comply with the most-stringent of the following on each work activity:

a. When required, escorts/CAGs shall not oversee more than 10 escortees for every single (1) escort or guard (maximum 10:1 ratio).

b. When required, Contractor-provided escorts/CAGs shall have direct line-of-sight to all assigned escortees at all times. The means that certain work activities may require more escorts than the maximum ratio allows.

The Contractor shall clearly communicate their anticipated plan for Contractor-provided escorts/CAGs in relation to work activities in the

SSAMP.

1.8.3.2 Self-Escort Badging

The Contractor may assume that the Government will issue up to 2 "escort authorized" badges to the Contractor during the duration of construction.

Each requesting applicant must comply with the badging requirements indicated above, and shall return their "escort authorized" badge upon completion of activities that necessitate the escort privilege.

1.8.3.3 Cleared American Guards (CAGs)

As an alternative, the Contractor may employ the services of CAGs in order to address escort requirements on the project. CAGs shall meet the following requirements:
