1. See SECTION 00 21 00, INSTRUCTIONS TO OFFERORS (RFP) for evaluation of options. The
Government reserves the right to exercise Options No. 0003 – 0005 and 0013 within 90 days after issuance of Notice to Proceed and Options No. 0006 – 0012 within 365 days of Notice to Proceed.
2. Prices must be entered for all items of the schedule. Total amounts submitted without prices being entered on individual items will be rejected. Additions will be subject to verification by the Government. In case of variation between the lump-sum prices and the total amount, the lump-sum prices will be considered the price submitted.
3. A modification to a proposal which provides for a single adjustment to the total amount submitted, should state the application of the adjustment to each respective lump-sum price affected.
4. The Offeror shall propose a total integrated contract duration in number of calendar days after the Notice to
Proceed (NTP) is received by the Contractor. The total number of proposed calendar days for design and construction through completion, ready for turnover should not exceed the benchmark duration of 720 calendar days. The proposed duration shall become the required contract duration. The Government may issue the NTP via e-mail or Facsimile (FAX) or by other means. Day number 1 is the day after the date of receipt of the NTP.

1.2 GENERAL DESIGN REQUIREMENTS
1.2.1 Applicable Codes and Criteria
All pertinent building codes, life safety codes, and reference criteria shall be met or exceeded. This project utilizes the DoD Building Code, as defined by UFC 1-200-01 and its references.
1.2.2 Technical Specifications
Government-provided technical guide specifications shall be completely edited and fully coordinated with the drawings to accurately and clearly identify the selected products and installation requirements for this project
Certain specifications and performance requirements, deemed critical to the project, have been included herein. Where requirements are not covered in the guide specifications, specification sections shall be prepared to cover those subjects and shall be in the same format as the guide specifications.
1.2.3 Handicapped Accessibility
Per DoD ABA Memorandum, "It is the goal of the Department of Defense (DoD) to make its facilities accessible to persons with disabilities. To achieve that goal, the Department intends to go beyond the minimum requirements of law. Even if a facility is exempt from coverage under the Architectural Barriers Act of 1968 (ABA), compliance with the standards identified in this memorandum is recommended to the maximum extent that is reasonable and practicable without degrading the facility's military utility."
The facility and site, excluding mechanical, electrical, and telecommunication equipment rooms, shall be designed and constructed to be fully accessible in accordance with the Architectural Barriers Act (
36 CFR 1191).
1.2.4 Occupational Safety and Health
Building design shall comply with 29 CFR 1910 Occupational Safety and Health Standards (OSHA) criteria for all items which must be included in the design to ensure safety compliance.
1.2.5 Antiterrorism/Force Protection
This building shall include design provisions meeting the requirements of UFC 4-010-01 - DoD Minimum Antiterrorism Standards for Buildings. This includes, but is not limited to, minimum setbacks from parking areas and access drives, glazing and blast resistance requirements; visual screening;
HVAC intake louver locations; and other protective features as outlined in
SECTION 01 82 00 Page 5Am #0005 the UFC.
1.2.6 Fire Protection and Life Safety
Fire separation walls and egress from the facility shall meet or exceed the requirements of NFPA 101 - Life Safety Code. The facility shall be protected by an automatic fire sprinkler system throughout the building.
See Section 01 86 13 FIRE PROTECTION REQUIREMENTS as well as UFC 3-600-01 Fire Protection Engineering for Facilities.
1.3 TYPE AND METHOD OF CONSTRUCTION
This facility shall be designed and constructed as permanent construction.
The definition of permanent construction is, "Facilities designed and constructed to serve a life expectancy of more than 50 years, should be energy efficient, and must have finishes, materials, and systems selected for low maintenance and low life-cycle cost." Reference UFC 1-200-02 for additional design criteria.
The overall building occupancy classification for the facility is defined in 01 86 13 FIRE PROTECTION REQUIREMENTS. Construction "Type IIB" shall be used for the facility. Provide fire protection, separation, and life safety features as necessary for the occupancy and type of construction listed.
1.4 FUNCTIONAL BUILDING REQUIREMENTS
1.4.1 Space and Square Footage Allocation
The building shall be arranged as shown on the drawings provided in this RFP. This arrangement has been arrived at after consultation with the end user and has been determined as the best way to meet the functional needs of the client, in addition to meeting necessary code requirements. However, other design solutions which slightly modify the furnished solutions may be acceptable, and will be reviewed on their design merits against the furnished criteria. Any changes to the floor plan must be approved by the Corps of Engineers Omaha District Design Branch Architectural Section, and the contracting officer.
The maximum gross square footage of the facility is 34,724 SF. Net square footage is somewhat flexible in most spaces, with adjustments being made as necessary to meet space functional requirements. The layout of the mechanical, electrical, and telecommunications spaces (rooms, allocated floor and wall spaces, and chases) are suggestive and may require wall and ceiling configurations to be slightly altered to conform to equipment requirements. Exterior building dimensions may be adjusted slightly but overall maximum gross square footage shall not be exceeded.
1.4.2 Demolition Requirements
This project is not demolishing any existing structures. See other portions of this RFP for site demolition requirements.
1.4.3 New Construction Requirements
See Room Data Sheets appendix for room by room requirements. Additional requirements are found below and in the drawings.

Structural columns in administrative and classroom areas shall be furred out and finished. Columns in utilitarian and storage spaces may remain exposed.
Interior glazing facing the OPEN ACTIVITY AREA in the TRAINERS OFFICE, DIRECTOR'S OFFICE, DIETICIAN OFFICE, and MENTAL PERFORMANCE OFFICE shall be full height glazing going from floor to 9'-0" above finished floor. All other interior glazing facing the OPEN ACTIVITY AREA may begin at 3'-0" +/-above finished floor.
Provide a precast concrete ball wall in the OPEN ACTIVITY AREA. The ball wall shall have painted stripes from 8'-0" above finished floor up to 15'-0" above finished floor, in 1'-0" increments.
Provide flag displays in the OPEN ACTIVITY AREA to display national and unit flags. Flag displays shall be capable of displaying flags horizontally or vertically. Flag display shall allow flags on display to be replaced with new flags. The contractor shall coordinate with the building users through the KO to determine locations of displays, flag sizes, and number of flags to display. The flags are GFGI and shall be provide by by the building users. Some of these flags are existing and are located in the users' existing training facility.
Provide a mechanical pit for the therapy pools shown in the HYDRO THERAPY room. The mechanical pit shall be sized to accomodate all necessary pumps, electrical equipment and similar items to operate the pools. The contractor shall provide an access hatch and ladder to the pit, as well as any access panels necessary for equipment maintenance. These items shall be provided per the therapy pools manufacturer's recommendations. The openings in the floor for each pool shall be provided with a blockout infilling the openings. The blockouts shall provide a floor finish level with and matching the adjacent flooring. The blockouts shall be constructed to allow for occupant and equipment loads matching the adjacent flooring. The blockouts shall be designed to only be removeable with construction equipment. The blockouts shall be designed to be completely removable, with no protrusions into the pool openings. The blockouts shall be designed so that their removal will not damage adjacent flooring to remain and allow for a flush installation of the therapy pools. The procurement and installation of the therapy pools in lieu of blockouts, and procurement and installation of related therapy pool equipment and controls is a bid option. The design and construction of the mechanical pits, equipment pads, pool openings, and necessary conduits is a part of the base bid. See SECTION 01 86 10 for therapy pools requirements.
1.4.3.1 Desired Image and Architectural Compatibility
See the bridging documents for desired concept elevations. The final design shall utilize these elevations and references as the basis for developing final building elevations. Specific buildings to reference for aesthetic context include the adjacent 10th SFG(A) barracks and the FY13 Battalion Operations Facility. Coordinate with the USACE Architect for approval of material aesthetics.

To reduce the risk of birds nesting on the building, all roofs (excluding canopies) shall have overhangs of 10" or less. If overhangs exceeding 10" are unavoidable, the design shall incorporate nesting deterrents as recommended by the Fort Carson Directorate of Public Works Wildlife section.
1.4.3.2 Exterior Envelope
The exterior envelope consists of structural insulated precast concrete wall panels, insulated glazed aluminum curtain wall, single ply membrane roofing, insulated aluminum windows, insulated metal wall panels, insulated glazing overhead sectional doors and insulated hollow metal doors. The precast wall panels shall be faced with thin masonry brick and rock faced block.

1.4.3.3 Room Finishes

1.4.3.4 Sound and Vibration Control
Walls and ceilings shall be designed and constructed to impede transmission of equipment vibrations and other noises between rooms and within a room.
Wall construction in this facility shall be insulated or isolated to the minimum levels as defined by the room data sheets. When spaces with differing values abut one another, the more stringent value shall govern.
Where not otherwise defined, walls separating individual[*Am-2] occupied [**Am-2] spaces in this project shall be constructed to Sound Transmission Class (STC)-33 requirements. Interior "stub" walls or other walls that do not serve as a means of physically enclosing a space need not be insulated.
The contractor shall analyze the acoustical performance of the Open Activity Area and produce a design that reduces unwanted noise and ensures that the intelligibility of the sound system and mass notification system/alarms is maintained.
In order to analyze the potential need for additional sound reduction, the following criteria apply: Optimum peak sound level is 40 to 50 db constant (at 1000hz minimum), during peak operation times. - PNC (Preferred Noise Criteria) Curve 55 to 60. Recommended average coefficient of sound absorption of all materials in combination is no less than .50. ("Live" acoustics are desirable). Reverberation time must equal 1.0-1.3 seconds.
Acoustical treatment such as wall mounted acoustical panels, ceiling hung acoustical panels or acoustical ceiling tile clouds, and similar items are acceptable solutions to achieving the acoustical peformance requirements.
Spaces adjacent to the OPEN ACTIVITY AREA with interior windows shall have STC-39 rated interior windows. [*Am-2] <text deleted> [**Am-2]
1.4.3.5 Security and Access Control
Conventional security measures, such as door locking hardware, shall be incorporated into the facility's design.

1.4.3.6 Sustainability and Energy Performance
1.4.3.6.1 Air Barrier
An air barrier shall be designed, installed, and tested following the requirements in UFC 1-200-02 and UFC 3-101-01. Air barrier specifications 07 27 10.00 and 07 05 23 are to be edited by the contractor. On design drawings indicate air barrier limits and provide detail drawings and specifications for construction. Mechanical rooms are exempt from testing.
All other areas shall be segregated and constructed for required air barrier construction with full blower door testing.
1.4.3.6.2 Building Envelope Energy Performance
The contractor shall meet the minimum building envelope energy performance values of ASHRAE 90.1 - IP. The contractor shall insulate the building as needed to meet these values. The contractor shall also meet the minimum energy reduction requirements as listed in Federal mandates, as outlined in
UFC 1-200-02.
1.4.3.6.3 Daylighting
Provide daylight in spaces to the levels listed below.
Provide a minimum of 20 footcandles of daylight throughout a minimum of 75% of the OPEN ACTIVITY AREA.
Daylighting performance shall be validated using software-based photometric daylighting analysis. Photometric analysis shall illustrate required daylight levels on September 21 (solar equinox) at times 0900 and 1500 in a clear sky condition. Illuminance measurements shall be taken at work-plane, analysis grid shall be space at a maximum of every one foot in each direction.
Vision glazing shown in the bridging documents may be used as part of this analysis, but other daylighting features will be necessary to meet RFP requirements. Apply technologies in an aesthetically pleasing and logical manner. Incorporate features into the design architectural plans and elevations.
Daylit spaces shall include controls for daylight harvesting. See 01 86 26
ELECTRICAL REQUIREMENTS.
Daylighting strategies shall include provisions and analysis for glare per IES HB-10. Mitigate glare through use of window treatments and features, glazing treatments, and/or light shelves and other permanent exterior features.
1.4.3.6.4 Total Building Commissioning
Apply total building commissioning principles and fully commission the facility, in compliance with 01 91 00.15 TOTAL BUILDING COMMISSIONING and
UFC 1-200-02.
PART 2 PRODUCTS
2.1 MATERIAL SELECTION CRITERIA
Material selections shall be based upon reducing operation and maintenance

2.2 EXTERIOR WALLS
2.2.1 Precast Architectural Concrete
Provide precast architectural concrete panels in sizes, colors, and configurations necessary to mimic the aesthetic illustrated in the bridging documents. The contractor shall utilize non-composite precast concrete panels at building perimeter locations where thermal insulation is of primary importance. Care shall be taken in detailing to ensure a continuous thermal barrier throughout all non-composite panel areas. Areas of concrete webbing shall be reduced or eliminated to the greatest extent practicable by the precast concrete panel supplier. Non-conductive, non-composite wythe connectors shall be used. Insulation at openings, joints, and boundaries in the precast concrete panels may be tapered near openings, but must maintain a continuous thermal barrier. Provide embedded thin veneers as indicated in the bridging documents drawings. Interior precast panels may be composite or solid panels as applicable. Exterior exposed precast finish shall be as indicated on the drawings.
2.3 ROOFS
2.3.1 Single Ply Membrane Roofing
Single Ply Membrane Roofing shall be internally fabric or scrim reinforced and fully adhered to its substrates. Acceptable products on this project are Ethylene Propylene Diene Monomer (EPDM), Polyvinyl Chloride (PVC), and Thermoplastic Polyolefin (TPO). Minimum thickness shall be as required to meet warranty requirements or as indicated in UFC, whichever is greater.
Where Single ply membrane roof shall be white in color, and be a cool roof as outlined with an initial Solar Reflectance Index (SRI) value of 82 minimum. The contractor shall execute the requirements of the Heat Island Reduction credit of the LEED BDC Ref Guide as required in the TPC Checklist attached to 01 33 29. The roof membrance SRI value shall contribute to the achieving of this credit.

2.3.2 Walkways
Provide walkways in areas where regular foot traffic on the membrane may be expected for roof access or mechanical equipment inspection or maintenance.
Factory-formed, nonporous, heavy-duty, slip-resisting, surface-textured walkway pads or rolls, approximately 3/16 inch thick, and acceptable to membrane roofing system manufacturer. Color to match roof membrane. [**Am-5]
2.3.3 Roof Warranties
The roof manufacturer shall provide a single source, comprehensive 20-year, non-pro-rated, no dollar limit total roof system warranty, including flashing, insulation, and accessories necessary for a watertight, wind, and hail resistant roof system construction. The components of the roofing system shall be products of a single roofing system manufacturer (except in the case the component is an accessory and that type of component is not available through the roofing system manufacturer) as required to provide the specified system warranty. The warranty shall include coverage for sustained wind speed and/or peak wind gusts up to 100 mph, damage from hail up to 2 inch in diameter, accidental punctures resulting from normal rooftop inspection, maintenance and/or service, and must state that:

2.3.2 Walkways

2.3.3
a. If within the warranty period the roof system, as installed, becomes non-watertight, shows evidence of moisture intrusion within the assembly, splits, tears, cracks, delaminates, separates at the seams, shrinks to the point of bridging or tenting membrane at transitions, or shows evidence of excessive weathering due to wind, hail, defective materials or installation workmanship, the repair or replacement of the defective and damaged materials of the roof system assembly and correction of defective workmanship must be the responsibility of the roof membrane manufacturer. The roof membrane manufacturer is responsible for all costs associated with the repair or replacement work.
b. When the manufacturer or his approved applicator fail to perform the repairs within 72 hours of notification, emergency temporary repairs performed by others does not void the warranty.
The roof system installer shall warrant for a period of not less than one
(1) year that the roof system, as installed, is free from defects in installation workmanship, to include the roof membrane, flashing, insulation, accessories, attachments, and sheet metal installation integral to a complete watertight roof system assembly. The warranty must run directly to the Government. The roof system installer is responsible for correction of defective workmanship and replacement of damaged or affected materials. The installer is responsible for all costs associated with the repair or replacement work.
2.4 DOORS AND FRAMES
2.4.1 Exterior Doors
2.4.1.1 Exterior Hollow Metal Doors
All exterior doors not located in storefront/curtainwall assemblies shall be insulated hollow metal and minimum Level 2 performance Level B per SDI/DOOR A250.8. All door frames shall be welded. No knock-down frames shall be allowed. Minimum thickness for hollow metal doors shall be 1-3/4 inches. Door frames not located under protective overhangs shall have continuous overhead rain drips for the full length of the door opening. All doors shall include aluminum thresholds and aluminum housed weather seals.
Exterior doors and frames shall receive a painted finish. Exterior doors shall exceed minimum insulation required in ASHRAE 90.1 - IP. Door frames shall be filled with spray foam insulation. Interior vestibule doors shall match the type, construction and configuration of their corresponding exterior doors and frames, when possible. Exterior doors and frames shall comply with UFC 4-010-01.
2.4.1.2 Doors in Curtainwalls/Storefronts
Provide doors with hardware and finishes compatible with Curtainwall and Storefront requirements listed above. Doors in curtainwalls and storefronts shall be fully-glazed. Coordinate door style with other doors in the facility.
2.4.1.3 Unit Logo
Provide unit logos on the upper portion of glazing at each leaf of the main entrance double doors. The unit logo shall consist of Emblem 3 "Trojan Horse," combined with the text "The Originals." Example images of each can be found in the Special Forces Emblems attachment to 01 84 00. The font of
SECTION 01 82 00 Page 11Am #0005 the text shall match the example image. The contractor shall coordinate the design of the unit logo with the building users for approval, through the KO. The contractor shall optimize the logo for legibility when applied to the glazing. The logo shall use graduated lines and dots to achieve texture and depth, applied to the door utilizing digitally printed ceramic ink/frit.
2.4.1.4 Thresholds
All exterior thresholds shall be thermally broken.
2.4.2 Interior Doors
Interior doors shall be solid core wood veneer unless other requirements dictate otherwise. Doors shall be factory stained and finished and factory prepared for door hardware.
All interior doors in open-storage or secure area boundaries shall comply with the applicable criteria including but not limited to provisions for forced entry, security pins, required thickness, RF Shielding, alarming, and STC.
Door frames shall be welded hollow metal type. Knock-down frames are not allowed. Paint frames.
Door frames shall be located at a minimum four inches away from perpendicular walls.
2.4.2.1 Interior Acoustic Rated Doors
Doors in [*Am-2] walls with a rating of STC 42 or higher [**Am-2] shall have a minimum rating of STC 33 and shall be fully-gasketed. MULTI-PURPOSE ROOM and COUNSELING interior doors are required to have an STC 50 rating and shall be a complete fully tested "assembly" including door, frame, gasketing, threshold, etc. of a single manufacturer, and certified to achieve an STC rating that corresponds to the wall or room it is contained.
2.4.3 Fire Doors
Doors shall comply with NFPA 80. Doors to have a fire resistance rating shall conforming to the requirements of UL 10B or NFPA 252 for the class of door required. Affix a permanent metal label with raised or incised markings indicating testing agency's name and approved hourly fire rating to hinge edge of each door.
2.4.4 Hardware
Provide door hardware in type and configuration appropriate for the spaces being served. Provide panic hardware on all doors serving the primary building circulation system including all building exits and all doors that separate building circulation spaces and corridors. Use lever handles per ABA for doors that do not have panic hardware. All hardware shall comply with ANSI/BHMA standards for heavy use. Provide non-removable security pins on door hinges in exterior building perimeter and as required by referenced criteria. Finish for hardware shall be consistent throughout the facility when practical. Provide stainless steel or satin nickel finish on exposed hardware.
For restrooms, provide a dead bolt lock on the main entry door(s) into the
SECTION 01 82 00 Page 12Am #0005 space, so that the entire space can be closed off for maintenance or other access control purposes.
Door Stops are required at all interior and exterior locations.
All coordination of doors and door hardware is the responsibility of the construction contractor.
Door hardware at exterior double doors shall be coordinated so that any keyless access controls at doors do not hinder the unlocking and opening of doors with keys, as in the case of emergency access.
2.4.4.1 Door Closers
Automatic door closers shall be used on exterior doors (including all inner and outer sets of vestibule doors), fire doors, and restroom doors. Doors that receive closers entering open offices and private offices shall be equipped with hold-open devices - when allowed by prevailing codes and criteria. Provide fusible links on applicable fire rated doors with hold-open device.
2.4.4.2 Keyed Access Entry Control Systems
Provide cylinders and cores for all new keyed locksets. Provide cylinders compatible with base core requirements. To meet the Fort Carson master key plan, provide all keyed locksets with Best Lock Corporation or ASSA ABLOY Corporation Small Format Interchangeable Cores (SFIC), which are removable by a special control key. Factory set the cores with seven pin tumblers using the BEST or MEDECO Keymark x4 patented keyways. Provide master keyed cores in one system for this project. The contractor shall validate functionality of all keys for the respective core including the master key(s). Coordinate additional core requirements with DPW, the O&M contractor locksmith and Installation Physical Security through the KO.
Contractor shall provide temporary construction cores, replaceable by permanent cores. The construction contractor shall be responsible for installation of all permanent lock cores.
Access to Mechanical, Electrical and Telecommunications spaces shall be limited to authorized personnel through lockable doors. These rooms shall be keyed independently from the building master system for access by installation maintenance personnel. The telecommunication room door(s) shall be on a different core than other electrical and mechanical areas.
All cores shall include four keys for each interior doors and five keys for each exterior doors and with two master keys for each KNOX box placed at the building location. Furnish a quantity of key blanks equal to 20-percent of the total number of file keys. Stamp all keys with "U.S. GOVERNMENT DO NOT DUPLICATE". In addition, stamp the keys and cores with the core number.
Do not place room number on keys. Turn over all master keys provided to the Fort Carson O&M locksmith for security control through the Contracting Officer's Representative (COR). Inventory and turn over all other keys to the Government for issue to the building occupants through the COR. Provide a key cabinet and control system for all facility keys, including a floor plan cross referenced to all key locations. Coordinate cabinet mounting location with Contracting Officer.

2.4.4.3 Keyless Access Rough-In
Provide infrastructure (junction boxes with covers, electric strikes, cover plates, conduit, and pull strings) for a future keyless entry control system as manufactured by Lenel Systems International, Inc. Keyless access infrastructure shall be installed at all primary building entrances (not less than 3) and entering all spaces designated to have keyless access in the room data sheets.
Infrastructure shall extend from the required locations to a secure server rack in the facility telecom rooms. See 01 86 26 ELECTRICAL REQUIREMENTS for detailed requirements. Accommodations shall be made for associated low voltage and communications lines. Fort Carson's entry control specifications will be provided to the Contractor upon Contract Award.
2.4.5 Knox Box
Provide a Knox Box, series 3200, as manufactured by Knox Company Phoenix, Arizona, at the main entrance and a secondary entrance. Coordinate with base Fire Marshal for location of secondary entrance Knox Box, through the
KO.
2.4.6 Sectional Overhead Doors
Provide powered, insulated, sectional overhead doors in the general locations, size, and configuration indicated in the bridging documents.
Overhead doors shall be high-lift sectional configuration as noted on room data sheets.
Provide overhead doors with locking device assemblies which includes cylinder lock, spring-loaded dead bolt, operating handle, cam plate and adjustable locking bars to engage through slots in tracks.
Powered doors shall be operated by electric power with auxiliary hand chain operation. Provide entrapment protection safety device on bottom edge of electrically operated doors. The device shall immediately stop and reverse the door movement during the closing travel upon contact with an obstruction in the door opening or upon failure of any device or component of the control system.
