SUMMARY OF WORK
07/17
PART 1 GENERAL
1.1 PROJECT DESCRIPTION
1.1.1 Function of Facility
The purpose of this project is to design and construct a new SBIRS Operations Facility (SOF) and associated facilities to be located at Buckley Air Force Base, Colorado.
1.2 DESIGN AND CONSTRUCTION OBJECTIVES
The design and construction of the SOF and associated facilities under this Contract shall comply with specifications and requirements contained in this Request for Proposal (RFP). Requirements emphasize low maintenance exterior and interior finishes as well as high energy efficiency. This project has been registered with the U.S. Green Building Council (USGBC) under LEED v2009 and shall be designed and constructed to achieve LEED Silver certification as well as federal guiding principles compliance via completion of the Air Force MILCON Sustainability Requirements Scoresheet.
The floor plans and elevations provided in this RFP are conceptual and establish the general requirements for square foot area, functional arrangement of rooms and spaces, exterior treatments and the overall unit configuration. During the design stages, the contractor shall make necessary adjustments to ensure constructability and compliance with the RFP criteria and requirements. The plans and elevations do not indicate all necessary construction requirements or components; the RFP describes associated technical, performance and system requirements. Design and construction shall be in accordance with all applicable industry and Air Force criteria, and the requirements of this RFP.
Design Quality Objective: The project objective is to obtain facilities to accommodate 5,715 SM (61,515 SF) of accredited secure and open-storage administrative and training space with complementary site development within the funds available. Design quality is achieved through the integration of the facility to the site, balancing architecture features, managing design and construction security requirements, functionality and design for low-cost maintenance and operation. The Government desires to construct facilities of such quality that the foundations, foundation walls, footings, slabs and other foundation components last for a life of 50 years without structural damage, due to expansive soils or other geologic conditions, to the foundation or structures that the foundation supports.
It is desired that all equipment and products be easy to service, maintain, repair, and replace. All products or equipment shall follow industry standards. In extenuating circumstances, the use of special designed or manufactured items may be allowed, but they shall be submitted to the government for review and written approval prior to production, order or manufacture.

The majority of work under this Project is contained within the Restricted (PL-1) Area at Buckley AFB, CO. Utility connections are the only significant scope that occurs outside the Restricted Area. Some work will occur within the Restricted Area, but outside the project construction boundary depicted in the bridging documents. See 01 14 00 WORK RESTRICTIONS and the bridging documents for additional information. As such, the Contractor shall coordinate the staging, phasing, and construction of all construction activities with the Government to ensure that secure operations continue within the Restricted area through the duration of the Project. Contractor responsibilities are further described below.
Demolition of above and below-ground utilities, site features, lighting and CATV is required by this Project - both within and outside the Restricted (PL-1) Area. See 02 41 00 DEMOLITION and the bridging documents for additional requirements. Use specification sections 02 82 13.00 10 ASBESTOS ABATEMENT and 02 83 13.00 20 LEAD IN CONSTRUCTION to proper procedures and protocols for handling asbestos-containing materials and lead-based paint during the demolition process. See 01 74 19 CONSTRUCTION AND DEMOLITION WASTE MANAGEMENT for minimum waste diversion requirements.
1.2.1 Building Durability
Materials and equipment will be chosen for their durability and minimum maintenance. The building design shall conserve natural and manmade resources, and energy usages.
SECTION 01 81 00 Page 4Am #0004
1.2.2 Site Constraints
See the bridging documents for the proposed project site(s). The site is highly constrained by a variety of factors. The contractor shall ensure the facility is designed and constructed in compliance with all site constraints including but not limited to the following:
1.2.2.1 Critical Fiber Communications Standoff Distance
A fiber communications concrete-encased duct which bisects the site shall remain undisturbed in its entirety. See the provided survey for the approximate location. Installation of foundations and utilities along the duct shall be located no closer than 5'-0" from the horizontal edge of the concrete encasement. Installation of grade beams (or other appropriate foundation feature) and utilities crossing the duct shall be located no closer than 1'-6" in any direction of the concrete encasement. Protective measures shall be taken during grading and construction activities to prevent disturbance to this concrete-encased duct.
1.2.2.2 Existing Direct-Buried Cables
Direct-buried mission cables exist on the north side of Building 438. The approximate location of these cables is reflected in the provided survey.
The Buckley AFB Comm Squadron is not the owner of these cables. Cables shall remain undisturbed during grading, construction, and demolition activities.
1.2.2.3 Existing Radar Array Look Angles
Buckley AFB has radar arrays with look angles that intersect the proposed site. Some of these arrays are in close proximity to the proposed site. The contractor shall ensure that the project design does not interfere with the prevailing look angles. Based upon preliminary analysis, the controlling look angle plane at the site boundary is approximately 5569 feet above MSL.
Verify this plane during design and coordinate any conflicts (design and/or construction) with the Government.
1.2.2.4 Existing Restricted Area Perimeter Fence
The Restricted (PL-1) Area is enclosed by a double fence perimeter with an array of security features. The design and construction of the proposed facility shall not alter, relocate, or affect the established perimeter fence in any way without prior approval by the Government.
1.2.2.5 Site Access and Work Restrictions
The various components of work fall under different levels of protection and oversight. Close coordination with the Government will be required during all phases of design and construction. See 01 14 00 WORK RESTRICTIONS and the bridging documents for requirements and restrictions related to various components of work.
1.2.3 Codes and Criteria
All pertinent building codes and Life Safety codes shall be met or exceeded. See the referenced codes and criteria in the applicable discipline specifications referenced in the RFP. Careful coordination of the design and construction is required for the integration of security standards for this project.

1.9 OVERVIEW OF DESIGN-BUILD PROCESS
1.9.1 Overview
Since the early 1980s Congress has urged the military services to explore alternative construction methods, such as "Design-Build," which includes both design and construction under a single contract. This process is similar to "one-stop turnkey selection procedures" and is defined in Title 10 of the United States Codes, Section 2862.
1.9.2 Process
The design-build process uses a Request for Proposal (RFP) to solicit for design and construction of a facility by a single contractual entity, such as a design-build firm, or joint venture between architect-engineer (A-E) and construction firm, or a construction management (CM) firm joint venture with an A-E and a construction firm. A design-build RFP states the project functional requirements, design and engineering criteria, technical performance specifications, and proposal evaluation factors. Potential contractors develop their proposals for the government to evaluate competitively, with the contract award based on a combination of technical merit and price.
In general, the RFP is a conceptual design document and the Contractor is responsible for completing the design and constructing the project.
The plans provided in this Request For Proposal (RFP) show the User's intent and expectations. The RFP has developed the site plan and building design and given the facility an architectural character.
The Contractor will be required to coordinate and adjust final dimensioning, detailing, furniture arrangements and other items necessary to make this a usable facility in accordance with the furnished RFP drawings. The design, with permitted flexibility for detailing and contractibility, must be carried through to construction. The design-build contractor is responsible for all design on the project.
The RFP furnished design drawings may be used by the Contractor. However, the Contractor agrees to hold the Government harmless in acceptance of these drawings. It shall be the design-build Contractor's responsibility to verify all dimensions, drafting and accuracy for the design drawings prepared by the design-build Contractor.
After award of the contract, the design-build contractor will prepare a series of design submittals for review by the Government, so that design and criteria compliance can be effectively monitored. After approval of
SECTION 01 81 00 Page 9Am #0004 the final design, construction can begin. On-site construction activities shall not begin until all final corrected plans, specifications and design analysis for the entire project have been approved by the Government.
1.10 DESIGN-BUILD CONTRACTOR REQUIRED A/E SERVICES
The following is a condensed summary of Section 01 33 00.32, "DESIGN AND CONSTRUCTION DELIVERABLES/PROCEDURES" contained elsewhere in this document. Refer to that Section for the full requirements.
1.10.1 Dimensions
Design, products, and construction for the project shall be accomplished using English units of measurement. All measurement in the technical specifications sections shall be shown in English. Modular construction products are concrete block, wallboard, plywood, suspended ceiling systems, recessed lighting, and other manufactured components with dimensions based upon a four (4) inch building module.
1.10.2 Professional Registrations, Licenses and/or Certifications
The award of contract will be made to one qualified contractual entity that will be responsible for design completion and the entire construction process for the facility. This contractual entity shall employ qualified building design professionals with appropriate professional registration, state licenses and/or certifications. The designer qualifications and experience shall be submitted per the requirements of Section 01 33 00.32
DESIGN AND CONSTRUCTION DELIVERABLES/PROCEDURES.
1.10.3 Request For Proposal - Binding Information
The information contained in this RFP shall be considered binding unless specifically waived by the Contracting Officer. The successful offeror's proposal, along with any clarifications and best and final offers are a binding part of this contract. Site design, building design, architectural character and engineering/performance criteria shall be implemented through construction by the Contractor.
1.10.4 Evaluation of Systems
As part of the basic services, the design-build contractor shall evaluate building systems and components for their possible inclusion into the design. If these systems and components meet the specified design, performance criteria in the RFP, and intent of the design, they may then be incorporated into the work.
1.10.5 Documents Requirements
For a more detailed list of design and construction submittals, see Section
01 33 00.32, DESIGN AND CONSTRUCTION DELIVERABLES/PROCEDURES.
1.11 COMMON DEFICIENCIES
Following are some common costly deficiencies to be avoided in the preparation of contract documents. Carefully compare the building design and contact documents with these requirements at several points in the design process to avoid unnecessary changes later.
a. Improper or inadequate coordination of project security requirements
SECTION 01 81 00 Page 10Am #0004
(secure and open storage areas) with the appropriate personnel and criteria.
b. Improper or inadequate coordination of project security requirements (secure and open storage areas) with constraints on site (within existing and operational Restricted (PL-1) Area, and secure area construction oversight requirements).
c. Not using correct abbreviations or terminology on the drawings.
Abbreviations must match what is used on the standard abbreviation sheet, and terminology must match what is used in the UFGS guide specifications and Omaha District Guide Specifications.
d. Not using the correct scales and north arrow designation, section cut system, or incomplete dimensioning on the drawings.
e. Not providing sufficient space for door operation hardware at doors which swing into a wall running perpendicular to the opening. Four inches minimum is required between edge of door frame and perpendicular walls.
f. Not providing correct and complete Design Analysis information written in the present tense. The Design Analysis will be written following the format indicated in Section 01 33 00.32 of the Request For Proposal. A separate Fire Protection section in the Design Analysis, with input from all disciplines, is one area which is often overlooked and shall be included.
g. Not providing a structural stoop at exterior doors where the slab is at the same approximate elevation as the interior floor. The use of simple slabs on exterior grade leads to lifting of the slab in below-freezing temperatures, which interferes with the safe operation of the door.
h. Not correctly presenting or coordinating (to avoid interference) features of HVAC, Fire Protection, Noise Control, and Physical Security.
i. Not correctly referencing and cross referencing building sections, wall sections, details, etc.
j. Failure to read/use Technical Notes in the Guide Specifications.
k. Failure to coordinate all disciplines prior to submittal of projects for review.
l. Sealant details do not reflect actual conditions.
m. Improper use of fire-retardant wood. Fire-retardant wood is combustible; its use in buildings that are of noncombustible construction is extremely limited (see IBC for the minor allowable uses). Because of the potential for severe degradation, fire retardant plywood shall not be used in a roof or roofing system, or in structural applications.
n. Incorrectly listing trade names in door hardware specifications in lieu of ANSI numbers and failure to correctly specify hardware finishes.
Control joints in CMU walls are not shown on both architectural and structural plans, or are inconsistent.
SECTION 01 81 00 Page 11Am #0004
o. Failure to properly edit and tailor guide specifications. Failure to delete all publications from guide specifications which do not apply to the particular project.
p. North arrow is not oriented the same direction on all sheets (civil, site, architectural, etc.).
