This pre-solicitation notice announces the U.S. Army Corps of Engineers' intent to issue a solicitation for maintenance dredging of Honolulu Harbor on the island of Oahu in Hawaii. The project involves removing approximately 140,000 cubic yards of accumulated sediment to restore authorized harbor depths, using a mechanical clamshell dredge. Sediment will be disposed at the South Oahu Ocean Dredged Material Disposal Site and an upland disposal site, with dewatering at Kalaeloa Harbor. The notice provides a project description, estimated 540-day performance period, $10-25 million magnitude, and small business subcontracting goals. Interested parties should monitor the beta SAM website for solicitation documents and plans/specifications releasing no sooner than 15 days after this pre-solicitation notice. The resulting firm-fixed price contract will be awarded under NAICS code 237990 with a $30 million small business size standard.

period.

j. In-water sediment containment devices must be used to contain project-generated turbidity and prevent spread beyond the active work area. At a minimum, the reach of the equipment is positioned inside the sediment containment device while the containment scow is positioned outside the sediment containment device, to minimize ingress/egress frequency. The size and position of the area enclosed by the sediment containment device must be strategically planned to reduce the number of times it must be repositioned. Prior to repositioning, sediment containment devices must remain in place until turbidity levels within the enclosure have returned to ambient levels. Sediment containment devices must be appropriately sized.

(1) In the inner harbor, a full-depth silt curtain shall be employed to encircle the active dredging area.

(2) In the entrance channel, a mid-depth silt curtain shall be employed to encircle the active dredging area.

k. Containment scows must be adequately sized to prevent overflow/over-topping and must be equipped with functional seals to prevent leakage of dredged material.

l. Contractor must develop and submit to the Government a site-specific BMP plan to be reviewed and approved by the Government prior to start of work. The Site-Specific BMP Plan must contain turbidity to the active dredge area to the greatest extent practicable. The plan must include a visual and instrumented turbidity monitoring plan to ensure the efficacy of the sediment containment BMP in comparison to ambient levels, with minimum once-daily visual inspections and instrumented readings throughout the duration of construction. When reviewing the contractor's proposed BMP plan, the Corps will only approve a plan that, at a minimum, includes the following or comparable alternative components:

(1) Visual inspection of sediment containment devices of sufficient frequency to minimize potential failure and to ensure proper use and installation.

(2) Instrumented monitoring of ambient turbidity levels near the surface, mid-column and near the bottom taken shortly before dredging begins in a location upcurrent of the enclosure and during dredge readings taken along a depth gradient near the surface, mid-column and near the bottom along a spatial gradient of short (1 yard), medium (50 yards) and long (up to 150 yards) distances oriented downcurrent of the enclosure.

(3) Establishment of a turbidity threshold (e.g. 10% above ambient) and corresponding progressive responses to exceedances beginning with taking a second reading to verify threshold exceedances, followed by inspecting the BMPs, to replacing the BMPs, adjusting/doubling up BMPs and stopping work.

(4) Contingency. The Contractor must develop a plan to swiftly implement pre-approved contingency response procedures in the event of equipment (e.g. scow) or BMP failure.

m. Contractor shall employ use of an environmental clamshell bucket designed to minimize the release of de minimis discharges of

to ensure the maintenance dredging complies with State of Hawaii Water Quality Standards. A Section 401 Water Quality Certification is not required. The Contractor must develop a site-specific water quality monitoring plan that at a minimum includes the following components.

3.1.3.1 Water Quality Monitoring

The purpose of the water quality monitoring plan is to ensure appropriate installation, maintenance and efficacy of in-water sediment containment devices e.g. silt curtains, and to ensure the maintenance dredging complies with state Water Quality Standards.

The Water Quality Monitoring Plan is provided in Attachment 1.

3.1.4 Flow Ways

Do not alter water flows or otherwise significantly disturb the native habitat adjacent to the project and critical to the survival of fish and wildlife, except as specified and permitted.

3.1.5 Vegetation

Disclose a removal and planting plan, if proposed, in the EPP. Except in the areas specified in the EPP, do not remove, cut, deface, injure, or destroy trees or shrubs without the Contracting Officer's permission. Do not fasten or attach ropes, cables, or guys to existing nearby trees for anchorages unless authorized by the Contracting Officer. Where such use of attached ropes, cables, or guys is authorized, the Contractor is responsible for any resultant damage.

Protect existing trees that are to remain to ensure they are not injured, bruised, defaced, or otherwise damaged by construction operations. Remove displaced rocks from uncleared areas. Coordinate with the Contracting Officer and Corps' Civil Works Environmental Compliance Coordinator to determine appropriate action for trees and other landscape features scarred or damaged by equipment operations.

3.1.6 Streams

Stream crossings are not permitted

3.2 STORMWATER

Do not discharge stormwater from construction sites to the sanitary sewer. If the water is noted or suspected of being contaminated, it may only be released to the storm drain system if the discharge is specifically permitted. Obtain authorization in advance from the Contracting Officer and Corps' Civil Works Environmental Compliance Coordinator for any release of contaminated water.

3.2.1 Construction General Permit

A Notice of General Permit Coverage (NGPC) National Pollutant Discharge Elimination System (NPDES) has been obtained by the Government and is provided in Attachment 2. Under the terms and conditions of the permit install, inspect, maintain BMPs, prepare stormwater erosion and sediment

SECTION 01 57 19 Page 22 dredged material into harbor waters.

The Contractor must employ necessary procedures, measures and monitoring economical removal.

1.5 QUANTITY OF MATERIAL

Refer to paragraph 1.9 BASIS FOR BIDS below.

1.6 SIDE SLOPES

Dredging on side slopes shall not be paid for. Dredging outside of the Federal limits is not authorized. However, some of the material immediately outside the Federal limits may slough into the Federal limits. This material shall be removed prior to acceptance of the work as final. A 3 to 1 slope (horizontal to vertical) can be used to estimate the slope quantities.

1.7 PERMIT

The Contractor shall reference 01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS of these specifications regarding permits for environmental protection, pollution control, and abatement that are applicable to construction and dredging operations.

1.8 ENVIRONMENTAL PROTECTION

The Contractor shall provide and maintain environmental protection measures during the life of the contract. Environmental protection measures shall also be provided to correct conditions, such as oil spills or debris, that occur during the dredging operations. The Contractor shall comply with Federal, State, and local regulations pertaining to water, air, and noise pollution.

The Contractor shall use an environmental clamshell bucket for dredging excavation. The environmental clamshell bucket shall be in accordance with Subsection 3.1.2.1 of Section 01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS. Turbidity curtains shall be in conformance with Subsections 2.1 and 3.12 of Section 01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS.

Spillage into the State waters of dredge material from the scow during transport to the ocean disposal site will not be allowed. Spillage into State waters during transport from Honolulu Harbor to the offloading site at Kalaeloa Barber's Point, from the scow to the transport trucks at Kalaeloa Barber's Point, from the transport trucks to the dewatering site at Kalaeloa Barber's Point, and during the dewatering operations will not be allowed. Take necessary precautions to comply with this requirement.

1.9 BASIS FOR BIDS

Payment will be at the contract lump sum price. Data of survey and cross sections are provided in the plans for estimating quantities. Dredging conditions specified and indicated describe conditions which are known.

However, the Contractor is responsible for other conditions encountered which are not unusual when compared to conditions recognized in the dredging business as usual in dredging activities such as those required under this contract.

Over-depth dredging of up to one (1) foot is allowable. No additional payment will be made for dredging performed beyond this depth.

RFI # Question Issued Response

The datasheet for 'BM 8' provided in answer to RFI #31 has the ortho height elevation but not the elevation in MLLW datum as requested. With now knowing the official benchmark PID we were able to see what MLLW elevation NOAA provides for 'BM 8' but would like confirmation of what elevation in MLLW was used by the USACE at 'BM 8'.

The elevation for benchmark "BM 8" used by USACE is 8.44 feet Mean Lower Low Water (MLLW)
