3.3.2 Surveys During Progress of Work
Contract depth will be determined by soundings taken behind the dredge as work progresses, but do not constitute survey for final approval of a dredged area. Post-construction survey will be utilized for final approval and acceptance of completion of work.
3.3.3 Monthly Estimates
Monthly estimates of work completed will be based on the result of soundings taken during the progress of the work. Deductions will be made for dredging and disposal not in accordance with the specifications.
3.4 PROGRESS PAYMENT
Progress payments will be made based on the contractor's ability to attain contract depth. The Contractor shall take progress soundings as work progresses to support the monthly payment request. Supporting data shall be submitted along with the payment request.
The Contractor's Project Schedule shall include an activity for Post-Dredge Sweeping equal to 25% of the earnings attributable to the total of all dredging activities. This activity will not be paid until completion of all maintenance dredging and sweeping and final acceptance of the dredging. The Contractor's Project Schedule shall include an activity for Post-Dredge Sweeping equal to 25% of the earnings attributable to the total of all dredging activities. This activity will not be paid until completion of all maintenance dredging and sweeping and final acceptance of the dredging based on the post-construction multibeam hydrographic survey.
3.5 FINAL EXAMINATION AND ACCEPTANCE
The Contractor shall sweep the dredged area. Sweeping operation shall be performed as specified below.
3.5.1 Sweeping and Post-Dredge Survey
Sweeping shall be done prior to the post-dredge survey and the area re-swept as necessary until the project depth is obtained. Sweeping operations shall be carried out from the reference lines, control points, and benchmarks established by the Government as indicated on the drawings.
Ranges required by the Contractor to carry out the sweeping operations shall be set by the Contractor at his own expense. Sweeping shall be done in such a manner that sufficient overlap, not less than five (5) feet, on each succeeding sweep is attained to ensure adequate coverage. The Contractor's method and plan for accomplishing the sweeping operation shall be reviewed by the Contracting Officer. Should any shoals, lumps, or other lack of contract depth be disclosed by the examination, the Contractor will be required to remove same by sweeping the bottom or by excavating. As soon as practicable after the completion of all maintenance dredging and sweeping under this project, the Contractor, at his expense, shall retain a licensed surveyor registered in the State of Hawaii to provide a post-dredging survey by sounding within the project dredging limits. The Contracting Officer or his authorized representative will be notified when soundings are to be made and will be permitted to accompany the survey party. Soundings shall be made using standard hydrographic surveying techniques in compliance with EM 1110-2-1003 using multibeam survey methods. Depths shall be recorded to tenths of a foot. The

RFI # Question Issued Response
Specification Section 00 72 00 – Page 1 includes FAR Clause 52.211-18 Variation in Estimated Quantity. The bid schedule only includes CLIN’s with 1 Job quantities. Please advise how Clause 52.211-18 will be applied to this contract since there are no unit priced items
See Am-0002, Section 00 72 00.
Please confirm that this project is not exempt from the Hawaii General Excise Tax requirement and that the contractor shall pay the State of Hawaii the 4.5% General Excise Tax based on the full contract value.
The total contract price shall include applicable Federal, State, and local taxes.
The contrator shall comply with the State of Hawaii tax laws. The contractor shall contact eh State of Hawaii, Department of Taxation for any questions.
Reference Specification Section 35 20 23, section 1.2.1.3. The second paragraph of this section states:
“Due to the pre-construction survey representing the current condition at the time of work, the volumes of removal will likely be different from the Contract Documents. As such, the Contractor shall submit a working drawing to the Contracting Officer showing the differences between the design bathymetric surface and the pre-construction bathymetric surface.”
If the design bathymetric surface differs from the pre-construction bathymetric surface, will the contractor be entitled to a change order for the additional dredge quantities?
This is a firm fixed-price contract, bid accordingly.
Reference Specification Section 35 20 23, section 1.6 Side Slopes. The last sentence of this section states: “A 3 to 1 slope (horizontal to vertical) can be used to estimate the slope quantities.”
If the side slopes exceed the 3 to 1 slope and there is an increase in the quantity of material to dredge, will the contractor be entitled to a change order for the additional dredge quantities?
See answer to RFI #3.
Plan Sheet CN109 (Sheet 11) shows a haul route from the Contractor Operations and Storage and Dewatering Area to the PVT Landfill.
Please confirm if the dredge material designated for upland disposal shall be ultimately disposed of at the PVT Landfill.
See Section 01 57 19, paragraph 3.7.1
Plan Sheet CN109 (Sheet 11) shows a haul route from the Contractor Operations and Storage and Dewatering Area to the PVT Landfill.
Please confirm if the Government or the Contractor is responsible for payment of the disposal fees for the dredge material required by the PVT Landfill.
Disposal fees for PVT landfill or any other upland disposal site are the responsibility of the Contractor and should be included in CLIN 0003.
Section 00 73 00, Appendix B, Requests for Information ‐ Page 1 (Am‐0002)

RFI # Question Issued Response
Plan Sheet CN109 (Sheet 11) shows a haul route from the Contractor Operations and Storage and Dewatering Area to the PVT Landfill.
Please confirm if the Contractor is responsible for any further testing of the dredge material designated for upland disposal in order to obtain approval to for the disposal at the PVT Landfill.
See Section 01 57 19 paragraphs 3.7.1, and 3.7.1.1., 3.7.1.2
Reference Specification Section 35 20 23, section 3.4 Progress Payment. The second paragraph states: “The Contractor's Project Schedule shall include an activity for Post-Dredge Sweeping equal to 25% of the earnings attributable to the total of all dredging activities. This activity will not be paid until completion of all maintenance dredging and sweeping and final acceptance of the dredging.”
Given that the post dredge survey will be performed using multibeam survey methods, please confirm Post-Dredge Sweeping is required? This is an unusual requirement given the advancement of hydrographic survey equipment and accuracy.
Post-Dredge sweeping is required only within dredged areas and must not cause phyiscal damage to corals.
If Post-Dredge Sweeping is required, please confirm that the environmental permits allow this activity.
No environmental permits are required.
In reference to 01 57 19, Section 3.1.2.1b states “During Peak Coral Spawning” (one week before and after the full moon in July and August)”. Please clarify coral spawning dates. Does this mean the coral spawning period is 15 days in July and 15 days in August?
Coral spawning period is 14 days per full moon event.
In reference to 01 57 19, Section 3.1.2.1b(2) states “Any in-water sediment containment devices must not be left overnight.” Please confirm this statement is accurate. Once placed in the water silt curtains cannot be taken out of the water without damaging the silt curtain beyond re-use. Also, deploying and removing a silt curtain of this length and depth will take longer than one shift. This requirement will effectively prevent daytime dredging during the coral spawning period.
Yes, statement is accurate.
For the dredging operations in Zone U7, the entrance channel to Honolulu Harbor, are there any restrictions or special requirements for placement of barge mooring anchors either within the channel or outside the channel?
Reference Section 01 57 19, paragraph 2.1.7, 3.1.1.2 and 3.1.2.1.
Section 00 73 00, Appendix B, Requests for Information ‐ Page 2

RFI # Question Issued Response
Given that the proposal due date was extended to March 31, 2020, please extend the period for submitting Requests for Information to March 20, 2020.
RFI due date remains unchanged.
In reference to Section 35 20 23, Section 1.9, Specification states “the Contractor is responsible for other conditions encountered which are not unusual when compared to conditions recognized in the dredging business as usual in dredging activities such as those required under this contract.” This sentence is extremely ambiguous and it is not clear what the Contractor is responsible for. Please clarify.
The Government does not know of any other conditions that will be encountered by the contractor than identified in the contract documents. If other conditions are encountered, wheter or not such conditions are standard, it will be determined through coordination between the contractor and the Government at that time.
Under the Sampling and Analysis Plan, Section 01 57 19 Page 110, there is Table ES-1-1 Honolulu Harbor DMMU’s and Approximate Dredge Volume. The table is redacted. Please provide an unredacted copy or advise how an unredacted copy can be obtained.
See bid schedule, note 4.
What is the acceptable vertical variance (plus and/or minus) of the final dredged bottom from the specified design dredge depth? Typical dredge project with similar scope allow up to two (2) feet of allowable overdredge.
Reference Section 35 20 23, paragraph 1.9.
In reference to Section 35 20 23 Section 3.3.1, Specification states “The material removed will be measured by the cubic yard in place, by means of soundings taken by the Contractor before and after dredging.” Is this required for a 1 Job bid item with no quantities or unit prices?
Yes, 1 job bid item with no quantities or unit prices.
18 Please provide the Government’s quantity estimates for the various dredge zones. See answer to RFI #15.
Please advise if the U.S. Army Corps of Engineers (USACE) Permit has been issued for this dredging project. If yes, please provide copy of the permit. If no, please advise when the permit will be issued.
No USACE permit was required.
