Honolulu Harbor Maintenance Dredge Sediment Characterization March 2015 Final Sediment Sampling Study Page 31

5.0 ANALYTICAL RESULTS

This section presents analytical results of sediment samples from eight DMMUs in Honolulu Harbor, and the reference samples from Lanikai Beach and South Oahu. Refer to Appendix C for a complete summary of the field sediment sample analyses in tabular format.

5.1 Physical Analyses

Sediment particle size showed the greatest amount of gravel and sand (primarily fine sand) at sites U1 and U7, the sites closest to the open ocean (Table 5-1). The gravel-size class material in DMMU U1 was comprised of broken coral reef fragments. Silt and clay made up between 61.1% and 83.9% (respectively) of the material at sites U2, U3a, U3b, U4, U5 and U6. DMMU U5, at the mouth of Nuuanu Stream, contained the highest percent of silt and clay (83.9%).

RFI # Question Issued Response

There are several dredge areas immediately adjacent to the Federal Project Limit and Dredge Zone Limit line that are designated as suitable for ocean disposal. Please advise if the dredge material located within the 3 to 1 side slope areas that are located beyond the Federal Project Limit and Dredge Zone Limit line is also suitable for ocean disposal? If not, please confirm if the dredge material located beyond the Federal Project Limit and Dredge Zone Limit line is designated as unsuitable material and shall be disposed of at the upland facility

In all suitable dredge areas, the surrounding areas are also presumed suitable and accounted for in EPA's authorized dredged material disposal volume.

The side slopes surrounding unsuitable areas is presumed unsuitable and must be disposed of accordingly.

25 Is USACE able to provide soil characterizations for the project? See Am-0003, Section 01 57 19, Attachment 5, Continuation

Per Section 01 90 00 Page 6 paragraph 1.14b:

All work can be performed 24 hours a day, seven days a week with the following exceptions:

b. Within the Honolulu Harbor entrance channel, which shall be nighttime dredging to occur 8 days per month for 10- to 12-hour shifts.

Is this requirement per calendar month or 30-day time period?

The requirement is per month.

Can the 8 days be any otherwise approved 8 days out of the month period or are they a specific 8 days?

The 8 days per months are when night time dredging is allowed, are NOT specific days, and may NOT be consecutive days.

The schedule for work in the entrance channel will be coordinated between the Contractor, the Government, DOT Harbors Division, and harbor users based on the upcoming schedule of vessle calls.

Refer to information on coordnation meetings in Section 01 90 00, paragraph 1.3.

Will the trucking of dredge material from Pier 1 – Barge Offloading site at Kalaeloa Harbor to the designated Kalaeloa Barbers Point Harbor Contractor Operations and Storage and Dewatering Area be considered onsite hauling and be subject to the complying with the Davis Bacon Wage Determination document included in the specifications?

Ths solicitation requires the work to be in compliance with the most current Davis Bacon Wage Determination.

Will the trucking of dredge material from the designated Kalaeloa Barbers Point Harbor Contractor Operations and Storage and Dewatering Area to the PVT Landfill be considered offsite hauling and NOT be subject to the complying with the Davis Bacon Wage Determination document included in the specifications?

See response to RFI #28.
