RFI # Question Issued Response
Does existing concrete to be removed have rebar in it? This includes existing Apron locations, Runway locations, Turnarounds, etc. Reference CD101 Demolition Plan as well as detail B1/CD501 as a sample detail of concrete demolition / removal which does not indicate whether rebar is to be expected or not.
Unknown.
The above drawing depicts delineation lines between Base Bid and options. It seems that Base Bid contains only two small areas of concrete paving. Most of concrete paving is in option 1 & 2. In order to perform these two small areas, all upfront cost of supplying, mobilization and setting batching plant and paving equipment will be allocated to the base bid. For some reason, if options are not exercised, the base bid will be frontloaded with a significant cost required to produce and place only two areas of concrete airfield pavement.
(c) Suggesting same thought, Option 1 & 2 have small AC pacing, is it possible to change all AC pavement in options to concrete, in this case asphalt batching plant will be demobilized from the site once base bid is completed. The intent is cost saving by reducing the time / cost of operating & maintaining asphalt batching plant
See Am-0003, answer to RFI #11.
Spec SECTION 32 13 14.13 Page 9 – paragraph g reads, "Slipform Paving Equipment Manufacturer's Representative: A representative of the slipform paving equipment manufacturer is required to be on-site to inspect and make corrections to the paving equipment to ensure proper operations. Perform a complete and full hydraulic flow test of the vibrator system prior to the test section being placed. Submit a written Slipform Paver Manufacturer's Inspection Report signed by the manufacturer's representative noting all inspections, corrections, and flow tests have been performed and the paver is in a condition to perform the required work." If the general provides trained / experienced staff on site to perform corrections to paving equipment, can the requirement of having Slip form Paving Equipment Manufacturer's Representative to be onsite be waived for cost saving due to the project's remote location?
Subject to the approval by the COR.

RFI # Question Issued Response
There are a variety of events that could be outside the control of the selected contractor to perform this scope. If it is captured already within the RFP documents please direct as it is not clear.
Can the following clause be added to the RFP by amendment:
52.249-14 Excusable Delays. As prescribed in 49.505(b), insert the following clause in solicitations and contracts for supplies, services, construction, and research and development on a fee basis whenever a cost-reimbursement contract is contemplated. Also insert the clause in time-and-material contracts, and labor-hour contracts. When used in construction contracts, substitute the words "completion time" for "delivery schedule" in the last sentence of the clause.
Excusable Delays (Apr 1984) (a) Except for defaults of subcontractors at any tier, the Contractor shall not be in default because of any failure to perform this contract under its terms if the failure arises from causes beyond the control and without the fault or negligence of the Contractor. Examples of these causes are (1)acts of God or of the public enemy, (2)acts of the Government in either its sovereign or contractual capacity, (3)fires, (4)floods, (5)epidemics, (6)quarantine restrictions, (7)strikes, (8)freight embargoes, and (9)unusually severe weather. In each instance, the failure to perform must be beyond the control and without the fault or negligence of the Contractor. "Default" includes failure to make progress in the work so as to endanger performance.
The clause will not be added. The requirement is a firm fixed-price construction contract.
(b) If the failure to perform is caused by the failure of a subcontractor at any tier to perform or make progress, and if the cause of the failure was beyond the control of both the Contractor and subcontractor, and without the fault or negligence of either, the Contractor shall not be deemed to be in default,- unless- (1) The subcontracted supplies or services were obtainable from other sources; (2) The Contracting Officer ordered the Contractor in writing to purchase these supplies or services from theother source; and (3) The Contractor failed to comply reasonably with this order.
(c) Upon request of the Contractor, the Contracting Officer shall ascertain the factsand extent of the failure. If the Contracting Officer determines that any failure toperform results from one or more of the causes above, the delivery schedule shall berevised, subject to the rights of the Government under the termination clause of thiscontract.

RFI # Question Issued Response
Specification 32 13 14.3 2.9.1 and 2.9.2 state the dowel bar and dowel bar basket assembly shall be "Dowels shall be hot dip galvanized in accordance with ASTM A767/A767M Class 1." In speaking with multiple dowel bar and dowel bar basket assemblers this process will lead to three key potential problems.
a. The weld between the dowel bar and dowel bar basket will lose integrity given the chromium not bonding with the second layer of galvanization.
b. By hot-dipping the individual dowel bars the outside diameter of the dowel bar will vary given the dipping process, leading to a non-uniform diameter of the bars potential leading to locking of joints and voiding their load transfer intent.
c. Newly galvanized steel when reacting to wet concrete can create a hydrogen gas that will travel through the concrete matrix and potentially weaken the surface bond of the concrete pavement itself.
ASTM A767 sets the minimum galvanized amount at 5.8 oz/SF. We believe the intent within this specification is to have a corrosion resistant dowel bar and basket assembly that at least meets the minimum galvanized weight of the ASTM specification of 5.8 oz/SF. Our recommendation would be to allow a dowel bar and basket assembly that is galvanized with a G90 weighting. These bars are currently commercially produced and used in roadway, airfield, and underwater applications due to their extreme corrosion resistant properties. The outside diameter of these bars will be uniform and meet other requirements found within the 32 13 14.3 specification.
Will you allow the use of a galvanized dowel bar and basket assembly that meets the
5.8 oz/SF standard set by ASTM A767 but not hot dipped?
For fabricated assemblies like dowels/dowel baskets, use ASTM A 123.
Provide coating grade 100 for thicker coating. ASTM A 123 is still a hot dipped galvanizing process. Individual dowels, like those installed in drilled holes in hardened concrete, should still be galvanized in accordance with ASTM A 767. Only the dowels secured in dowel baskets may be galvanized in accordance with ASTM A 123.
According to our contact FPE, Ordinary/Light hazard throughout the building is not appropriate given the hazard & function of the building. Will the Government please confirm that Ordinary/Light hazard description will be used?
The hazard classifications are appropriate and in compliance with the UFC 3-600-01.
In reference to drawing F-001 note number 10, ''All sprinkler heads that are exposed to the exterior and all sprinklers in Mechanical and Electrical Rooms must be Corrosion Resistant Electroless nickel teflon Coated (PTFE)'' . But based on drawing sheet F-003, the coverage of sprinkler system is specified and mechanical rooms are not covered within the border. Will the government please confirm that mechanical rooms do not require wet sprinkler system?
The Mechanical "Rooms" outside the border shown on the sprinkler drawings are not rooms. They are enclosures without roofs and are open to the air. They are not required to be sprinklered.

Reference: SECTION 32 13 14.13 CONCRETE PAVING FOR AIRFIELDS AND OTHER HEAVY DUTY PAVEMENTS Sub - Section 32 13 14.13 Page 21 – Paragraph - 2.3.2 Coarse Aggregate. The above spec section / paragraph indicates to wash coarse aggregate prior to shipment and provide approved log washer.
(a) If log washer is provided by the aggregate suppler, will it be sufficient and no need to re-wash the aggregate after it is delivered to staging area on island.
There would not be a need to re-wash the aggregate provided it meets the requirements. It is the contractor's responsibility to identify and employ proper measures for protection of aggregate to ensure it does not become contaminted in transit or by handling on island.
Reference: SECTION 32 13 14.13 CONCRETE PAVING FOR AIRFIELDS AND OTHER HEAVY DUTY PAVEMENTS Sub - Section 32 13 14.13 Page 21 – Paragraph - 2.3.2 Coarse Aggregate. The above spec section / paragraph indicates to wash coarse aggregate prior to shipment and provide approved log washer.
(b) If the aggregate need to be re-washed, will the government provide washing facility, equipment, fresh / clean water & sufficient to wash the aggregate?
From our past experience with delivering aggregate for airfield pavement mixes, even if the aggregate was washed and met the specification at the quarry , it needs to be re-washed at the batching plant due to possible contamination during shipping & handling..etc.
The contractor will be responsible to provide all equipment and labor required to re-wash the aggregate. Note the availability of fresh water is a limited resource on island and preventative measures should be taken to the maximum extent possible to avoid unnecessary water use.
Reference: Aggregate, Cement, Fly Ash and other materials sources. Our intent is to supply most of the aggregate, cement & fly ash form non-USA sources, deliver and off-load to Majuro Atoll in large shipments then transport to Kwajalein in smaller barges that meet Port of Kwajalein draft and load capacity.
Please advise if this approach meets Buy America requirements on this project.
