ADDENDUM 0008:
This Addendum 0008 modifies the drawings and project manual dated BID SET December 11, 2008 as noted herein and shall be considered part of the official contract documents for the New Commissary, Fort Bliss Texas, Solicitation No. W9127S-09-R-6002. Wherein provisions of this Addendum differ from the provisions of the original Specifications and Drawings, the provisions of this Addendum shall govern and take precedence.
Bidder shall acknowledge receipt of this addendum where indicated on the bid form. All parties are hereby notified that they are to make any adjustment in their proposals which they deem necessary on account of this Addendum, and it will be considered that the proposal is submitted with full knowledge of all modifications and changes specified herein. This Addendum shall become a component of the proposal documents.
Addendum No. 0008 will consist of 2 Pages with Modifications to Specifications and Documentation as indicated and 12 Attachments.

1.3 QUALIFICATIONS
a. Manufacturer Qualifications: Company specializing in manufacturing the Products specified in this section with minimum three documented experience.
b. Installer Qualifications: Company specializing in performing the work of this section with minimum 5 years documented experience, and approved by the manufacturer.
1.4 SUBMITTALS
1.4.1. Submittals shall include the following:
a. Section 01400 – Quality Control: Procedures for submittals. Manufacturer’s data demonstration compliance with this specification for:
(1) Pump data sheets
(2) Shop drawings indicating dimensions required clearances and location and size of each field connection
(3) Power and control wiring diagrams
b. Product Data: Provide manufacturers catalogue information. Indicate valve data and ratings.
c. Shop Drawings: Indicate pipe materials used, jointing methods, supports, floor and wall penetration seals. Indicate installation, layout, weights, mounting and support details, and piping connections.
Prepare in accordance with NFPA 13, and 20 latest editions.
d. Operation and Maintenance Data.
1.4.2. Submittals At Project Closeout:
a. Section 01720 - Phased Turnover and Contract Closeout: Procedures for submittals.
b. Project Record Documents: Record actual locations of components and tag numbering.
c. The Contractor shall submit all certifications and testing data as a supplement to previously submitted O & M manuals at contract closeout.
1.4.3. Quality Assurance
a. The fire pump package shall be assembled by the pump manufacturer. An assembler of the fire pump package systems not actively engaged in the design and construction of fire pumps shall not be considered a fire pump manufacturer. The manufacturer shall assume “Unit Responsibility” for the complete fire pump package.
Unit responsibility shall be defined as responsibility for interface and successful operation of all system components supplied by the pumping system manufacturer.
b. The manufacturer shall have a minimum of 20 years experience in the design and construction of fire pump systems.
c. The manufacturer shall be fully certified by ISO per ISO 9001. Proof of this certification shall be furnished at time of submittal.
d. The manufacturer shall be listed by UL as a manufacturer of packaged pumping systems..

1.5 REGULATORY REQUIREMENTS
a. Welding Materials and Procedures: Conform to ASME Code.
b. Valves: Provide manufacturer's name and pressure rating marked on valve body.
c. Products Requiring Electrical Connection: Listed and classified as suitable for the purpose specified and indicated.
d. International Building Code (IBC).
1.6 DELIVERY, STORAGE, AND PROTECTION
a. Material and Equipment: Section 01400 – Quality Control - Transport, handle, store, and protect products.
b. Deliver and store valves in shipping containers, with labeling in place.
c. Provide temporary protective coating on cast iron and steel valves.
d. Provide temporary end caps and closures on piping and fittings. Maintain in place until installation.
PART 2 - PRODUCTS
2.1 ACCEPTABLE MANUFACTURERS
a. Subject to compliance with these specifications, the following manufacturers shall also be acceptable:
(1) Peerless
(2) Aurora
(3) Armstrong
(4) Fairbanks Morse
(5) Patterson
2.2 MANUFACTURED UNITS
(1) The contractor shall provide and install a packaged fire pump system, designed in accordance with the requirements of NFPA 20, built and listed to UL448 for fire pump units and UL 778 for pump packages. The fire pump shall be listed by UL and/or approved by FM for fire pump service at the specified rating. The pump manufacturer will assume unit responsibility for the proper operation of the entire packaged system as specified herein and on the plans.
(1) The fire pump shall be horizontal split case fire pump design and shall be UL Listed and/or FM approved and taking suction from underground. The pump will be designed to operate at a maximum of 1,770 RPM and will provide a rated capacity of 1,500 GPM at a differential pressure of 60 PSI. At 150% of rated capacity it shall develop at least 65% of its rated head and shall not exceed 140% of the rated head at zero capacity. 100 gpm for inside hose demand shall be accommodated.
(2) The fire pump shall be driven by a diesel engine that is specifically listed by UL and approved by FM for fire pump service. Engine horsepower shall be de-rated for elevation and temperature as required by NFPA 20.
The engine shall have sufficient horsepower to operate the fire pump under any condition of pump load. The engine shall be tested prior to shipment from the manufacturer’s factory.
(3) A UL/FM approved automatic diesel engine controller shall be provided. The controller shall provide automatic starting and manual stopping/shut-down. The controller shall be completely assembled, wired, and factory tested by its manufacturer. The controller shall be housed in a minimum NEMA Type 2 enclosure.
The controller will require 115 volt single phase for battery charger. The controller shall include a recording pressure gauge with 7-day chart to sense and record the pressure in the fire pump controller pressure-sensing line at the input to the controller.

(1) All wiring shall be installed with EMT and/or liquid tight conduit.
(2) The jockey pump and jockey pump controller shall be compatible with fire pump and system requirements.
(3) Fire pump fittings shall include the following but not limited to: an automatic air release valve, compound suction and discharge gauges supplied and sized per NFPA 20, listed OS&Y isolating gate valves with tamper switches and a listed RPZ back-flow preventer on the discharge side of fire pump.
(4) A diesel fuel tank shall be provided and installed per NFPA 20.
(5) All pumps, controllers, panels, and wiring shall be complete and mounted in the enclosure as required and all equipment tested at factory prior to shipment.
(6) All piping connections shall be made to underground.
(7) The pump package manufacturer’s representative shall conduct the field acceptance testing of the entire package.
PART 3 - EXECUTION
3.1 INSTALLATION
a. Install equipment in accordance with manufacturers instructions and NFPA 13, NFPA 20, and NFPA 72.
b. The contractor shall align the pump and motor shafts to within the manufacturers recommended tolerances prior to system start-up
c. Power wiring, as required, shall be the responsibility of the electrical contractor. All wiring shall be performed per the manufacturers instructions and applicable state and local codes.
d. Control wiring for remote mounted switches and sensor/transmitters shall be the responsibility of the electrical contractor. All wiring shall be performed per the manufacturers instructions and applicable state, federal, and local codes.
e. Remove scale and foreign material, from inside and outside, before assembly.
f. Prepare piping connections to underground piping to and from pump enclosure.
3.2 DEMONSTRATION
a. The system manufacturer or certified factory trained representative shall provide start-up of the fire pump system per NFPA 20. This start-up shall include verification of proper installation, system initiation, adjustment and fine-tuning. Start-up shall not be considered complete until the sequence of operation, including all alarms, has been sufficiently demonstrated to the owner or owner’s representative. This job site visit shall occur only after all hook-ups, tie-ins, and terminations have been completed and signed-off on the manufacturer’s start-up request form.
b. The system manufacturer or factory trained representative shall provide on-site training for the owner’s personnel. The training shall fully cover maintenance and operation of all system components and shall be for a minimum of 4-hours.
c. Install piping to conserve building space, to not interfere with use of space and other work.

1.1.3. System Description:

1.4 SUBMITTALS
1.4.1. Submittals for Review:
a. Section 01400 - Quality Control: Procedures for submittals.
b. Manufacturer’s Descriptive Data: Annotate descriptive data to show clearly the specific model, type, and size of each item. At a minimum, submit data for the following:
(1) Piping.
(2) Valves, including gate, check, and globe.
(3) Electric Alarm Valve.
(4) Sprinkler heads.
(5) Pressure or flow switch.
(6) Pipe hangers and support.
(7) Excess pressure pump.
(8) Fire department connections.
(9) Low air pressure supervisory panel.
(10) Dry pipe valves.
(11) Air compressor.
(12) Mechanical couplings/fittings.
(13) Backflow preventer.
(14) Tamper switch.
(15) Hose connection.
c. Shop Drawings:
(1) Submit preliminary layout of finished ceiling areas indicating only sprinkler locations coordinated with ceiling installation.
(2) Indicate hydraulic calculations, detailed pipe layout, hangers and supports, sprinklers, components and accessories. Indicate system controls.
(3) Prepare in accordance with NFPA 13, Latest Edition.
d. Fire sprinkler contractor shall perform a two hydrant flow test at time of actual design.
e. Submit complete sprinkler system shop drawings and hydraulic calculations sealed with the preparing subcontractor’s PE stamp of the FPE who prepared or supervised the preparation of the shop drawings.
f. Samples: Submit two of each style of sprinkler specified.
g. Operation and Maintenance Data.
1.4.2. Submittals At Project Closeout:
a. Section 01720 - Phase Turnover and Contract Closeout: Procedures for submittals.
b. Project Record Documents: Record actual locations of sprinklers and deviations of piping from drawings.
Indicate drain and test locations.
c. Manufacturer's Certificate: The Design Engineer of Record shall inspect the system and certify that the system has been tested and meets or exceeds specified requirements and code requirements.

d. Operation and Maintenance Data: Include components of system, servicing requirements, record drawings, inspection data, replacement part numbers and availability, and location and numbers of service depot.

f. The contractor shall submit all certifications and testing data as a supplement to previously submitted O & M manuals at contract closeout.

b. Finish: Corrosion resistant lead coated or polyester coated.
c. Escutcheon: Matching corrosion resistant.
d. Fusible Link: Fusible solder link type temperature rated for specific area hazard. Glass bulb type not permitted.
2.2 PIPING SPECIALTIES
a. Reduced pressure principle backflow prevention assembly: ANSI/ASSE 1013, AWWA Class D; Stainless steel body with corrosion resistant stainless steel relief valve; two os&y valves, 175 psig working pressure, drain pipe to floor drain with air gap fitting. Backflow device to be located in fire pump house on discharge side of pump.
b. Wet pipe sprinkler swing check valve.
c. Dry Pipe Sprinkler Alarm Valve: Check type valve with divided seat ring, rubber faced clapper to automatically actuate water motor alarm with accelerator and drain valve.
d. Electric Alarm Bell: 6” electric alarm bell shall consist of aluminum, steel, or stainless steel, or lexan plastic gong and an electric motor suitable for 120 volt operation. Alarm signal shall be activated by an electric pulse from a water flow switch, or other supervisory device. Finish of the gong shall be red enamel. Unit shall have U.L. listing.

e. Water Flow Switch: Vane type switch for mounting horizontal or vertical, with two contacts; rated 10 amp at 125 volt AC and 2.5 amp at 24 volt DC.
f. Pressure switches, diaphragm type, on each dry pipe riser.
2.2.1. Fire Department Connections:
a. Type: Free-standing type with chrome plated finish.
b. Outlets: Two-way with thread size to suit fire department hardware; threaded dust cap and chain of matching material and finish.
c. Drain: 3/4 inch automatic drip, connected to drain.
d. Label: "Sprinkler - Fire Department Connection".
2.2.2. Supervisory Switches:
a. On each control valve, arranged to actuate alarm when valve is closed
2.2.3. Inspector’s Test Station:
a. Per NFPA 13, Latest Edition. Hard piped to drain or to exterior of building.
b. Minimum of one per system.
2.2.4. Air Compressor:
a. Single unit, electric motor driven, motor starter, safety valves, check valves, air maintenance device incorporating electric pressure switch and unloader valve.
2.2.5. Inside fire department hose connections and cabinets.
a. Provide 2-1/2-inch brass hose valves with 2-1/2-inch by 1-1/2-inch brass reducers with caps and chains.
b. Provide recessed cabinets for full enclosure of valves and reducers. Color shall be white or otherwise selected by the Owner.
c. Provide signs at cabinets acceptable to local fire department.
PART 3 - EXECUTION
3.1 INSTALLATION
a. Install in accordance with NFPA 13, Latest Edition.
b. Meet the Seismic Restraint requirements in NFPA 13, Latest Edition, Vibration Isolation and Seismic
Restraints.
c. Install equipment in accordance with manufacturers instructions.
d. Conceal piping above suspended ceilings.
e. Install buried shut-off valves in valve box. Provide post indicator.
f. Run piping as high as possible in areas without ceilings.
g. Provide approved RPZ backflow preventer assembly at fire pump house. Refer to fire pump specs.
h. No sprinkler mains are permitted in Electrical Rooms. Any branch piping in electrical rooms shall not pass over electrical equipment panels.

i. Locate fire department connection with sufficient clearance from walls, obstructions, or adjacent siamese connectors to allow full swing of fire department wrench handle.
j. Locate outside electric alarm bell on building wall as indicated.
k. Place pipe runs to minimize obstruction to other work.
l. Place piping in concealed spaces above finished ceilings.
m. Center sprinklers in one direction in ceiling tile and provide piping offsets as required.
n. Coordinate sprinkler locations with light fixtures, structure, HVAC ducts, grilles, diffusers, etc. Provide additional heads under ducts, equipment, etc, as per NFPA 13, Latest Edition.
o. Apply masking tape or paper cover to ensure concealed sprinklers, cover plates, and sprinkler escutcheons do not receive field paint finish. Remove after painting.
p. Install and connect to fire pump system in accordance with NFPA 13, Latest Edition, and Section 15320.
q. Install air compressor on vibration isolators. Refer to Section 15240.
r. Install guards on sprinklers where indicated or required.
s. Provide all electrical devices and wiring required but not provided under Division 16.
t. Flush entire piping system of foreign matter.
u. Install adequate drains piped to floor drains or out of doors.
v. Hydrostatically test entire system as per NFPA13, Latest Edition.
w. Conduct Preliminary Test in the presence of the Fire Department and the FPE. The test shall include hydrostatic test per NFPA 13, Latest Edition, and operational tests of alarms and all other devices. Make any corrections required. Submit a signed and dated certificate, similar to that specified in NFPA 13, Latest Edition, to the Contracting Officer. The FPE shall prepare a report documenting the test and results.
x. Submit a request for formal test and inspection at least 15 days prior to the desired inspection date and after the Preliminary test is complete and corrections are completed and approved. An experienced technician regularly employed by the system installer shall be present, as well as the Fire Department, and the FPE. The test shall include hydrostatic test per NFPA 13, Latest Edition, and operational tests of alarms and other devices. The Contracting Officer or his representative shall witness formal tests and approve systems before they are accepted.
y. Provide labels on all controls, valves, etc. as required by NFPA 13, Latest Edition.
3.2 INTERFACE WITH OTHER PRODUCTS
a. Ensure required devices are installed and connected as required to fire alarm system.
