About this file

This file contains questions and answers clarifying contract requirements for solicitation W9127N26QA020, a combined waste pumping and chemical toilet rental contract for the Willamette Valley Project administered by the U.S. Army Corps of Engineers.

Key clarifications address contractor responsibilities: water supply will be the contractor's responsibility rather than government-provided; waste disposal must comply with applicable local, city, and county laws and regulations in the contractor's respective locations; and the contract cannot be split into separate septic and chemical toilet components, as both services must be performed together based on established precedent in previous contract performance. Contractors must submit quotes using Attachment 7 (W9127N26QA020 WVP Waste pumping CLIN spreadsheet.xlsx) with unit pricing entered in column I for all Contract Line Items including base year and option years. The completed spreadsheet must be submitted as an .xlsx file to Raymie.L.Briddell@usace.army.mil to be considered for award, with formulas already embedded in the Excel document to calculate total CLIN costs and base and option year totals.

Questions received with answers:

A: No, this is a combined septic and chemical toilet contract that has had both aspects satisfied in previous contract performance therefor establishing contract performance and requirement precedence.
