About this file

This file contains Questions and Answers related to solicitation W9127N26QA020 for the Willamette Valley Project Waste Pumping & Chemical Toilet Rental. The Q&A document addresses key clarifications regarding contract performance requirements and specifications. Notably, the government will not provide water supply; contractors are responsible for securing water and disposing of all waste according to local laws and regulations. The septic and chemical toilet services cannot be split into separate proposals and must be quoted as a combined service. CXT units refer to vault toilets with 1,000-gallon capacity currently used at recreation parks. ADA-compliant handicap portable restrooms are acceptable whether equipped with ramps or level-to-ground installations.

All offerors must submit priced proposals using the provided Attachment 7 spreadsheet (W9127N26QA020 WVP Waste Pumping CLIN spreadsheet.xlsx) with unit pricing entered in column I for all CLINs and option years. The completed spreadsheet must be submitted as an Excel file to Raymie.L.Briddell@usace.army.mil to be considered for award. Proposals are due by February 12, 2026, at 1:00 PM PST and must be sent via email to both Raymie L. Briddell and Darrell D. Hutchens. This is a small business set-aside (NAICS 562991) requiring a minimum of 50 percent self-performance of work. Amendment 0001 added septic tank pumpings for Cottage Grove and Dorena locations in Option Year 2 with corresponding CLIN/SLIN adjustments and quantity corrections.

W9127N26QA020 - Willamette Valley Project Waste Pumping & Chemical Toilet Rental Questions received with answers:

1. Q: Will water be provided by the government?

A: Current and past contractors have not needed to have GOV supply water, therefore water will be contractor responsibility

2. Q: Is there an historical disposal facility being used for this contract?

A: Contractor is to dispose of the waste according to their local laws and regulations that they fall under in their respective locations, cities, and counties. All waste will be removed and part of contractor’s responsibility to dispose of lawfully.

3. Q: Would it be possible to consider splitting out the septic portion from the proposal?

A: No, this is a combined septic and chemical toilet contract that has had both aspects satisfied in previous contract performance therefor establishing contract performance and requirement precedence.

4. Q: What are CXT units?

A: CXT units are the same as Vault toilets and are the brand of Vault facility that we have at out Recreation parks. Each vault has a 1000-gallon capacity.

5. Q: Section 2.6.b, our handicap portable restrooms do not have a urinal or ramps since they sit flat on the ground. Would the federal government be willing to accept our handicap portable restrooms as is?

A: If the unit is ADA compliant, it is suitable for the GOV. If the unit has a lip, then it would need to have ramp to access but if it is level to ground and is ADA compliant or rated, then it would be acceptable.
