About this file

This is Amendment 0005 to federal solicitation W9127N26BA024 for the Bonneville Powerhouse I Navigation Lock Bridge Replacement project, issued by the U.S. Army Corps of Engineers Portland District. The amendment extends the solicitation closing date from October 8, 2026 to October 29, 2026—a 21-calendar-day extension. Key modifications include edits to Section 01 10 10.00 25 (Contractor's Operations and Requirements), specifically Paragraph 1.18.4 Traffic Control Plan (TCP), and the complete addition of Section 01 45 00.25 25 (Construction Management Platform—CMP) as a new technical requirement.

The construction specifications address a complex bridge replacement project at a federal hydropower facility involving in-water work, barge operations, cofferdam installation, fish salvage protocols, strict traffic control procedures maintaining two-lane access across a navigation channel, equipment certifications, and weekly coordination meetings. The new CMP section mandates contractors use an IL-4 web-based Construction Management Platform for all project administration, document management, field management, and cost management functions, including submittal tracking, RFI management, deficiency documentation, daily reporting, three-phase quality control inspections, and progress payment processing. Contractors must begin populating CMP within seven calendar days of Notice to Proceed and maintain active user accounts with logins at least every 35 days. The contract is a fixed-price construction project with a 930-day performance period from Notice to Proceed, administered under FAR regulations with emphasis on environmental compliance, worker safety per EM 385-1-1, and U.S. Coast Guard coordination requirements.

1.4 PERIOD OF PERFORMANCE

All on-site work and submitalls must be completed no later then 930 days after Notice To Proceed (NTP).

1.5 PRE-CONSTRUCTION CONFERENCE

A Pre-Construction Conference will be held once Contract award is made.

The Pre-Construction Conference will be scheduled by the Government. Key Contractor staff will be required to attend in person. Key personnel include, but are not limited to, Project Manager, Site Superintendent, Project Engineer, Quality Control Manager, and Site Safety Health Officer.

The purpose of the Pre-Construction Conference is to establish a mutual understanding of the respective organizations and to establish a team based understanding of the quality and safety expectations for the job.

The Government will develop the agenda.

1.6 IN-WATER WORK

1.6.1 In-Water Work (IWW) Periods

The Government has established interim construction date, described as "in-water work periods," coinciding with the annual cycles of fish migration and related allowed maintenance periods. In general, this is a work period that allows for work in the water, on the water, and adjacent to the water where the work might affect fish passage (usually a 50-foot rule from the work site to the water). Work done in the navigation channel does not affect fish passage. The IWW period established for this Contract is: December 1st through the end of February.

1.6.2 In-Water Work Activities

For purposes of this Contract, work items that must be restricted to the IWW period, along with further work restrictions, are described below:

a. All work involving movement of barges, waterborne vessels, or other floating plants.

b. All work in an active streambed. This includes work in the existing navigation channel that is below Ordinary High Water line. Work above the surface water elevation, and that does not touch the water or strembed below OHW, is excluded from the IWW restriction.

c. All work within 50ft of an adult salmon fishway and 100ft of an adult fishway entrance/exit. Non-routine work such as demolition, construction and paving activities within the specified vicinity of the nearby adult fishway is restricted to when it is dewatered in alternate years. For the adult fishway adjacent to the worksite, this includes DEC 2027 – FEB 2028 and DEC 2029 – FEB 2030. Further requests for more access time will be considered upon request at least 60 days in advance, but with no guarantees for Government approval.

1.7 WATER QUALITY CERTIFICATION

All work done below the Ordinary High Water line (OHW) within the navigation channel requires Water Quality Certification. Current water elevations can be found at https://www.nwd-wc.usace.army.mil/nwp/teacup/lcol/ .

SECTION 01 10 10.00 25 Page 4 https://www.nwd-wc.usace.army.mil/nwp/teacup/lcol

1.8 BARGE OPERATIONS AND TEMPORARY FACILITIES IN NAVIGATION CHANNEL

1.8.1 SUMMARY

Barging of materials and equipment into the abandoned navigation channel is allowed at contractor risk. The government no longer dredges nor maintains this channel, and will not do so for this project. The Government will not alter operations at the dam to allow for a higher tailrace elevation or change in flows. As allowed per this specification and permits, temporary facilities are allowed in the channel to support construction.

1.8.2 ABANDONED CHANNEL DEPTH

The Government performed a bathymetric survey in 2019 (see Attachment A8 as FIO), and this data can be used by contractors to determine their ability to barge-in materials based on river depth and draft of contractor vessels. Historic tailrace information can be found at the following publicly available websites. Tailrace elevations are shown in NGVD29 datum. Bathymetric elevations are shown in NAV88 datum. Elevation conversion is NAVD88 = NGVD29 + 3.34'.

https://www.nwd-wc.usace.army.mil/dd/common/dataquery/www/ https://waterdata.usgs.gov/monitoring-location/USGS-14128870/#dataTypeId=continuous -00065-0&period=P365D&showFieldMeasurements=true

1.8.3 NOTICE OF SEA LION TRAPS

Sea lion traps exist downstream of the bridge location and physically block access to the navigation channel. If the contractor chooses to bring in supplies, materials, or equipment via the navigation channel as a waterway to assist in the construction of the bridge, coordination with the Government is required before Contractor access is permitted to enter or exit the navigation channel upstream of the traps. Provide the COR a minimum of four-weeks notice before channel access is requested; the Government and Government-related entities will move the traps out of channel to allow for Contractor access. Access is limited to once per week during the IWWW for a four hour window. Further requests for more access time will be considered upon request, but with no guarantees for Government approval.

1.8.4 OIL BOOM OPERATION

Two existing oil booms exist in the navigation channel that create a Boat Restricted Zone (BRZ) for access upstream of the booms. The government will move the booms with 72 hours notice, and will provide Contractors a four hour window for vessel movement before placing the booms back into service. This operation is limited to once per week during the contract duration during IWWW. The Government will consider requests for additional boom operations, but will provide no guarantee as to the acceptance of such requests. More information and the permit to enter the BRZ can be found in Attachment A5.

1.9 FISH SALVAGE AFTER COFFERDAM INSTALLATION

a. If a Contractor proposes use of a cofferdam to assist in the construction of this project, the dewatered area must have fish removed when the area becomes isolated from the river. A cofferdam is

SECTION 01 10 10.00 25 Page 5 https://www.nwd-wc.usace.army.mil/dd/common/dataquery/www considered means and methods and is not a contract requirement. The Government will perform all direct fish handling activities; the Contractor is responsible for dewatering the space and providing the Government access to the area as it is dewatered. The water level needs to be lowered to between 1 and 2 foot of water depth in order to allow Government personnel to safely enter the area for fish salvage.

Notify the COR 72 hours prior to initiating dewatering of the area.

Fish salvage shall begin within 72 hours of this area becoming isolated from the river and be fully completed within 96 hours. This process will be repeated if the area is reconnected with the river, i.e., if the cofferdam is removed and reinstalled.

b. All dewatering activities must be done with methods to safely exclude fish entrainment in pump systems via Government approved methods. See National Marine Fisheries Service (NMFS) 2022. NOAA Fisheries West Coast Region Anadromous Salmonid Passage Design Manual, NMFS, WCR, Portland, Oregon for fish detailed screening requirements.

1.10 NOTICE OF SITE ACCESS RESTRICTIONS

The south entrance of Bonneville Dam has a height restriction of 14.5 feet. The north entrance has a weight restriction of 11 tons. Vehicle access is limited by turning radii on project access roads, connection to Interstate 84, and underneath the existing Union Pacific railroad bridge.

Contractors must perform due diligence in planning deliveries via I-84 and US-14 to ensure access is possible for their deliveries.

1.11 NOTICE OF HIGH VOLTAGE BPA POWERLINE

There exists a high voltage (carrying 115kV and 230kV lines) BPA transmission tower on Robins Island. It is advised to keep a minimum 50 foot buffer from the tower at all times in order to reduce risk of a flashover event. Refer to EM 385-1-1 for minimum clearing distances to energized overhead electric lines.

1.12 NOTICE OF COUNTER WEIGHT DISPOSAL

There exists a lead counter weight attached to the bridge to be demolished that will have to be properly disposed of.

1.13 INCLEMENT WEATHER CONSTRUCTION

The Contractor's schedule must reflect adverse weather days in all weather dependent activities as defined in Section 00 73 00, PHYSICAL DATA.

Protect work areas from inclement weather, wind damage, and precipitation so that no delay in the prosecution of critical work items, or damage to Government property occurs. No time extensions will be authorized for materials, work in place, or equipment damaged due to negligence during periods of inclement weather.

1.14 AIR QUALITY WEATHER DELAYS FOR SMOKE

If the Air Quality Index (AQI) is greater than 200 and the Contractor is performing outdoor work, a weather delay will be granted for a day. The AQI can be found at www.airnow.gov .

1.15 UTILITY OUTAGE REQUEST AND UTILITY CONNECTION REQUEST

a. Perform a utility locate prior to the start of excavation. Notify the

b. Verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated or specified to be removed but indicated in locations to be traversed by piping, ducts, and other work to be conducted or installed.

c. Schedule work to hold outages to a minimum.

d. Arrange utility outages and connections required during the prosecution of work that affect existing systems, at the convenience of the Government, and outside of regular working hours or on weekends. Contractor will not be entitled to additional payment for utility outages and connections required to be performed outside the regular work hours.

e. Requests for utility outages and connections must be made in writing to the CO at least 14 calendar days in advance of the time required.

Each request must include the system involved, location involved, utilities being affected, approximate duration of outage, and the nature of work involved.

f. During a water outage of more then four hours, provide a temporary water supply to keep all Government facilities operational.

1.16 WEEKLY COORDINATION MEETINGS

Run weekly coordination meetings with the Government. This meeting will be used to discuss Contractor's safety, Quality Control Program, joint risk management, submittals, deficiencies, Contract administration, schedule, actual progress in the last week, and work planned in the upcoming two weeks. Any work requiring Project support or potential impacts to Project operations or maintenance must be noted. The Contractor must provide a two week look ahead, with the previous week progress, 48 hours before each weekly meeting to the Government representative. The responsible party must prepare and distribute, by e-mail, the coordination meeting agenda with a two week look ahead no later than 24 hours before each meeting. A meeting time and place will be mutually agreed upon for the same time each week. Distribute weekly coordination meeting minutes no later than the close of business the next business day.

1.17 CONTRACTOR EMPLOYEES

All employees must be capable of demonstrating adequate knowledge of tools, supplies, equipment, and techniques necessary to competently perform the work. All personnel must be fully qualified in their respective fields to render the services necessary. The Government may require the Contractor to discontinue using any employee in the performance of the work specified in this Contract if the Government determines the performance to be unsatisfactory. Contractor employees will not be permitted to bring guests, family members, or non-employees to the job site at any time.

SECTION 01 10 10.00 25 Page 7
