BIDDER INQUIRIES

01 10 10.00 25 page 9 1.16.1.b; Please confirm working hours are 7am-5pm Monday – Thursday. Or are extended hours or days allowed on this project?

Extended hours are allowed, pending coordination with the CO and the Project Staff.

Can the road above the dam be closed for short periods of time to allow for crane work?

Road closure is not allowed.

With work being close to water does this project require longshoreman's insurance?

Longshoreman insurance will not be required.

At the time we are performing work at the diesel generator area will the fish run be in operation?

The fish ladder where the new diesel fuel tank will be located is abandoned. Refer to specification section 01 32 01.00 25 for project schedule requirements.

Can the design of the Generator Air inlet, and Exhaust Muffler and pipe be altered?

The proposed layout is conceptual and the contractor may propose an alternate layout for approval through submittal process.

Does an exhaust design with integral insulation still require additional wrap on the outside?

An exhaust housing with integral insulation that maintains an allowable temperature through the sealing surface of the generator room roof would be acceptable and can be proposed for approval through the submittal process.

Section 01 10 10.00 25 1.10 Work Restrictions states that Both units can only be off from 1 March – 30 April. This 61-day period appears to only happen once in the contract timeline and only in 2023, because of the June 6th, 2022 start date in the Powerhouse. Can you tell us if these are fixed dates that may not be extended or altered? If they cannot be altered, can you tell us if it will be acceptable to run multiple shifts all days of the week?

Main unit outage windows are fixed and cannot be altered. Extended working hours are allowed, pending coordination with the CO and Project Staff.

Division 26 section 1.1.1 notes an 1100 Ah battery, Division 26 section 2.1.5 notes a 1540 Ah battery and plan E-605 notes a 1335Ah. Could you confirm the power rating?

1335Ah is the correct required capacity as shown on E-605

Division 26 section 2.1.1 calls for a pure lead Plante' battery type GroE cells.

o Will you accept an alternate brand?

o The most common type of battery for utility/industrial applications in North America is flat pasted plate using lead calcium grids. Plante is twice the price for the batteries alone, and lead times are extensive (21+ weeks).

o If Plante' is required, will you accept one without GroE cells?

Any pure lead plate manufacturer meeting the technical requirements is acceptable.

Could you provide the battery room dimensions?

The battery room layout is detailed on drawing E-303. It is drawn to scale and a scale baris provided. Dimensions can be derived by inspection of E-303.

Would you prefer standard SAN battery containers or Flame Retardant battery containers?

o SAN can melt in a fire and also fuel the fire.

o FR can melt but will not fuel the fire.

The Government has no preference regarding the described options.

Contract Drawing S102 section C install metal base, is this an angle iron or special fabricated base?

Provide metal base per requirements described in Division 05 specifications for metals.

The Schweitzer SER software part number 5045#0101 needing to be installed on the rugged computer is not a valid SEL part number. Please advise what options are needed with the software or provide a valid part number.

The valid part number for the AcSELerator TEAM software is5045Q0025Q0000Q0000Q0000.

This software shall be installed by the KTR (or SEL) and functioning on the SEL-3355for government use.

Regarding the shop test plan for the ER1-ER4 control panels. Will the USACE be providing the PLC and HMI programming at the factory prior to field installation to allow for shop testing of all I/Os required for the PLC control panels? If programming is not available prior to field installation please revise the specs to allow for basic continuity tests, meggar tests and basic functionality with power applied.

The Government will program the PLC in Portland, OR after the Contractor submits the unit, and will return it to the Contractor for installation after programming is completed. There will be no Contractor testing of the PLC itself, only continuity check and insulation resistance measurement of the external wiring. This can be performed by the Contractor before the PLC is installed

Can you please supply a detail with material requirements or a drawing for the new man hole for access to pit?

This is a contractor-designed feature. For details of existing concrete slab cover see reference FIO FSD-2-87, removable slab chart at elevation 550.0 "Oil Tank Storage Cover." For other requirements see specification 03 60 00.00 26 paragraph 1.5a.

For the load bank, the functional footprint would need to be 12'L x 7'D to include code-required clearances. Can more space be allocated for the load bank? Also, will the heat from the load bank impact surrounding equipment?

The load bank is not shown on drawing M-101, only the load bank remote control panel is shown inside the equipment room. The actual load bank is shown on M-102 and on E-103 and is an outdoor location. Heat output will not be an issue.

The wording in spec section 26 33 43.10 26-2.2.7b is confusing when it says the alternate source will be the inverter output. Per contract drawings and based on typical USACE installations in the northwest, The inverter output is online 100% of the time (Unless Bypassed) whether on AC or DC input since the AC input is rectified and then inverted in a normal scenario for conditioned preferred AC power. Is this spec supposed to mean the alternate source will be the 125vdc battery power?

The wording in the specs is correct. The Willamette Valley prefers to operate in this fashion, contrary to the rest of the USACE installations in the Pacific Northwest.

The scale bar for [S-103] detail B does not match the dimensions shown in the same detail.

Detail B should be considered Not To Scale. Follow the dimensions shown.

Can a font smaller than 11 point be used for tables/graphics to allow more readable graphics such as 9 point Aria?

Font size smaller than 12 point may be used for tables and graphs.

Will 11x17 pages count as one or two pages?

11x17 Pages submitted IAW 5. SUBMISSION OF PROPOSALS AND EVALUATION will count as one page.

Can you please identify the new air compressor piping symbols as shown on the attached drawings or confirm the symbols in question per the comments on the drawings. Not all symbols are identified for the new pipe or on the mechanical demolition drawings do not have all part numbers listed for existing equipment Additional piping symbols and part identifications can be found in the reference drawing package. The installation drawings are conceptual in nature, name brand items for installation are not specified. The final contractor design and components will be approved thought the design drawing submittal process.

Has a 1335 Ah rating requirement for the battery. How is the Ah derived?

Section 26 33 13.00 26 BATTERIES, paragraph 2.1.5 was amended in Amendment 3 to require the battery rating to be a minimum of 1,335 amp-hours after verification of the sizing calculations. Any other mention elsewhere in the bid documents of a different amp-hour rating should be ignored. The calculation method used to develop this 1,335 amp-hour requirement was based on the same IEEE guidance used by manufacturers to advertise their various standard amp-hour-rated products. But that is not relevant to the bidding process. Bid as instructed for a minimum 1,335 Ah capacity. Read the entire specification section to capture all requirements.
