SMALL BUSINESS PARTICIPATION COMMITMENT DOCUMENT

Other than small business Offerors (large businesses) are required to complete a Small Business Participation Commitment Document. Offerors shall propose the level of participation of small businesses (as a small business prime and/or small business subcontractors) in the performance of the acquisition relative to the objectives/goals set forth in the evaluation of this area. A mandatory minimum Total Small Business Participation goal of 12% of the total contract value is assigned to this acquisition.

(a) Submit the total combined percentage of work to be performed by both large and small businesses (include the percentage of work to be performed both by Prime and Subcontractors):

Example: If Prime proposes a price of $1,000,000 (including all options), and small business(es) will provide $250,000 in services/supplies as a prime or subcontractor, the % planned for small businesses is 25%; and 75% for large business equaling 100%.

(d) Describe the extent of commitment to use each of the identified small business. Offerors do not need to submit copies of commitment instruments in their proposals. Rather, identify what types of commitments are in place with each company —i.e. a written contract, letter of commitment, verbal agreement, joint venture, mentor-protégé agreement, including how long agreement in place.

No award will be made to an offeror until an approved subcontracting plan is in place. The subcontracting plan must contain the mandatory plan requirements outlined in FAR 19.704 and the dollar amount for each socioeconomic category must match the dollar amount for each socioeconomic category that was proposed in the evaluated Small Business Participation Commitment Document (Factor 4)
