About this file
This is a pre-proposal conference presentation for solicitation W9127825R0021, a switchgear installation project at St. Stephens, South Carolina, issued by the USACE Mobile District. The presentation outlines key requirements for the 100% small business set-aside opportunity under NAICS code 335313 with a size standard of 1,250 employees.
The solicitation requires offerors to submit three volumes: Volume I (Past Performance and Technical Approach), Volume II (Cost/Price Proposal), and Volume III (Administrative Requirements). Past performance examples must be within 10 years of the December 2, 2024 RFP issue date. Technical evaluations will be conducted using a combined technical/risk rating system with ratings from Outstanding to Unacceptable. The contract will be firm-fixed-price with a 15-month period of performance from award. Questions are due by December 19, 2024 at 1700 Central Time via ProjNet, and proposals must be submitted through PIEE (https://piee.eb.mil) by December 30, 2024 at 1400 Central Time. The evaluation factors in Volume I are considered more important than price (Volume II), and the government will use a technical-price trade-off analysis for award determination.
