This section requires the precast erector to posses a certificate of compliance for PCI Category

S2. According to the PCI member database, there are very few companies within a reasonable distance of the project that have this certification. Please confirm that this certification is a requirement and no alternative qualification method will be considered.

Government Response. . The A-E recommends keeping the S2 certification as per the UFGS Specification. S1 certified erectors typically install hollow core slabs or bridge bulb tees. Due to the large square footage of the GPW project as well as the height of the panels and complexities of the connections to the steel frame, the A-E recommends keeping PCI Category S2 requirement. 7251456 Specifications 03 45 00

Please see questions/suggestions for specification correction from precast fabricators below:

1. We are unable to determine the required panel thickness. Please provide desired thickness of panels.

2. Specs indicate XPS Board Insulation for panels - ASTM C578, Type VI, 1.80 lb/cu. ft.

Thickness is not specified but we assume 3". Please confirm.

3. Please replace "precast erector "designated by PCI's Certificate of Compliance to erect

Category S2" to "5 years of experience on similar projects."

4. Specifications are for Precast Architectural Concrete. The panels appear to be load bearing structural panels which normally require a "PCI MNL-116" plant. Please amend or replace specifications for fabrication of structural wall panels.

Government Response. . 1. The precast panel design is intended to be

partially-composite, metal vs. non-metallic connectors, insulation type and thickness, etc., all these affect the final thickness. By providing the minimum thicknesses as listed on S-003, the sandwich panel design is being delegated to the precaster, see Precast Note 1 on S-003.

4. Panels are non-load bearing for gravity (still have to be sized for out-of-plane wind loads). Spec will be revised to include PCI MNL-116 plant if painted finish is selected. Please confirm that an AISC Certification for the steel Fabricator (BU) and Erector (CSE) is not required for this project.

Government Response. . It is not the intent of the A-E to remove these certifications from the Specs. The BU Fabricator scope is limited to the steel columns. The steel joists and joist girders are to be fabricated by an SJI Member fabricator per Spec 05 21 00 Para. 1.3. Please note a Certified Steel Erector (CSE) is required as opposed to an Advanced Certified Steel Erector, CSEA. Due to the size and complexity of the job, a minimum standard of quality is to be ensured by requiring AISC and SJI certificatons. On: Jan 12 2018

Specification 05 12 00, Section 2.6.2 - Shop Primer - mentions "Apply primer in accordance with endorsement 'P1' of AISC 201", which means that all primer needs to be applied in an enclosed shop. For this particular project, applying the primer within an enclosed shop is not necessary and will drastically decrease competition, which will also drive the cost up considerably. Please advise if applying shop primer in accordance with the "P1" endorsement will be waived for this project.

In the DBB Selection Procedures, paragraphs 5.2.5, 18, and Attachment 2 all specify different and conflicting criteria for relevancy.

For instance, must all 3 projects submitted be between $25M and $100M (as indicated by para

18) or may projects be DBB horizontal construction in excess of $5M (as indicated by

Attachment 2)?

Plus must we have 2 similar projects (as indicated by para 18) or may we meet the 4 relevancy criteria through a combination of 2 or more projects (as indicated by para 5.2.5).

The 2 open storage requirements in Attachment 2 are also confusing as it would appear meeting the heavy equipment criteria would also meet the second open lot criteria.

Clarification is requested regarding the Factor 1: Past Performance requirements. Thank you.

Must have 2 Similar projects that are a combination of all the criteria. You just have to have all the criteria.

On Table 3.12 from specification 22 00 00 Polyvinyl Chloride (PVC) plastic drain, waste and vent pipe and fittings (Sch 40) is listed as acceptable for 1. Underground Building Soil, Waste and Storm Drain; 2. Above ground, Soil, Waste, Drain in Buildings; 3. all Vent; and 4. Interior rainwater conductors aboveground. Please verify this is correct.

Government Response. . Non-Concur. PVC pipe shall not be used under buildings. PVC is acceptable below grade outside the building perimeter.

Please clarify if resumes should be included in order to best provide the requested information.

Paragraph 1.2 lists building envelope/air tightness testing as a commissioning piece of the project. Typically a large warehouse with a significant number of overhead door openings, and no cooling component to the HVAC system, does not carry the air tightness testing requirement, is it the intent that this activity is assigned to the annex portion of the building?

Government Response. . The air barrier assembly will be clarified for both the warehouse and annex in the forthcoming amendment. Only the Annex will require testing as a part of enhanced commissioning LEED credit. On: Jan 12 2018

Section 07 27 10.00 10 Building Air Barrier System discusses the Air Barrier System that is required. However, there is no Part 2, Products, indicated within this Spec Section. Sheet Note

#2 on sheet A-106 states "2.PROVIDE CONTINUOUS AIR BARRIER ON ALL

SIDES OF THE BUILDING. SEAL ALL JOINTS OF AIR

BARRIER TO PROVIDE CONTINUITY." However, nowhere else in the drawings is the air barrier system mentioned or detailed.

Will either a fluid-applied or sheet-membrane air barrier system be required? If so, please provide a "Part 2, Products" for the above-mentioned spec section. In addition, please provide details on the Air Barrier plans, sections, and construction methods required.

Government Response. . Penetrations of the air barrier shall be caulked, gasketed or otherwise sealed in a manner compatible with the construction materials and location. Joints and seals associated with penetrations shall be sealed in the same manner or taped or covered with moisture vapor-permeable wrapping material.

Sealing materials shall be appropriate to the construction materials being sealed and shall be securely installed around the penetration so as not to dislodge, loosen or otherwise impair the penetrations' ability to resist positive and negative pressure from wind, stack effect and mechanical ventilation. Sealing of concealed fire sprinklers, where required, shall be in a manner that is recommended by the manufacturer. Caulking or other adhesive sealants shall not be used to fill voids between fire sprinkler cover plates and walls or ceilings. On: Jan 12 2018

Barrier System. However, no products are mentioned in this spec. section. If there are no products specified within this spec. section, is a Building Air Barrier System required? Is testing of the Air Barrier System required? If so, who will be responsible for testing? What are the required qualifications of the Air Barrier testing agency?

Government Response. . Building air barrier system is required in both the warehouse and annex. Testing is required in the Annex only as a part of the

This specification requires the coating applicator to be SSPC QP 1 certified. This certification is typically held by bridge, industrial, marine, and tank coating companies.There are very few commercial painters that have this certification and the process of obtaining the certification takes a considerable amount of time. If a company attempted to obtain the certification after the bid, they likely would not receive it before their scope of work would need to begin. This limits the pool of subcontractors considerably and results in increased costs. Please advise if the SSPC QP-1 requirement can be waived for this project.

We are requesting the addition of FAR clause 52.208-9 for the mandatory purchase requirements of AbilityOne products.

Support for the AbilityOne Program is recognized by the Federal Government as a long-standing purchase priority per FAR 8.704(b). The AbilityOne Commission MEMORANDUM

FOR THE RECORD of November 16, 2017 (full memo below) clarifies the statutory requirement for federal agencies and that the products identified are mandatory when appropriated funds are used in FAR Part 36 construction and architectural-engineering services projects.

Including FAR clause 52.208-9 is also recommended for these types of contracts by Defense

Acquisition University.

Including the FAR Part 8.005; clause 52.208-9 Contractor Use of Mandatory Sources of

Supply and Services and referencing the applicable sections in your solicitation will direct the

The use of this compactive effort is required for this project to ensure strength and stability and to limit the potential for consolidation/settlement of the thick fill material section upon which the building will be constructed.

RFI 7251456 submitted on Dec 14th requested further clarification and amendments to the precast wall panel specification. The current required plant certification is for architectural precast manufacturers. We believe this to be a structural wall panel job but the structural fabricators will not commit to bidding the job until the specifications are revised. They have also advised us that if the specification is amended after 12/29 they will not have adequate time to complete their proposal prior to the bid date. We would like to respectfully request and expedited review of the precast wall panel specification so that we can address with qualified plants as soon as possible.

At the site visit, there was discussion about altering the required access point and haul route to the project site, which could be beneficial in reducing project costs. Reference specification 03 45 00; 1.8.1 Fabricator Quality Certifications for the requirements for precast concrete manufactures are shown to be certified as PCI Group A, Category A1. Per the Precast/Prestressed Concrete Institute's (PCI) description of the A1 certification, it covers exterior cladding, loadbearing and non-load-bearing wall panels, spandrels, beams, columns, mullions, bollards, urns, railings, sills, copings, benches, planters, pavers, and other types of miscellaneous shapes. After review of the structural pre-cast panels shown on the plan sheets, the government has specifically called out hollow core panels for the ceiling of the tornado shelter and the exterior walls are a pre-stressed, structural wall panel. Additionally, the structural engineer of record has delegated the design of the pre-cast concrete system to the concrete precast manufacturer's representative per Precast Concrete Note 1 on S-003 and per

Note 6, shown that pre-stressing tendons will be required.

The requirements for prestressed tendons and hollow core planks, fall outside of the requirements of PCI's Group A and make Group C more applicable to the project requirements. By limiting the pre-cast manufactures to Category A1 only, the USACE has reduced the field of competition for the pre-cast manufactures and as a result, will see an increase in the cost of pre-cast concrete suppliers due to the overall amount of shipping costs that will be incurred. To benefit the government and the project, the contractor requests Group

C, Category C3 be added to the list of Fabricator Quality Certifications for the pre-cast concrete suppliers.
