SECTION 00 21 00

INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS

1.00 GENERAL PROPOSAL INFORMATION.

General: The proposal should be prepared simply and economically, providing straightforward, concise delineation of capabilities to perform the contract. The proposal should be practical, legible, clear and coherent.

Integrated Design-Bid-Build (IDBB) Description: IDBB is an acquisition methodology that allows the constructor to interface with the Architect of Record, the USACE and End-User Groups (the “customer” in USACE parlance) during the period from Design Development through 100% completion of each Work Package. At the 85% stage of each work package, it is expected that the price will become firm fixed through negotiations. The contract is divided into two portions: construction integration services and construction. The construction integration services phase shall be priced as a Firm Fixed Price based on a definitive scope of work. The construction phase includes both Firm Fixed Price and Guaranteed Maximum Price components. The Structured Parking South shall be priced as a Firm Fixed Price with the remaining construction priced as a Guaranteed Maximum Price with successive targets of estimated scope of work.

Construction Integration Services: Carefully review Section 01 10 00 STATEMENT OF WORK for an in-depth description of these services. Offerors should err on the side of more, rather than less, involvement with the USACE, the Architect of Record and the end-user groups during this phase of work.
