1.0 SCOPE
1.1 OVERVIEW.
This Performance Work Statement (PWS) for Wideband Satellite Communications (SATCOM) Operations and Technical Support II (WSOTS II) defines the requirements to provide U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) with site support and services in support of the Wideband SATCOM missions of the organizations identified in this PWS and the Wideband SATCOM Operational Management System (WSOMS). The WSOMS supports planning, management, and control operations and other services for the Wideband Global SATCOM (WGS) System, Defense Satellite Communications System (DSCS), and commercial satellite systems.
1.2 SUPPORTED ORGANIZATIONS AND FACILITIES.
The WSOTS II contract serves the following organizations: U.S. Army (USA), U.S. Air Force (USAF), U.S. Navy (USN), Defense Information Systems Agency (DISA), Australian Defense Forces (ADF), and other Department of Defense (DOD) and non-DOD organizations. The facilities supporting these organizations are located worldwide. They include the Wideband SATCOM Operations Centers (WSOCs); Regional SATCOM Support Centers (RSSCs); 53rd Signal Battalion Satellite Communications (SATCOM) Battalion Satellite Communications Operation Center (BSOC) Remote Monitor Control Equipment (RMCE) which includes: Lago Patria IT, Arifjan KW, Northwest VA, and Paso Robles CA or similar locations; DISA Engineering Center; DISA Emergency Relocation Site (ERS); DISA Command Center (DCC); DISA NetOps Centers (DNCs); and, Australian Defense Network Operations Centre (DNOC) which includes Canberra, Geraldton, and Harman. In addition, acquisition, training, logistics, and operational support services are provided to the U.S. Army Communications-Electronics Command (USACECOM); Project Manager Defense Communications and Army Transmission Systems (PM DCATS); USACECOM Software Engineering Center (SEC); U.S. Army Cyber Center of Excellence and Fort Gordon (USACCE&FG); and designated SATCOM earth terminals. The location of the supported organizations, facilities, systems and equipment is shown in Appendix 1. RMCE remote locations shall require fly-away (travel status) technical support only.
1.3 SERVICES.
The contractor is responsible for monitoring, configuring, and maintaining the WSOMS Network (WSOMSNET). The contractor shall provide on-site maintenance and repair support and services, operations support and services, and technical assistance; on-call maintenance and repair support and services, operations support and services, and technical assistance; depot and supply support and services; training support and services; logistic support and services; networking support and services; communications analysis support and services; hardware maintenance support and services; software, firmware, and database support and services; and computer system administration and information assurance support and services for the systems, equipment, facilities, and organizations listed in Appendix 1. An incremental upgrade approach is typically used to install new equipment at one or two sites to test and finalize the upgrade before installation at all sites. Both the existing equipment and the replacement equipment will often be operated simultaneously at various sites, requiring contractor to support both versions until transition to the new equipment or version is complete and operation of old system is finally discontinued. The simultaneous use of both DSCS and WGS satellites creates similar requirements to support equipment supporting both satellites.
1.3.1 Equipment. WSOMS is a system of systems incorporating the following equipment, closely associated equipment, and associated support facilities (including support equipment and planned modifications/replacement systems).
