L-1.2 General Information

Proposals submitted by foreign entities as prime contractors or subcontractors will not be accepted under this solicitation.

The proposal package must be completed and returned to the address in Block 8 of the SF 33, prior to the date and time set for closing of proposals, see Block 9 of SF 33. Reference the statement in Block 12 of the SF 33, unless a different period is inserted by the offeror, if the offer is accepted within 210 calendar days from the date of receipt of offers, the offeror agrees to furnish any or all items upon which prices are offered at the price set opposite each item, delivered at the designated point(s), within the time specified in the schedule. If the offeror signs block 17 of the SF

33 and does not fill in the blank for calendar days, the proposal acceptance period will be considered 210 days.

The proposal shall include all data and information requested and must be submitted in accordance with these instructions and Federal Acquisition Regulation (FAR) 52.215-1, Instructions to Offerors – Competitive

Acquisition. Any offeror who submits an incomplete package or who deviates from the requirements of this solicitation may be considered non-responsive and their proposals rejected. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation of the offeror’s capabilities and for substantiating the validity of stated claims. The offeror’s proposal is presumed to represent its best efforts and most complete responses to this solicitation. The offeror’s proposal shall not simply rephrase, reiterate, or restate the Government’s requirements, but shall provide convincing rationale to demonstrate an understanding of the requirements and address how the offeror intends to meet the requirements. The offeror shall assume that the Government has no prior knowledge of its capabilities and experience, and will base its evaluation on the information presented in the offeror’s proposal and such information available to the Government. If an offeror believes that any part of this solicitation contains errors, omissions, or ambiguities, the offeror shall notify the Contracting Officer in writing with supporting rationale no later than 10 calendar days after solicitation release. The offeror shall not be reimbursed for any costs incurred prior to the effective date of any resulting contract.

Proposals shall not contain classified information. Alternate proposals are not allowed and will not be considered or evaluated by the Government.

An offeror’s proposal shall represent its best efforts to respond to the solicitation. Any inconsistency between proposed technical approaches and cost/price shall be explained in the proposal. For example, if unique, innovative approaches are the basis for an abnormally low price or cost estimate, the nature of these approaches and their impact on cost/price shall be fully addressed in the proposal. Any significant inconsistency left unexplained will raise a fundamental question of the offeror's understanding of the nature and scope of the work to be performed and of the offeror's ability to perform the effort within the fiscal constraints thereof, and may be cause for decreased ratings or total rejection of the proposal. The burden of proof for cost/price credibility rests with the offeror.

The Contractor shall not be reimbursed for any costs incurred prior to the effective date of the Contract.

Due to possible Organizational Conflicts of Interest (OCI) and the potential for decreased competition, cross-teaming is prohibited. Prime contractors are not allowed to participate as a subcontractor/team member with another prime contractor.

L-1.3 Organization, Number of Copies, and Page Limits. The proposal consists of five volumes: OCI, Technical, Cost, Small Business Participation and Contract Documentation. The offeror shall prepare the proposal volumes as set forth in the following table. The titles and contents of the volumes shall be as defined, all of which shall be with the number of copies and within the required page limitations as specified in the table below. Each volume of the proposal shall be submitted on a separate non-rewritable compact disc (CD) or non-rewritable Digital Versatile Disc

(DVD). Hard copies of proposals will not be accepted. The contents of each proposal volume are described in the

Section L paragraph identified in the table.

L-1.4 Marking and Labeling. Clearly mark DVDs/CDs with the offeror’s name, solicitation identification and original or copy designation, and volume number (for example: Company A, RFP W91260-17-R-0003, WSOTS II, original, volume 1). Subcontractor submissions shall identify both the subcontractor and the prime offeror’s name.

Be sure to apply all appropriate markings prescribed in FAR 52.215-1(e), Restriction on disclosure and use of data, and FAR 3.104-4, Disclosure, protection, and marking of contractor bid or proposal information and source selection information. The original shall be clearly marked “original.” Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.

All pages of the proposal shall be numbered. All tables, schematics, and other graphics of each volume/appendix shall be appropriately labeled, numbered, and cross-referenced in the applicable proposal narrative.

L-1.5 Page Limitations. Treat page limitations as maximums. If exceeded, the excess pages will not be read, nor considered in the evaluation of the proposal. Blank pages, title pages, tables of contents, glossaries, definitions, and cross-reference matrices do not count against the page limitation.

L-1.6 Page Formats. Text page size, not including foldouts, shall be 8.5 x 11 inches with at least one-inch margins around the page perimeter. Normal page header and footer information may be included in the margins. The background color of each page of the original proposal submission shall be white only. Charts, illustrations, or diagrams shall not exceed 11 x 17 inches with at least 1 inch margin around the page perimeter. Normal page header and footer information may be included in the margins. For page count purposes, each side of a foldout page shall count as two pages each. Foldouts shall not be used for text.

L-1.7 Text. Narrative text shall be Arial 12 point with normal proportional spacing. Text line shall not be less than single-spaced. Text within tables shall be Arial with a size no smaller than 10-point. Text within graphics shall be

Arial with a size no smaller than 8-point.

L-1.8 Stand Alone Volumes. Write each volume and tab on a stand-alone basis, with cross referencing to other volumes and tabs allowed only to the extent specifically authorized in Section L. Information required for proposal evaluation not found in its designated volume may be assumed to have been omitted from the proposal.

L-1.9 File Format. For Volumes 2, 4 and 5, NO MORE THAN ONE ELECTRONIC FILE SHALL BE

SUBMITTED PER TAB. One electronic file may be submitted for the entire volume. Label individual files using the electronic naming convention listed in the Table in section L-1.3. The CD/DVD marked as “original” will be considered the official proposal and in the event of a discrepancy, the CD/DVD marked as “original” will prevail.

All electronic data shall be submitted in Adobe Acrobat® 7.0 or later using Optical Character Recognition to allow evaluators to search documents for all volumes, except for Volume 3, cost/price. For Volume 3, Tabs 1, 2 and 4 through 8, shall be submitted in Adobe Acrobat® 7.0 or later using Optical Character Recognition. Tab 3 shall be in

Microsoft® Excel® 2010 or 2013 - For Volume 3, DO NOT SUBMIT SPREADSHEETS IN ADOBE

ACROBAT®, WORD PROCESSING, or OTHER PICTURE FILE FORMAT. INDIVIDUAL ELECTRONIC

FILE SIZES SHALL NOT EXCEED 300MB (excludes Cost Spreadsheets). All electronic data must be virus free.

If a virus is detected by the Government within any volume, it will result in rejection of the proposal. DO NOT lock or encrypt any of the files on the CD/DVDs. All CD/DVDs shall be submitted in a non-compressed, personal computer (PC) format. Do not use embedded hyperlinks, macros, movies or sound files in any part of the proposal.

Do not “hard code” spreadsheet data if the resulting data is based on a formula. Include all formulas in the spreadsheets and include any notes deemed necessary to add clarity to the spreadsheets. Verify prior to submittal that the files are saved to the CD/DVD. Do not submit “zipped” files. If files contain links, the links must be intact and maintained through all revisions. Files contained on the CD/DVD shall not be read/write/password protected, i.e., must be “UNLOCKED, NON-PASSWORD PROTECTED AND/OR UNPROTECTED”. The CD/DVDs containing rates/rate build-up information shall contain all formulas used in building the proposal. Do not include

“pivot tables” in the spreadsheets. It is the contractor’s responsibility to assure all CD/DVDs can be accessed on a

Windows® Based Operating System.

L-1.10 Change Pages After Initial Proposal Submission. If the Government opens discussions and requests the offeror submit proposal revisions, during or after discussions, any changed areas that are submitted shall be highlighted in yellow, and shall have changed information clearly marked by a vertical line in the right margin of the page identifying the changed content. Reflect the date of the revision and revision number on each changed page

(preferably on, or next to, the vertical change line). Make spreadsheet revisions obvious by highlighting cells that changed. Page limitations may also be placed on responses to Evaluation Notices (ENs). The Government will identify specified page limits for EN responses in the letters forwarding the ENs to the offeror. (NOTE: Additional instructions shall be provided in the request for Final Proposal Revisions.)

L-1.11 Responsive Proposals. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications. Failure to meet a requirement may result in an offer being ineligible for award. Proposals must be complete, self-sufficient, and respond directly to the requirements of this solicitation;

alternate proposals will not be accepted. The response shall consist of five separate volumes: Volume 1 – OCI, Volume 2 – Technical, Volume 3 – Cost/Price, and Volume 4 – Small Business Participation, and Volume 5 -

Contract Documentation.

L-1.12 Adequate Price Competition. The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists, no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the Contracting Officer to determine reasonableness.

L-1.13 Proposal Delivery. Proposals can either be delivered via mail or personally hand carried. Email submissions of proposals shall not be accepted. Proposals shall be delivered to the following:

L-2 VOLUME 1 – OCI Identification and Mitigation (GO/NO GO Evaluation Criteria)

Identify all existing or potential conflicts of interest pertaining to the offeror, its subcontractors and/or teammates, in accordance with the OCI clause located in paragraph 11.5 of the PWS at section J, Attachment 1. For each identified OCI, provide the specific contract number(s), description of contract effort(s), nature of the actual or potential conflict, and name and contact information of the Contracting Officer and Contracting Officer’s

Representative responsible for the contract presenting the OCI issue. The offeror shall also fully describe its plan for mitigating or eliminating the risks associated with the identified conflict(s). The plan shall focus on the offeror’s corporate mechanisms for ensuring it can provide unbiased and objective support, and for ensuring that the conflict(s) will be managed in such a manner that will not result in an unfair competitive advantage. In the absence of any actual or potential OCIs, this section shall include a written certification signed by an authorized official within the offeror’s organization, that it has no OCIs with the WSOTS II effort.

L-3 VOLUME 2 – Technical Factor

L-3.1 The offeror shall present a clear and concise description of its proposed approach for meeting requirements as described in this solicitation, as well as the cost, schedule, and performance risks of its approach. Offerors shall specifically address the rationale for each approach and any aspect(s) of the approach, including efficiencies and innovations they believe enhance overall efficiency and effectiveness; and will improve their ability to successfully execute contract requirements. All the requirements specified in the solicitation are mandatory.
