WSOTS II Industry Questions and Government Responses on the Final Request for Proposal

Reference/Section Contractor Question Government Response 1 PWS, paragraph 8.2 The PWS states that an offeror is not limited to the key personnel functions described in 8.2. We understand that we can have additional functions considered as key positions. Please confirm that only one resume per function is required.

The Government shall not dictate how many resumes (key personnel) are required per function or if one resume may cover more than one function. This should be proposed as part of the offeror's technical approach.

2 Section L-1.10 L-1.10 states "(NOTE: Changes provided by the offeror as a result of the Government's request for Final Proposal Revisions shall be limited to only those areas that were the subject of discussions. No other changes will be accepted.)" Does the Government intend to preclude offerors from submitting updated pricing in their FPR for any items not subject to discussions?

Solicitation Section L-1.10 had been revised to remove this instruction.

3 PWS, paragraph 4.1.2, Appendix 2, WSOMS Fielding Plans Tab

Are there separate ATOs/IATOs/IATTs for NIPRNet, SIPRNet, VI/VTC, WSOMS control system and subsystem support and services?

Request the government provide the current number of ATOs/IATOs/IATTs for each control system and subsystem, and the expiration dates of each.

During performance, the Government shall provide the ATOs/IATOs/IATTs for all systems/subsystems to the contractor.

4 PWS, paragraph 2.3 Does MILDEP hold the site spares and when the site expends an item, is MILDEP the responsible organization to complete the depot/repair process?

MILDEP does hold the site spares. If the system is a military supportable system, then the MILDEP is responsible to complete the depot/repair process.

5 PWS, paragraph 3.6 How often are new applications deployed on WSOMS systems?

On an average, new applications are deployed to the field 2 to 3 times per year.

6 PWS, paragraph 3.16 For Database Integrity and Quality Support, what delivery mechanism is utilized for providing electronic copies?

Compact Discs/Digital Video Discs are used for delivery of media.

7 PWS What is the Government's expectation for how the Offerors should address requirements in the PWS paragraphs that state 'As required' or 'May be required' with no defined frequency or duration?

There are no real defined frequencies. The COR coordinates the schedule with the contractor.

8 Bidder’s Library To facilitate adequate and fair competition, assure complete impartiality without preferential treatment of the incumbent, remove any unfair advantage that could create a perceived or real conflict of interest, and reduce the potential for pre-award protests, we request a complete bidder’s library including, but not limited to the following items:

•Facility/Environmental requirements for both the classified and unclassified labs

• Foot prints of existing labs

• GFE maintenance agreements

• Required TMDE tools

• Required software licenses, maintenance agreements, and warranties

• System software and hardware configuration data/documentation

• Training documents

• Technical manuals

• Joint Logistic Plans

• Maintenance Allocation Charts

• PMCS documents

• Test beds required

• Required on-site maintenance tools

• Quantity of documents to be maintained

• Historical frequency of support to remote (on-call) sites Once a complete bidders’ library is provided, we request an appropriate extension to provide bidders adequate time to incorporate the new essential information into their responses.

The Government has considered items for a bidder's library.

However, the items are either publicly available or would not be of value for this requirement. Thus, no additional items shall be provided as part of a bidder's library.

9 Technical Library Will the government ensure that the incumbent technical library is turned over at Transition?

There is no incumbent technical library.

10 PWS Attachment 2 BASES Please clarify the level of support required for those locations referenced in Appendix 2 “Baseline Services and Equipment Summary” without an explicit “X” for On-Site and On-Call Response Coverage and Support (PWS 2.6) –

USACECOM, PM DCATS, SEC, CERDEC

Currently, the Government has no requirement to support these customers (USACECOM, PM DCATS, SEC, CERDEC). If a requirement arises, the contract will be modified to add the requirement.

11 AKO Can the government confirm that the contractor shall deliver all documents to Government-provided Army Knowledge Online (AKO) folders?

Reference the CDRL cover sheet (Exhibit A), "Deliveries shall be made to the Contracting Officer’s Representative (COR) via online CDRL website (AKO), unless otherwise indicated, with email notices to recipient(s) indicating delivery was made." Additionally, reference PWS section 9.6 for CDRL requirements. Slight revision made to PWS section 9.6.

12 PWS Appendix 2, BASES, The PWS references features in Appendix 2 “Baseline Services and Equipment Summary,” Column B, do not correspond with the 14 June PWS sections (e.g., “2.20 Wideband Controller’s Guide Updates” is missing). Would you please update?

Appendix 2 to the PWS has been updated.

13 PWS 2.18 Will the Government please provide the specifications for the Engineering Laboratory containing GFP that shall be established and maintained at the SECRET classification level?

The Government shall not dictate the approach of the engineering laboratory specifications. The specifications shall depend on the contractor's approach.

14 PWS Attachment 3 GFP Please clarify the meaning of location suffixes (e.g., -A, -D, -F)

The suffixes are the incumbent's naming convention for the physical location of the property.

15 PWS Attachment 3 GFP Please clarify whether locations “CIF Depot-F” and “CIS Depot D” are to be located within the contractor facility.

Yes.

16 PWS 8.2.5 In section 8.2.5 Database Administrators (DBAs) SMEs, says a minimum of five (5) personnel. Does this mean the government is expecting all five DBAs to be SMEs with key personnel resumes provided?

Yes.

17 PWS Section 6.0 Depot Since the depot and laboratories were not part of the site visits, there is a void of information about these facilities that seems to give the incumbent an unfair competitive advantage. In order to assist bidders with pricing, contractor-provided equipment, and tooling, classified storage requirements, etc. – can the Government provide more information about the depot and lab facilities?

No. The PWS has outlined various parameters for the depot and laboratory requirements. It is up to the offeror to propose an approach to address these requirements.

18 PWS Section 6 Depot Will the Government level the playing field by allowing a site visit to the current Depot?

The offerors are not privy to the incumbent's Depot.

19 PWS 2.18 In-Plant Laboratories, in particular, “Contractor shall ensure laboratory configurations constantly parallel those in the WSOC and SSCs and shall be sufficiently robust to be used for analysis of system, IA, LAN, and WAN” will the Government specify the contractor-provided equipment for this purpose or provide the WSOC and SSC configuration?

The Government shall provide all the equipment that is currently used for this process on the current contract.

20 PWS Section 6.0 Depot Since the depot and laboratories were not part of the site visits, will the Government provide information about the WSOTS-specific equipment required to support lab functions?

No. The PWS has outlined various parameters for the laboratory requirements. It is up to the offeror to propose an approach to address these requirements.

21 PWS 8.2.7 The paragraph says “SME” and also says “personnel” and “they.” Will the Government confirm that the requirement is for multiple Development SMEs with key personnel resumes provided?

"Personnel" and "they" are not indicative of a number.

22 PWS 8.2.12 Where the paragraph says “provide at least two individuals” for this support, is the Government indicating that “at least two” should be designated as SMEs with key personnel resumes provided?

PWS section 8.2.12 has been revised. Contractor's approach will dictate the number of key personnel resumes for this function.

23 PWS paragraph 11.6.3 Requires CONUS and OCONUS travel to “TDY locations may include tactical environments such as field exercises and peacekeeping, operations other than war, war and other contingencies in Theaters of Operation” – is such travel reimbursable?

Yes. If travel has been performed in accordance with PWS paragraph 11.6.3, then the travel is reimbursable.

24 PWS Section 8.2.9 Page 35, System Administrator SME – “The personnel will be proficient specifically in VMWare and Hyper-V”. The PWS requires VMWare and Hyper-V experience. Is the current enterprise made of stand-alone equipment, pieces that are cloud-based, or all systems have been transitioned to a Government cloud?

The current enterprise uses stand-alone equipment and pieces that are cloud-based.

25 Section B Page 3, CLIN

Does the ODC plug number (i.e. Housing Allowance, OCONUS Dependent School, Site Differential, Relocation Costs, DBA Insurance, Consumables, Materials, and Equipment) include cost of living adjustments (COLA) for both CONUS and OCONUS work? If it’s included in the plug number, what location should the bidder assume as the base site location?

The ODC plug number may be inclusive of OCONUS COLA only.

CLINs have been updated to reflect OCONUS site differential and OCONUS Relocation Costs. Any proposed cost of living allowances for CONUS should be included in the appropriate labor CLINs. All escalation (merit or performance based increases) should be included in the appropriate labor CLINs.

26 Section B Page 6, CLIN

Is the WSAR plug number based on a historical WSAR spend rate over the last period of performance?

No. It is based on estimated projections.

27 PWS Section 8.3.1 and

DD254

PWS Page 36 – “Program Manager and all personnel assigned to site support requiring physical access to MANY sites shall possess TOP SECRET clearances and/or be eligible for immediate adjudication.” DD254 Page 8 e (1) – contractors on Government site must have a minimum of SECRET. Please clarify what level of clearance is required for personnel and at which sites? Given this may affect the recruiting efforts for key personnel, will the Government consider an extension to allow the bidder’s pool to adjust to the requirements?

On-Site support personnel shall have top secret clearances, including personnel that make multiple trips to sites. The Government will not consider an extension due to clearances.

28 Section M Page 117, M-2.2 Given that “The Technical factor is more important than Cost,” will the Government publish a bidder’s library to ensure the incumbent doesn’t have a competitive advantage? If so, will the Government consider extending the proposal due date after publishing the library to allow the offerors time to analyze the bidder’s library to determine how it might affect their approaches?

The Government has considered items for a bidder's library.

However, the items are either publicly available or would not be of value for this requirement. Thus, no additional items shall be provided as part of a bidder's library.

29 Section M, Page 120;

Section L, Page 113

Page 113, Section L, Table L-5.2.4 A. includes phase-in/transition in the Total Proposed Contract Value; however, on page 120, Section M-4.1, the solicitation excludes transition/phase-in from the total evaluated price. Please remove the reference to “phase-in/transition period” from Table L-5.2.4.

No revision made. These are 2 different factors-- Small Business Participation and Cost/Price. Transition/phase-in is excluded from the total evaluated price in the Cost/Price factor. However, the transition/phase-in value should be included in the total contract value within the Small Business Participation factor.

30 Attachment_6_Key_Perso nnel_Resume_Format – “Key Personnel Resumes are limited to 2-pages.”

To address all the requirements within the attachment, will the government consider changing the page limit to 3 pages?

No.

31 General For Transition planning purposes, what system/software is used currently for configuration management and inventory control? Does the government require access to it?

The number of integration points created using the Maximo Integration Framework (MIF) is dependent upon the offeror's approach to the transition period. It cannot be dictated by the Government.

42 General In order to adequately plan for transition and minimize disruption of services, please advise how many configured reports are deployed (modified existing report template)?

The number of configured reports is dependent upon the offeror's approach to the transition period. It cannot be dictated by the Government.

43 General In order to adequately plan for transition and minimize disruption of services, please advise how many custom reports are deployed (created net new report)?

The number of custom reports is dependent upon the offeror's approach to the transition period. It cannot be dictated by the Government.

44 Prior Q&A Can the government identify what are the roles and responsibilities provided by the military & civilian personnel supporting the effort?

Roles and responsibilities are dependent upon the site locations.

There will be a Government civilian at each location to serve as a technical monitor, who reports back to the CORs. Military personnel provide operator and maintenance support.

45 PWS 11.21 Will the government provide the maximum fee for this element?

This will be filled in at time of award based on the offeror's proposed fee percentage amount in CLINs X007.

46 PWS 11.4

It is recommended each contractor’s “certificate of insurance”, not the executed insurance policy, be submitted initially, and then annually through the end of contract performance, as required.

The requirement states "executed insurance policy." The Contractor is required to adhere to the requirements of 11.4.

47 PWS 2.10.7 What is preventive maintenance and training schedule for these locations? Will the Government provide historical data regarding the frequency of demand maintenance at these locations?

Preventative maintenance and training shall be determined by the OEM's documentation for these subsystems. Historical data is unavailable.

48 PWS 2.10.7

In the absence of historical demand data or estimated staffing preferences, can the government provide Mean Time Between Failures for equipment end items for proposal purposes?

See Table 2.2 of the PWS.

49 PWS 2.17 If “In-Plant Engineering Support” is to be provided at contractor facilities, then in order to develop accurate pricing, Contractor must know the locations of these facilities. If contractor provided facilities are required, what are the locations for these facilities?

It is up to the offeror to propose where the in-plant facilities will be located.

50 PWS 2.17 The Government states, “The contractor shall provide in-plant and technical support ….” While Attachment 02_PWS_Appendix_2_Baseline_Services_and_Equ ipment_Summary.xlsx indicated that these functions are to be provided at “Contractor Facility(ies)”. Are personnel providing these services to be on-site (i.e., “in-plant”) or at contractor facilities?

The Government's interpretation of "in-plant" is contractor provided, not Government provided. It is up to the offeror to determine where the personnel will be located.

51 PWS 2.18

The Government stated, “The In-Plant laboratories will also be compliant with ….” While Attachment 02_PWS_Appendix_2_Baseline_Services_and_Equ ipment_Summary.xlsx indicated that this function is to be provided at “Contractor Facility(ies)”. Are these laboratories to be on-site (i.e., “in-plant”) or at contractor facilities?

The Government's interpretation of "in-plant" is contractor provided, not Government provided. It is up to the offeror to determine where the in-plant facilities will be located.

52 PWS 2.18

The Government stated, “The In-Plant laboratories will also be compliant with ….” While Attachment 02_PWS_Appendix_2_Baseline_Services_and_Equ ipment_Summary.xlsx indicated that this function is to be provided at “Contractor Facility(ies)”. Are personnel providing these services to be on-site (i.e., “in-plant”) or at contractor facilities?

The Government's interpretation of "in-plant" is contractor provided, not Government provided. It is up to the offeror to determine where the personnel will be located.

53 PWS 2.18

If “In-Plant Laboratories” are to be provided at contractor facilities, then in order to properly price our transition-in, Contractor must know the locations of the existing facilities. If contractor provided facilities are required, what are the locations for these laboratory facilities?

It is up to the offeror to determine where in-plant laboratories will be located. The existing facilities are proprietary to the incumbent contractor.

54 PWS 2.2.1 Will historical maintenance data be provided to indicate the level of effort required to maintain operational availability requirements of Table 2.2?

Historical maintenance data will not be provided.

55 PWS 2.20

Is a current copy of the Wideband Controller’s Guide (WCG) available for review?

No

56 PWS 2.4.2

How frequently will these reports be required?

Will the government provide historical data regarding submissions over the past year?

PWS para 2.4.2 updated to identify "as directed by the COR".

57 PWS 2.4.3 Will historical maintenance data and frequency be provided to indicated the scope of this requirement? What is the anticipated timeline for delivery of this plan?

PWS para 2.4.3 updated to identify "as directed by the COR".

58 PWS 3.4-3.6

Is the expectation for this support to be provided at each location or can it be done remotely with travel to site only when necessary?

The Government cannot dictate how these requirements are met.

It is up to the offeror to propose an approach to address these requirements.

59 PWS 3.7 At which locations is this support provided by

NETCOM/DISA?

Please refer to PWS Appendix 2 Baseline Services and Equipment.

60 PWS 4.6-4.8 , Appendix 2 Some material may have been deleted from the PWS, as the titles and numbers for Section 4 don’t match Attachment 2. Attachment 2 designates the following:

4.6 – Procedure (SOP)/Plan

4.7 – Cyber IA/IT Certification

4.8 – Information Assurance The PWS only contains 4.6 – Information Assurance (Procedure and Cyber IA/IT are missing) Also, PWS Section 4.5.1 may actually have originally belonged to 4.7 Please confirm.

Para's 4.7 and 4.8 references have been removed from the Attachment 2 BASES. Para 4.6 was changed to "Information Assurance" to align with the PWS section 4.6.

61 PWS 5.1 Will the Government provide the current training catalog for review so that pricing of updates can be calculated accurately?

Section 5.0 outlines the parameters for training requirements. It is up to the offeror to propose an approach to address these requirements.

62 PWS 5.1.1 Does table 5.1 supersede Appendix 2 for purposes of pricing training costs?

Table 5.1 provides more specific information than Appendix 2.

63 PWS 5.1.1 Will the Government provide current materials for the RSCCE and GSCCE formal training available for review?

Section 5.0 outlines the parameters for training requirements. It is up to the offeror to propose an approach to address these requirements.

64 PWS 5.3 How much new training material will need to be developed vs revisions to existing training material, especially in the initial stages of the contract?

The developer of any system shall turn over training materials to the successful offeror for development of WSOTS II training.

Revisions are based on software releases and feedback from the students.

65 PWS 5.3 Will training sessions or training material be required in languages other than English?

No.

66 PWS 6.11 To accurately price the transition-in it is necessary to know the program’s technical requirements/specifications for any contractor-provided laboratory facilities. Will the Government identify specific testing requirements with sufficient detail for the Contractor to identify what equipment, e.g., TDME, is needed to properly outfit the laboratories?

It is up to the offeror to determine what equipment is required.

67 PWS 6.11 The Government states, “The contractor shall maintain all necessary tools, special tools, Test, Measurement, and Diagnostic Equipment (TMDE), and associated items of support required to perform depot maintenance, repair, and overhaul.” This statement implies that the USG expects Contractor to perform all depot maintenance, repair and overhaul. Is this the Government’s requirement? If so, in order to accurately price this requirement, request that Government provide average monthly quantity and type of items that have been repaired/overhauled in the last 12 months and that are known to require overhaul in the next 12 months for proposal purposes.

The Government is not dictating that approach. It is up to the offeror to determine the most efficient means of doing maintenance, repairs and overhauls. Therefore, historical data shall not be provided.

68 PWS 6.4 Is there a technical or logistical value, benefit, or Government preference associated with the location of the depot and/or storage facility?

No. It is up to the offeror to determine the location of the depot and/or storage facility.

69 PWS 6.5 What’s the value of the inventory to be stored and insured?

The value fluctuates during the life of the contract. However, the GFP Listing (attachment 3) has Unit Cost details to assist with the values of the inventories.

70 PWS 6.6 In order to establish reliable reorder points and quantities, Contractor must have historical usage data. Will the Government provide this data, or estimates for proposal purposes, or upon contract award?

The Government shall provide the contract awardee reorder points and quantities.

71 PWS 6.9 The Government states Contractor should have 8,000 sq. ft. of warehousing to store LRUs. Is Attachment 03_PWS_Appendix4.xlsx exclusively a listing of LRUs or does it contain other items that the Government expects Contractor to store?

Attachment 3 is a representative list of the items that the Government expects the Contractor to store.

72 PWS 6.9 For purposes of pricing the transfer of material, what is the address of the incumbent storage facility?

The Colorado Springs area.

73 PWS 6.9 If Attachment 03_PWS_Appendix4.xlsx is not exclusively LRUs that Contractor must store in its warehouse, what is the total volume of material and from what address will it be transferred?

Attachment 3 is a representative list of the items that the Government expects the Contractor to store. The current location of the items to be transferred to the contract awardee's storage facility is Colorado Springs.

74 PWS 6.9 If Attachment 03_PWS_Appendix4.xlsx includes items beyond LRUs that Contractor must store in its warehouse, what is the largest item that Contractor must store in its warehouse? Please provide make, model, and description of item.

No items will be bigger than the dimensions listed in PWS para 6.9.

75 PWS 6.9 Is the LRU storage area estimate equal to or in addition to the depot storage requirement? If separate, what is the estimated depot storage area requirement and specifications?

This is determined by the technical approach of the offeror and shall not be dictated by the Government.

76 PWS 9.8.18 and Attachment 2

Which Attachment 2 locations apply to this requirement? If all sites are included, is the expectation to have contractor personnel travel to sites without contractor Site Ops staff in order to accomplish the inventory at those locations?

Site Locations are identified in the location column of Attachment

3. If your approach is to have sites without contractor Site Ops staff, then travel would be required.

77 PWS Appendix 2 Shall the bidders assume that the scope for these PWS elements is rolled up into the same sites covered in PWS 3.4?

No. Appendix 2 is more comprehensive than PWS paragraph 3.4.

78 Solicitation G-7 Due to the delay in DCMA audit results of Incurred Cost Submission (ICS) rates, which are due annually by June 30, it will not be possible for billing rates to be adjusted within 60 days of a fiscal year end (Dec 31). It is requested Billed Indirect Cost Adjustment Vouchers be due for the contract upon the DCMA’s issuance of their Provisional Billing Rate (PBR) letter

In general, billing rates should reflect the latest PBR. An adjustment voucher should be submitted as required in G-7.

79 Solicitation L-4.4.1 What are the criteria for determining whether a cost element is considered major?

Major cost elements include Labor Hours and Rates, all applied indirect rates, and any separately priced materials and equipment (not included as indirect or reimbursable as ODC).

FRFP
